Carla is only known in Nimbasa Unova, and even then, not well. In Unova, locals in Nimbasa City know her as "the third one". The loud mouth. The younger sister of two beautiful, popular, and talented twins. She was the one that was merely tolerated because of her older siblings, and the second they decided she was a nuisance, few gave her a second glance. Somehow, currently, she's known even less in Hoenn. She's fairly new and hasn't really done anything to earn any recognition yet. That being said, she is certainly willing to do what she can to change that.
