The lamplights were dim in the darkness of the lower district, barely eking out illumination as the relief efforts continued in earnest. Not so long ago, Talia had been part of them with Greyson Connors, though she had manned a soup kitchen alongside the Gym Leader rather than tend to relief disaster tents like the ones that had been set up here.

League funding had been poured into these resources, offering medical supplies, nonperishable foods, and even temporary shelter to those who required it in the aftermath of the Darkest Day. Where some saw relief, however, others saw opportunity:

Specifically, an opportunity to waste and squander League resources through calculated attacks and division.

It was for this reason that Talia found herself standing beside Katherine Fairburne, a member of the Elite Four that she had never met before. As a Slateport Ranger, she'd been tasked to join the woman more as local support than anything else, though Talia quietly believed that the woman next to her held far more knowledge about Hoenn, and by that extent Slateport, than she did as a recent transfer.

"Tensions have been high around here lately, apparently," the blue-haired Ranger commented, glancing up at her companion. Her Noibat lingered by her in mid-air, ears perked to the slightest change in sound. "Squabbles have broken out here and there, but the frequency of them is reaching a boiling point. We have reason to believe some of the individuals involved are planning a more drastic approach to disrupt efforts here, and soon."

Talia felt a bit silly, reporting and rattling things off as if she were some kind of automated recording, but she wanted to be professional.

Although admittedly, being near Katherine Fairburne was intimidating.

"That's not unusual, to be fair. It's always tense in Slateport," Katherine comments with a shrug. It was as simple and usual as water being wet and fire being hot. "But..." Her shoulders pull backwards and up before falling back to their prior position. She can only shrug at the sound of Talia's words.

"It doesn't really matter what we think, I suppose. We're just here to stop it." The elite four is relatively accepting of that, it seems. She had grown used to it, as did the Mimikyu standing by her side.

The ghost's shadow dances on the floor, slithering away and back in anticipation. If it could speak, it would probably say something along the lines of 'I dare you'. "Since you seem to know so much about the situation," it almost sounds offensive, "what would you suggest we should do?"

Regardless of Talia's answer, one thing is certain: Katherine will judge it. She's practically doing so already.

"Ah. I suppose that's true," Talia agreed with a tinge of self-reproach, thinking the matter over.

Most of her work in Slateport was focused on Pokémon-related troubles. Typical, given her work as a Ranger. Given the size of Slateport and the rise of Rocket activity lately, though, she believed Katherine fully.

Hoenn was always at a boiling point.

"Since you seem to know so much about the situation, what would you suggest we should do?"

The other woman's question had been a challenge of sorts, but to Talia, it was a fair one. Standing around and patrolling was silly, really; it only meant that anyone up to no-good would just wait for them to be absent before causing dissent.

"Hm... " Talia rocked on her heels slightly, considering the notion, before she smiled. "We blend in. Or attempt to, at least."

She pointed to the largest tent, where a throng of people were receiving care packages, and waited to see if Katherine would follow her and entertain the notion.

"The more people, the higher the possibility there is of someone acting out. Or at least that's been my experience. More people, more chaos, more tempers. Easier to slip by unnoticed."

More crimes were committed in plain sight than one might think.

"Besides," she continued, her smile fading into a frown, "they are running low on the packages in that tent specifically. And scarcity breeds discontent."

Her Noibat's large ears perked up suddenly, swiveling to the very tent she had indicated. Something, apparently, had caught Pazuzu's attention.

It appears that Katherine was willing to entertain the notion. Talia's suggestion and the subsequent smile that follows after it are responded to with only a curt nod at first.

"It'd be a bit more difficult for me to blend in," she says, not yet moving from her position. Like a SCARECROW, she poses a threat just by standing somewhere. One that most Rocket couldn't afford to ignore.

"If I were to wear some mask, I fear I'd be drawing too much attention," she adds. A hoodie might have worked, but she's not the type to carry one with her on an official mission.

"I suppose we'll have to guess then, hrm? Whoever acts suspicious when they see me is probably hiding something. You'll just have to tell which of them is hiding something bad."

Katherine leaves much room for error, specifically on Talia's part. Somehow, it doesn't seem all too unintentional. Either way, she begins to make her way towards the tent.

One way or another, they'll get this done.

Oh. That was right. Katherine Fairburne was a celebrity.

Talia wasn't used to having to take things like that into consideration. Whoops.

"Sounds good to me," she said amicably, nodding.

She followed the taller woman into the tent with an earnestness mirrored by her Noibat, and in moments, Katherine's prophecy rang true: the sea of faces shifted towards her, struck either by her beauty or by her reputation. Both were intimidating and impressive things, Talia figured, taking the opportunity to read the crowd to see if any reactions seemed out of place.

It felt a little like being someone's groupie. Was that a thing? Could you be an Elite Four's groupie? The thought left as quickly as it came, a few figures in the back suspiciously pulling away as if afraid of even stepping into Katherine's shadow.

"Over there," she whispered, jerking her head. "At two o'clock."

Showtime, probably.

Few are the people who bask in the limelight as much as Katherine does. Fame appeals to the elite four almost as much as true power does, despite the fact it is only a cheap alternative. Some days, she feels as though it's another power of hers. There isn't a room she can't walk into without drawing everyone's attention.

Katherine's smile is genuine when she meets the eyes of the crowd. Intimidated or impressed, she considers both to be signs of admiration. It's that wordless praise she very much welcomes.

Talia's whisper snaps The Malevolent back to reality. She follows the imaginary clock with her stare until scarlet eyes are cast upon a restless man. He's seemingly frantic and is already exchanging hushed words with his equally distraught partner.

To be honest, there was no time for Talia to give her answer.

The moment Katherine Fairburne's shadow fell over the man, he ran.

Chaos unfolded in a single instant as he shoved through the struggling refugees as if they were nothing but decoration; Talia felt the urge to run as well in pursuit, but something told her to look up at the Elite Four for guidance.

"He'll run, but he won't escape," she said at last, her Noibat giving chase as DOUBLE TEAM attempted to make the stranger appear surrounded on all sides by the bat Pokémon.

It could have sounded like kissing up, or needless confidence, but it was stated with calm certainty.

You didn't earn a reputation like Katherine's for no reason.

The elite four's Mimikyu is quick to COPY the DOUBLE TEAM, aiding the Noibat in its attempt to surround the fleeing stranger. Katherine, however, makes no attempt to help the ranger or her partner.

Talia's calm certainty is met with cold indifference.

One way or another, the man will be dealt with, and Katherine would only lift a finger or utter a command should one be deemed absolutely necessary.

The chaos and discord do not compel her to act; the reins remain in the ranger's hold. The mere fact she speaks startles the culprit and spurs him into acting out. He figured out their play, it seemed, and he now charges straight to the left—praying to emerge past the barricade of Noibats and Mimikyus rather than to tackle one.

It's a gamble, but he's out of options. It's hard to judge a cornered animal.
