After days, weeks, of not hearing from the council on their decision to allow her to become Lavaridge's gym leader, she had finally gotten her answer.[break][break]

And.. it was exactly what she had feared. A unanimous denial sat in front of her, and she had flipped the page over and over as if looking for someone, anyone who might not have said no. [break][break]

It hurt her, even though she had seen this coming. Fernando Silph had a lot of pull in the council it seemed, that had to be the only reasonable explaination for being shot down.[break][break]

Stormy had become friendly with Kim Cole after all, surely he would have supported her.. right?[break][break]

Regardless, Stormy decided to pick up her broken pieces and talk to Fernando about it, even if he didn't want to speak with her. She held the letter in her hand as she approached his office door, a soft knock was all that announced she was here.[break][break]

odd. there's no one scheduled - nothing that warrants a personal visit. he can only assume that it's a league member who stopped by during their official visit. no one had specifically asked for him, or at least his secretary didn't buzz him in. whoever it is, it's someone who knows his office, someone who knows the building's interior. regardless, he is unfazed. he could use a distraction.

at least he thought so.

stormy will recognize the interior of the office. it's the same one she barged into the first time they met. nothing's changed.

Isra Nightingale keeps it immaculate. fernando prefers to keep an organized work space and it shows. the lack of clutter belies how much work actually gets done.

he barely peers out from behind his desk. his monitor hides everything below the bridge of his nose. what she can see is his eyes, narrowed, glaring.

Stormy takes a deep breath, collecting her thoughts and her nerves. Fernando makes her nervous, his unsettling disappointment constantly got under her skin.[break][break]

Everything is the exact same as the first encounter she had with her brother, nothing has changed. That in itself is almost unsettling, considering how long it's been since she was last here.[break][break]

When she finally enters and sees Fernando hunched by his desk, only his hateful, glaring eyes watching her, she almost turns around to leave. It's almost not worth the aggravation and the damage he's about to deal her.[break][break]

"ah. i suppose it's about time you received it."

truth be told, he has no idea why it took so long for stormy to receive her denial. naturally, he cares little for her situation and never pressed for an investigation. like he had told her before, it was up to the other representatives to provide their answer. if they took longer then needed then the longer she'd have to wait. that's the beauty of a bureaucracy and one stormy will soon come to learn. while fernando finds it infuriating at times, the cushion it provides him has been essential to granting him the time to macro manage silph co. as well.

her request isn't surprising but it doesn't interest him either. perhaps this time she'll last long enough to get a real answer. indifferent, his eyes relax, returning to the monitor. the loud clicking of his key strokes kills any awkward silence that tries to form between them.

Stormy nods, focusing on being respectful in his presence. In the past, reacting with frustration or anger had gotten her nowhere, and in fact, was more like walking a hundred steps back after only taking one.[break][break]

This time, however, she isn't here to pick a fight. She's absolutely sticking to that promise. She's also not here to ask him about why it took so long to get her response. He had already told her, several times, that he had no idea and that it wasn't in his jurisdiction, you could say, to fix it.[break][break]

he knows what she's going to ask before she even opens her mouth. it's the same question as last time. it's expected, even right down to the confirmation that everyone had denied her application. this too, he knows not due to his connections or hold on the league, but because it's the only sensible outcome. if anything, he'd be surprised if she had managed to snag more then one or two approvals.

"there are a multitude of reasons could have and did say no."

she doesn't have to inquire. he's not done yet.

"you're brash and rude, as evident when you yelled at my secretary and barged into here regardless of my schedule and standard protocol."

strike one.

"you're reckless and incapable of taking care of yourself, much less a city, as evident as when you went into slateport alone and got cornered by numerous rocket members."

strike two.

"and, most importantly, i can't say yes. i don't have an option. i can only vote no on yours."

he actually takes a break from typing, raising his eyes to meet her. he wants to see her reaction, stare her right in the eyes. there's no greater feeling then the satisfaction that comes from someone comprehending their mistakes. but, in order for stormy to reach that conclusion he has to spell it out.

"my opinions on league matters is very divisive. the last thing they want is for me to put people who are biased towards me into high positions. nepotism is highly frowned upon."

outwardly, he takes no relish at the explanation. he's still frowning, rigid. satisfaction is only felt deep in the heart.

"which is why i must always vote no on all matters pertaining any individuals who present themselves as a silph. not unless they provide outstanding credentials."

To be fair, she hadn't considered the taboo of accepting or encouraging a member of the family to join them in government matters. Maybe it's because she didn't feel at all like family to Fernando.[break][break]

Stormy holds Fernando's gaze firmly when he looks up. Perhaps he's looking for her to show weakness, to avert her eyes and accept her defeat. She won't. That just isn't who she is.[break][break]

"why."

fernando clears his throat. an urge to open up the drawer on his right pricks at him but he ignores it for now. "why are you vying for the title of gym leader? what makes you think you can handle that kind of responsibility?"

on second thought, much to his dismay, stormy does fit within the space of his plans. on paper, he's opposed to the idea of granting her any sort of authority but if it means pushing project avalon further, for the sake of the elite four initiative - it's a sacrifice he's willing to take.

toying with the idea is starting to formulate into an actual desire. he'll need to clear his schedule.

there are several holes in her answer and fernando's bound to pick at each one. he's going to tear her asunder. only when she's left gaping and exposed can he rectify this naive notion of optimism.

"how does becoming a gym leader, someone under our direct command, accomplish this? you'll be bound to a city and your freedom will become restricted by your new responsibilities."

does she comprehend the duties of a gym leader? he's doubtful but there's always room for surprises.

fernando doesn't laugh at her. no, he sits on the comment, allowing it to fester into something more. the claim for control is an accurate one but not when it comes to stormy. she's too reckless, too uncultured. what he needs is people with a foundation. cait alfric has the appeal of being blinded by duty and fernando pursued her vigorously enough to have her take up the seat of mauville's gym leader.

her last claim causes him to interject.

"i don't hate you bronwen. do not mistake maturity for malice. you are a child - arrogant, brash, and i am the adult here to put you in line."

he stands.

"how much are you willing to risk for the title of lavaridge?"

Stormy feels her skin begin to crawl with irritation. There's a fire in her belly, and it's spreading to her cheeks, causing them to turn rosy.[break][break]

"I'm not trying to take over the world if that's what you're implying. I'm just trying to find out what my purpose is, and my gut is telling me that I could do a lot of good in Lavaridge if the council will just let me try."[break][break]

She isn't pleading. There's no begging in her voice. She is sincere and flat but doing her best to get her point across. Fernando's questions are mind-boggling and tricky like he's setting her up to fail.[break][break]

"You may not hate me, but you don't show me any other emotion other than disappointment. I'm not looking for you to parent me, I'm just looking for the brother I used to look up to."[break][break]

Perhaps what she's saying is out of line, and likely extremely irrelevant to the topic at hand. It doesn't matter at this point, because she's already admitted what else is on her mind.[break][break]

Stormy sucks in a small breath as Fernando stands, and her thoughts race back to when they were children. She of course, had always been a bit of a bratty child, pushing boundaries and testing limits. It had been her way of figuring out who had what it took to stick around, and she had always been sad to see that Fernando hadn't.[break][break]

"If the council believes I am unfit to protect Lavaridge, then I won't go behind their back. I'm not the same petty child I once was."[break][break]
