The invasion and takeover of Slateport had been something of a Phyrric victory. Despite the fact that they now had control of the city, the generator powering the city had been destroyed during the invasion, and the Shipyard had been ruined. Time and resources would have to be spent in getting the city back in working order. As for the Mad Dog, he was stuck flushing pests out of their holes back in Kanto, before they could become a problem.
While Dorian didn't have the chance to participate in the carnage, something the scarred man was still bitter about, there was a silver lining. One of his boys managed to come across a high class bar, before the place could be pillaged by any random Rockets looking to get drunk in celebration to their victory. Those loyal to the Mad Dog that were able to participate in the Invasion kept the place relatively ready for Dorian's arrival, preserving what didn't need power, while taking care of what would perish without power.
With the Mad Dog's arrival, Dorian decided it was the best time to meet up with Silas, to get a debrief on the situation in Hoenn, to report his success at crippling the Kanto Rebel faction, and to take heat for his late arrival. He knew that despite his success, Silas wasn't happy about how the Invasion turned out, and was probably angry at Dorian for his late arrival. No matter how good his reasoning was, Silas had every right to be angry, especially with only one Beast at his beck and call during the Invasion itself, instead of all four, as it should've been.
When Silas would walk into the surprisingly well kept bar, illuminated with portable LED lamps, he would find the Mad Dog sitting at one of the stools at the bar, and behind the bar was one of his followers, waiting to serve the two drinks, should Silas wish to indulge.
