Fernando is CEO of Silph Co.
Fernando is a mediocre trainer. Most of his powerful pokemon have been trained by others. He claims to have bought them as well.
Fernando is very active within Hoenn. He's volunteered to partake in the Regirock ruins, contributed post-slateport, and meets with civilians frequently. Lilycove residents have probably seen him at a local bar. Only Bailey Cooper and @nash have seen him really drunk.
Fernando comes off as very polite and kind. The only thing that points otherwise is his expressions which he attributes to resting bitch face. There are some exceptions but he treats the public at large with extreme courtesy.
Killed SILAS BLACKWELL and shares credit for being instrumental to ending Team Rocket along with kyle lopez .
Fernando occasionally makes guest appearances to speak about subjects he's knowledgeable in. He's visited Lilycove University recently to give a lesson on basic battle theory with persephone amavi .
Fernando played a big part in contributing to the Huntail's victory during the Aqua Festival. He has publicly accepted to become Tapu Fini's avatar.

WHAT THE LEAGUE KNOWS[break][break]

Fernando trains his pokemon frequently and works hard to keep them, as well as League sanctioned pokemon in top fighting condition. He expects great things from them but also pampers them where possible. He follows a strict work hard, play hard routine.
Fernando catches an extreme amount of pokemon. Many of them never make it to his PC. He used to release the ones that did not fit his training style but now contributes them to the League.
Fernando is a workaholic. He is frequently spotted doing some form of work and on occasion has been found sleeping in his office.
Top officials know that Fernando has been a big proponent of cait alfric prior to her becoming a Gym Leader. He recommended her for the role but did not have the authority to instate her on his decision alone.
Fernando does inspections of most of the Gym Leaders in the region. He visits them to test their challenges and make sure they're up to par to League standards.
Fernando is only the CEO of Silph Co. in name. He's primarily focused on his job of councilman. Most of his Silph Co. responsibilities are entrusted to LILLIAN GLASS .

Fernando is very paranoid. He trusts no one and revolves his life around it. It is not uncommon for him to have pokemon that specialize in stealth accompany him out of view. This is hinted at and written down in multiple threads. Anyone who was explicitly in those threads when the pokemon revealed themselves may be able to guess that this is a habit.
Fernando was instrumental to his parent's death.
dominic sinclair, SILAS BLACKWELL, and evelyn silph know that he has Jirachi's Wish Tag. No one knows what he wished for though.
Fernando is adept at disguises and has used them routinely. He does his best to be thorough and goes beyond just a wig or mask.
Fernando is an exception trainer as long as the battle follows his own tempo.
Fernando believes that skill, talent, and results dictate how things should flow. He has little concerns with superficial things that do not have a direct impact on gauging certain traits. For example, knowledge about history doesn't dictate whether someone is a good battler. It is better to be alive than to die while doing the right thing. People who would know this include Stormy Silph, Olivia Abbiati, and kim cole-essam.
