She received her first from her brother, it sits in the palm of her hand. The jade green disc, made of stained wood looks like a coin. Edged and carved with the silhouette of a Salamence in the center. The back is perfectly smooth as she runs her finger over it for the upteenth time. It reminds her of where she began, in her back yard running from her hungry dragon trying to eat her. Her brother laughing as she climbed a tree and he told her to get used to it, he was her's.

She places the jade green coin on the table in front of her, in the silence of her estate she can hear it hit the surface ever so slightly. A reminder of her place, a reminder that though she is surrounded she is alone in who and what she is.

The Dragoon Project
The Dragoon Project first surfaces amidst a handful of records pertaining to the Kalos wars 3000 years ago. Many of the original records have long since been destroyed, leaving many questions about the project and the soldiers it produced during the wars, ranging from spies and sleeper agents to active foot soldiers with exceptional ability in the field. Several impressive feats can be attributed to this group of soldiers, traces of their existence to further perplex scholars.

Scraps of records suggest that the soldiers of the project were ultimately scattered throughout the region or never recalled from their post. It is here that many believe is the end of the Dragoon Project. Some have found traces of their existence leading into present day. Most notably being the small wooden coins that were carried by the original members of the project, used to identify themselves to others. These coins have surfaced over the years in private collection, but in much larger numbers than should have survived the years. Some scholars theorize that the Dragoons never fully left their posts, simply expanded across the many regions of the known world.

This theory is not entirely wrong, after the end of the Kalos wars the original Members of the Dragoon Project found difficulty in trying to return to a normal life, ultimately deciding to continue the project amongst themselves with their children in secret. In doing so they not only created the new generation of Dragoon but began the creation of a secret Society stretching well beyond the borders of any region.

As time wore on the Dragoons changed themselves to fit the world around them and their purpose became solidified in the words of the original dragoons. Their new purpose opposed the reason for their creation, they would use the talents honed in them by the training of the project to preserve world treasures, coveted knowledge and the authenticity of the regions as much as possible. The exceptional talents honed in each generation has served the society well, allowing it to grow in strength and hidden influence across the regions.

While the Dragoons of old specialized in death the Dragoons of present seek preservation at any cost, even their life.



Current status
With the fall of Kanto and the attack on Hoenn the attention of the Dragoons has been drawn, but many believe that it is best they stay out of the fight, allowing the regulars to fight amongst themselves while they take advantage of the situation to rescue artifacts and important files during the fray. The youngest of the governing members believe otherwise, currently conspiring with each other to force the Dragoons as a whole into action.

This has caused a certain degree of skepticism and infighting in the society and a divide between those most affected by the rocket invasions and those that still believe it is not yet their problem.

Kanto seeks aggression while Hoenn seeks defense, Kanto wishes to annihilate the threat while Hoenn wishes to fortify the league and let them handle most everything, keeping them in the shadows as a well maneuvered ace in the hole when the league fails to be capable of victory at a crucial moment. Though the conflict heavily with each other there is an undeniable synergy between the two on the field.



Hierarchy
The Dragons

The Dragons act as the governing body of the society that spans across the regions. 7 dragons, each baring a personal Moniker and an assignment to a specific region which they oversee alongside their other 2 grand elders. They act as the representative of their region to the other regions on matters that the society as a whole needs to address.[break][break]
The Angry Dragon, Kanto: The young man has recently gained his place as the dragon of Kanto and a befitting Moniker as the Angry Dragon. While most others that share his position in the society gained their place by the death or retirement of the one that came before him he gained his through challenging his predecessor while he was still alive, amidst the fall of Kanto. Besting him gained him the right to a Coronation ceremony, once passing the final test he was given rights to the Dragoons of Kanto. Since the fall of the region he has been working to salvage what he can of the regions treasure while working with the Dragon of Hoenn to find a solution to their predicament.

The Sleeping Dragon, Hoenn: Much to her dismay the Dragon of Hoenn was absent for the invasion on Slateport, the home of the primary estate of the Dragoons. It couldn't be helped however, as the untimely death of her predecessor had to be addressed leading to her rise as the Sleeping Dragon. This matter is highly controversial however, as Isra Nightingale is deemed unfit by several of her peers due to her lacking childhood and lack of boundaries, but it cannot be denied that she is an exceptional example of what they sought to create with the Dragoon Project 3000 years ago.

The ??? Dragon, Kalos: ??? - As the head of not just the main estate of Kalos but the primary estate of the entirety of the Dragoons the dragon of Kalos is the most hellbent against the involvement of the Dragoons with the activities of the rockets.

The grand elders

They come in sets of three for each region, one of which also carries the title of the The Dragon. They share the burden of overseeing the society's activities in their region and the associations made outside of the fold. They make many of the final decisions for the society and who the lower rungs report to when needed. In light of the current threat looming overhead many of the Grand elders have taken motions to ready the core members of the group should they be needed to defend the society.[break][break]

The elders

The core members of the society. They make up the bulk of the trained members, most typically born into the fold and trained from childhood. They are the product of the perfected project, generations upon generations have trained them to be exceptional and more than capable of facing whatever comes their way in the name of their cause. They often cover up their training with places amongst the competitive brackets where it blends in well. Others are members of upper society and play a more political role in the world at large. Their surface picture varies while the Dragoon bellow is always the same.

