a sip taken from his cup would beget the quiet between them, the moment spent in silence urging him to stare to the side.

that was a question he should be ready to answer, but the hesitation he felt to do so made him a little uneasy. he’d sigh, giving her as honest an answer as he could muster.

“for the time being we are trying to find order. as i said before, people are looking for protection, so we can’t focus our efforts on attacking just yet.”

the lax tone he previously had would stiffen slightly as he continued, looking back to her.

“that isn’t to say we think of slateport as a lost cause of course, we need to get it back as soon as we can. it’s just that as soon as we can might be a ways off.”

rockets took over an important area, that was no doubt, but the fact that they’ve conquered that area means their thirst for more may be quenched, even if only for the moment.

“if they try anything like slateport again, we’ll be on our toes…”

a slight seriousness showed in his eyes, quickly reforming to calm as he finished speaking.

taking the tea from the waiter he’d give a nod, smiling to them and setting it down to cool as he pondered.

thoughts on other councilmembers? to him they were all just sort’ve… there. there were times where he got to talk to them but their conversations were often sparse. he didn’t much have an opinion on them really.

“i guess they’re pretty okay. i don’t talk to them that often, we’re all busy with our own things after all. i guess the only one i can really comment on is ferny.”

as he dumped copious amounts of sugar into the tea, stirring it with the same straw he previously used he’d continue.

“he doesn’t seem to really like ANYONE really. which is understandable.”

after blowing into the cup for a bit he’d take a sip, pulling it back and setting it back onto the table. still too hot.

who was the last gym leader of slateport anyways? he hadn’t a clue, honestly all the junk prior to slateport was a blur, and the fact of the matter was that if not for that incident, he wouldn’t even be in his position.

“just don’t be an asshole, i guess.’

whistling over a waiter he’d order a tea for himself, and another cup of coffee for her, reimbursement for the one he previously partoon in.

“people are looking for protection right now, they’re all in a tizzy because they think rockets will be around every corner, just assure them that they’re safe and if the need arises, fight their battles.”

people weren’t that complicated.

“is that so?” he’d say putting the drink to his lips and gulping the mixture down quickly, setting the emptied cup onto the table.

with a slight lick of his lips he’d look down at his hands, wrapping around the cup, then asking.

“what do you want to know then?”

sitting up a bit he’d look her in the eye, quietly observing.

what an enthusiastic response she gave, it caught him off guard a tad and for the briefest of seconds his calmed expression would turn to that of surprise, it quickly shifting to a delighted one; his eyes squinting as the smile pushed at his cheeks.

“the pleasure is all mine.”

he’d correct her, his tone equally as bright as his smile.

“just kim is fine, mr.cole doesn’t suit me.”

pulling out his chair he’d take a seat, reaching across the table to steal her cup, sipping from it then promptly setting it down, filling what remained of the coffee with sugar.

“i’ll pay, so if you want anything else feel free to order it.”

a straw pulled from the basket in the middle of the table slowly stirred the mixture, stopping once the grains dissipated into the coffee. he’d wait for her to take her seat before asking.

“so, why’d you order your very own councilman for the day?”

kim was never one to arrange meetings with anyone, it was simply either him confirming that they would hang out eventually or asking if they’d like to come over. but with how much work had been put on his plate as of late, it became something that needed doing.

the free time he had to himself was something of a luxury, almost as much of one as an oasis within the desert, so when he saw the opportunity to pass off a meeting between him and a gym leader as work, he was sure to do so.

so, after freshening up, he’d take his time, arriving at the meeting place a little later than planned but arriving nonetheless, a soft smile situation itself onto his face as he approached.

“francie, right?”

jynx were such odd pokemon… it's like whatever made them tried to draw a girlfriend for themselves but they had absolutely zero talent at art.

but he wasn’t here to judge the bad oc god had created, he was just here to calm or cull them.

word is they’ve been bothering this village at every chance, the settlers not knowing exactly why they do it nor having the experience to take care of the pokemon themselves. so they did the most obvious thing and sent word to the league. in turn, kim, was a first response to it.

along with himself he had bought the young silph, stormy; her presence requested immediately after his partaking of the mission.

his past experiences with her have shown him how hot headed and difficult to control she could be. but that hotheadedness of hers could be useful up here, afterall, it is cold and kim needs to keep his hands warm.

