Winifred is a Kanto trainer of middling talent, a failed league challenger and vagrant trainer. Before the war she was a low-level professional -- nursing private dreams of growing enough to become a gym trainer.

She fought on the frontlines against Rocket; and when the region fell she became the leader of a ragtag cell of League loyalists. They failed to accomplish much despite years of effort. When their base of operations was discovered they were routed without much difficulty.

She tried to continue the fight alone. Within a year she surrendered, tired and jaded. Instead of punishment she was offered a place within Rocket, under the condition she go to Hoenn and prove her worth on a new battlefield.
