That... was clearly a lie. If her goal was simply to confirm the rumors about team rocket being here, there had so many other ways to do it. To begin with, there were a few of them roaming the roads that led to Slateport, so she would've noticed them and confirmed the rumors this way. And she also wouldn't have walked on the beach so openly if she simply wanted to confirm their existence. "If you want to lie about why you're here, you might want to use a more gullible reason.