“miss stormy, i’m glad you so willingly spared your time to be here.”

straightening himself out as she approached, fearing his clothes may have ruffled and rolled from the chase, he’d return his look to the girl, eyeing the litwick with a smile.

it was just as absolutely adorable, it’s simple features almost as cute as his teddiursa’s. unfortunately, it had the same sort of lineage of teddiursa, it’s cuteness traded off for a less appealing evolution.

as they crossed paths and fernando gave him the heads up, kim would give a quick and unwarranted kiss to the cheek of the man as continued upwards.

he’d respond as his feet moved up the stairs at a slowed pace, his form eventually disappearing into the dark clouds that slowly shifted down the stairs.

covering his mouth and squinting his eyes, he’d send out a volcarona to whirlwind the remnants of the smog that remained, clouds shifting every which way before they dissipated into the air and out of the way. when the smoke had settled and he returned the pokemon, he’d look at the rogue, tilting his head at the woman he previously escorted stormy to.

“i’m guessing you’re the rogue?

ღ cleared the remaining smog from upstairs and confronted @elinda

he would give a chuckle in response to the girls attempt to seem collected.

the effect he had on people was something he took great pride in, the absent minded flirts he sent others way only adding to his charm. it was something someone like FERNANDO SILPH lacked.

but he didn’t want to think about work right now, he was shopping with a new friend, not oversharing with an old one.

studying the bear he’d keep hold of the trinkets within his grasp firmly, stopping himself from coddling the pokemon. it hurt him to hold back this much, but when it wasn’t his teddiursa to cling to.

the voice that overcame him was pained, bordering on baby talk as he kneeled down draping the coats over his knee. promptly placing the accessories on top of the coats he would take out his phone pointing the camera at the dapper boy. but before his fingers could start pressing away, he’d look up to relia to make sure it was okay to snap him up.

when he heard the commotion behind himself, he did not dare to spring up. he thought, fernando’s security can handle whatever it was that was going on. but as things escalated further, a mix of raised voices and ten ton stomps permeating the air along with a chilling wind, he couldn’t just idly sit around anymore.

the sudden snowfront occuring was of no concern to him, it’s not like he can’t control the weather, but he could at least go and take a look at whatever the hell was going on, on the second floor.

by the time he had reached the entrance, smog began its descent down the stairs, along with one who looked perfectly comfortable within it, fernando.

kim’s expression would turn neutral, bordering on anger, as he watched the man give orders through an earpiece; hearing the important pieces of the update. rockets and a rogue league, what the hell went on up there?

as he walked forward he would lock eyes with the silph, staring him down as he silently moved past his colleague up to the scene. he had just as much of a right to be up there as the other man, and if he dared to stop him, kim was more than happy to show him who he was picking a fight with.

his aim was to scope area out and see this “rogue league member” for himself.

ღ planned to let FERNANDO SILPH handle whatever was going on upstairs himself, until it got to be too much

ღ ignoring the sudden cold weather; went to go see what the problem was since it didn't seem to be deescalating

ღ overheard bits of fernando talking while he made his way to the stairs

ღ stared FERNANDO SILPH dead in the eyes as he walked past him and up the stairs to go see @elinda

it wasn’t a surprise that he had been chosen for this position, he didn’t bust his ass after his arms healed, following that incident in the desert, to get a pat on the back and a good job from his higher ups. no, he worked for this, he helped those where he could, took any job, big or small, and made sure to please citizens as well as his employers.

the sudden attack on slateport and kidnapping of dahlia would only improve his chances of moving up, the icing on the cake being other council members losing themselves in all the fuss following.

the people needed someone they could count on, someone they knew they could trust, someone like kim. kim is the one who always helped them, the one who was always there, the one they looked at with stars in their eyes, the one they knew they could count on to bring peace back to hoenn. he didn’t care about all that though; he just wanted to live in the limelight and relax when he wanted to.

“i don’t think any of you really have the face nor charisma to get these people’s attention. it would be best if i went first.”

while he did not deny they all had a charm about them, his face was more out there than theirs.
if anything, he was sure to make a better impression than their sour faces would.
