there is a note accompanying the wayward Pokéball; which had only arrived at the desk of Councilwoman Freya Morningstar several weeks after the holiday season had ended. The note is postdated to December 27, 2023:

‘Hello Miss Freya, how have you been?

I know you love collecting Salamence, however I am also of the belief Kingdra can be considered part-Dragon because of the typing! Then again, there was this tale of a Dragon Tamer somewhere in Johto who may have become a bit of a legend with their terrifying Kingdra in combat.
