slateport fell. where does that leave them? the city goes under and succumbs to the inevitable crime that runs rampant in rocket's anarchy. luckily, it stays constrained to the city. rustboro is a safe haven that's held strong by the devon corporation. it allows the populace to walk the city streets without fear. most of their worry is channeled into the hushed gossip that happens during the evening news.
fernando knows the look. it reminds him of the beginning days of kanto, when they first came about. he had ignored them then, goading them into taking a stronghold in saffron and celadon. the purge that came after was well within his calculations and a necessary evil for him to usurp his place as the one and only silph. what it left him is what he has now, a powerful empire that remains unknown to the denizens of hoenn. aside from the fitted, charcoal grey suit that drapes his shoulders, there's no reason for anyone to pay him a second mind. anyone who would know him is either way too busy or way too rich to be loitering the streets of rustboro.
to the rest of the world, fernando is just another dapper young professional who works for either devon corp or one of the many manufacturing companies that find their bases in rustboro. he's on his morning commute, which is just a cover up for taking a stroll to scope out devon corp and its surroundings. he stops by a newstand as he circles the perimeter. it's his chance to grab some street food and check out the daily paper. without a doubt, it's just more news about slateport.
