It's warmer here than in Gavin's own office, though not quite so unbearable as Hoenn's tropical swelter. Still, a couple drinks in and he's discarded his blazer to the back of the chair in which he now reclines.[break][break]

"You wanted to talk, I recall."[break][break]

He smirks from behind his glass before setting it down; they'd been distracted by catching up over a couple drinks before the serious matter could be attended to. It was business, he's sure, otherwise they wouldn't be meeting here, but there's no tension in the slope of Gavin's shoulders. The balance of power had reversed and shifted but now rests on a balanced edge between them.[break][break]

while not one for the dramatics, he often finds himself giving responses that could be construed that way. not that he particularly minds. he has since strayed away from the stoic figure he is so known to be. slightly, but enough for those close to him to notice.[break][break]

"I have earned the right to my reservations." His tone is level and without heat in spite of the spark behind his gaze. "Success at any cost is no longer the goal. There are some costs too great."[break][break]

He had earned his free will through blood and turmoil. He would not relinquish it.[break][break]

"Don't mistake reservation for reluctance to move forward. It is my desire as much as anyone's to see Hoenn beneath Rocket's rule." He shakes his head. "But it will do us no good to discard what advances we've made within our period of inaction. We have sympathizers, however few or deluded they might be. We'll lose them if we resort to needless violence."[break][break]

For that was his concern: violence without cause. Violence for the sake of it, where Rocket might again descend into a culture of fear within their own ranks.

He's speaking, of course, of the child's tantrum and the premature departure of one of their own rank to follow her.[break][break]

"Nor did I challenge the need for expansion. You might recall how heavily I pushed for Sootopolis." Theo had not been long in Hoenn when they'd taken the city, but Gavin trusts he remembers it. They had the city now, and Gavin took great pride in its stability.[break][break]

"We must be equally careful that we do not advance so quickly as to burn ourselves out. If we do that, the League will move in to scatter our ashes."[break][break]

Notably, Gavin still doesn't argue against aggression. A necessary evil.[break][break]

"As well, the more people we lose, the weaker we become."

"What hasn't followed Sootopolis?" It's an exasperated, rhetorical question for which Gavin seeks no answer. He presses on, elaborating, "There's been an apocalypse going on, Beckett. The dome crippled our efforts, remember?"[break][break]

To wage a war, you needed supplies. Supplies which were much harder to get when the region was boxed in by forces beyond Rocket's control. They were only just starting to recover from that deficit.[break][break]

"Pacifidlog is all but ours." If it's not the case, Gavin clearly seems to believe otherwise. "Dewford is far out of the way and would be difficult with our current resources, but Mossdeep is a prime target. I've no objections to moving on it."[break][break]

Nor did he object to the methods they might use on a city which did not currently have more sympathizers than not.

Kanto, Theo, had repressed Gavin's ambitions, restrained them within the confines of what Rocket required. Hoenn has breathed life back to those flames. He has clawed his way into power, but power alone is not enough.[break][break]

He is admired by some, feared by others, and it is not enough.[break][break]

Emma had been right about that.[break][break]

"I will not be satisfied until this whole region is beneath our rule." He would likely not be satisfied even then. It shows in his eyes, the burning passion.[break][break]

Another shake of his head.[break][break]

"I believe Rocket can accomplish much under current leadership." Not just Walsh. Them. Their counterparts in Lulu Flint and Elisabeth Fiorelli. "But there has been a sharp increase in defection since a return to the old way was foreshadowed. We can't expect those who have never seen war to welcome it. There will be dissenters. Would you propose dealing with Rocket as Blackwell once did?"[break][break]

Though they disagree on many things regarding Rocket, one thing is clear to them both: defectors are a problem.[break][break]

"Attempts are actively being made to bring down the defectors. Kanto didn't expect us." They had been ill-prepared for the sudden, brutal takeover. "Hoenn did. They do."[break][break]

Gavin shakes his head.[break][break]

"Many of the defectors are Avatars, as well. Raziel." He spits the name like a curse. "Fairburne. Calcifet. That wasn't an issue in Kanto."[break][break]

Yet there were things about Kanto that had been effective in different ways.[break][break]

"Little motivates better than fear." He'd learned that the hard way. Theo himself had taught those lessons, branded him with their scars. "But many in Hoenn have faced worse than Rocket."[break][break]

Such was the trouble of a region that faced an apocalyptic event twice a year.