The watchers

This select group of elders is selected to monitor the children in the testing bracket. They come into this group in a variety of ways, some are incapable of continuing field work and find politics are not their best use, others in their old age look to give way for the next generation, whatever the reason may be they are valued individuals.

Testing Bracket

The children born into the fold are subjected to surprisingly varied training regimes. The bulk of their training will occur in their family household. Once a year they are brought together at one of many testing facilities to participate in that years test should they pass they will move on to the next one in the following year. These yearly tests are used to ensure the training being conducted in each ones home is up to par, an adjustment made as the society spread across the regions to accommodate their growing numbers. As a result each individual may be trained differently, but is ultimately capable of many of the same things.

The inner branches

Individuals that have been invited into the fold from the outside, allowing them to partake in an adjusted testing bracket to become a part of the Dragoons primary hierarchy. These individuals rarely occur and can only be fully accepted by the Dragon of their region of inhabitance. Their testing bracket differs significantly from the main one, but allows them to catch up well enough to not be a liability on the field.

The outer branches

The outer branches consist of families and individuals who have made agreements to work with the dragoons or are being backed by the dragoons but have not been accepted into the fold. These associations are often political, be it simply trading favors or even individuals marrying into a family to bring later generations into the fold and gain the strength of their place in society. Others are simply certain individuals within the Dragoons backing another and their activities. Most every Outer branch must eventually be vetted by the grand elders.

The outer council:[break]
Generally a group of three that are in direct association with the regions dragon. They are outsiders to the fold but trusted to act as advisors by the Dragon in affairs related to the region. Most often they act as the Dragons eyes and ears and give them insight from the other side of the fence when needed.

Involvement
The dragoons do not get directly involved with the happenings of the regular world, they only get involved to prevent the destruction of historical items and places when they must and generally act as a large scale network of people that seek to encourage the world at large to take care of the land over destroying it. Under extreme cases they will act with their elite members to ensure the safety of items and people of importance but only when there is no other option and the potential side effects of not being involved would cause damage or loss beyond repair. In other cases they are more likely the source of anonymous tips to authorities or suppliers of secret evidences to encourage the authorities of the world to take action where they feel they should or need a little help doing so.

Despite this, they are far from partial to human kind as a whole and are willing to sacrifice those they deem inconsequential. If your safety does not have benefits they will not come to your rescue. In truth the Dragoon way doesn't care who wins, be it Rocket or League, they only care that they do not destroy everything in their wake and will take actions in the shadows to prevent the over all losses from being too heavy. Even as the younger Dragons of Hoenn and Kanto seek to b marginally involved it is only to better secure the treasures of the world than to actually participate in the battle at hand.



Taboo
Direct involvement or taking on a roll in society that puts you in the public eye is generally considered taboo for the members of the innermost parts of the fold. Anything that would make it easy for an individual to find you is considered untouchable or risky waters that can and in many cases will get you expelled from the fold for risking putting them as a whole in the spotlight should you be found out.

Taking matters into your own hands is almost more so a taboo than being too directly involved with the upper echelon of the world. Dragoons of the innermost fold are trained from a young age to have a particular skill set and are trusted to use it in the name of the dragoons and their cause not whenever they feel the urge to do so. Stepping outside of this boundary has a variety of consequences depending on the action take. Should the Dragon a member is acting under have sympathy with their reasoning they may experience only expulsion from the group. Should they not, they will likely face death for risking them and their cause by taking such action.

Once a member has been expelled it is considered taboo to interact with them in anyway that is not interfering with attempts to out the society or otherwise prevent them from executing their goals. Those that have been expelled from their ranks are to be shunned indefinitely as they are deemed eternally irredeemable for not following the way of the Dragoons to a T.



Dragoon Coins
Dragoon coins act as identifiers and a sort of currency between the Dragoons and their outer branches. each branch has a series of pokemon and a color that correlates with their branch. For example, Kalos bears Crimson red coins and Hoenn Jade green. These colored coins are used to identify members of the fold as such and they are expected to keep their coin hidden on their person at all time should it become needed to identify themselves to one another.

Uncolored, black dragoon coins serve a different function most often seen in the hands of outsiders or in private collections going unused by their original earner. These coins act as a sort of currency for outsiders when dealing with Dragoons and making requests of them. They are often earned by doing favors for a member or for the group as a whole (for example, helping them get access to an artifact in a private collection). These can be returned to a Dragoon in exchange for their aid, what is received varies by the amount of coins used by an outsider. There is little limitations beyond the fact that the more they go out of their way the more coins you must be able to produce, even getting a Dragoon to break taboo can be made possible if one has enough coins to exchange for it.



Signs of the Dragoons
The Dragoons go to great length to protect the important informations and artifacts that they collect, but are not unreasonable in the act of sharing it. They believe that the world at large must have access to their own history and knowledge to be able to better themselves through it but strive to give it in a manner that keeps it properly protected. As such it is not uncommon to find the Signs of the Dragoons involvement in places related to certain artifacts or knowledges. Most often it is their Insignia etched into the back of a display label, signifying the item has been donated by a member of their ranks and it protected as such or perhaps bookmark in a book telling the tail of it having been gifted by a dragoon to a private collection or otherwise under their watch.

Above all else the Dragoons enjoy the presence of a person willing to search high and low for what they want, should they find them in their search they are often more than willing to share before returning their collection to the safety they provide it.
