Ruby hails from Orre, a region plagued by various crime syndicates. Her parents were both members of one, so it was only natural that Ruby was exposed to that sort of lifestyle. She spent her teenage years with street gangs, trying to prove her worth and toughen up so she could join the big leagues when she was older. Her younger sister, Jade, was a different story. Born blind, Jade was a gentle soul with a love of books and learning. Ruby swore to become stronger so she could protect her, but her parents eventually decided it would be best to leave Orre altogether. It wasn't easy with their criminal ties, but eventually, the Garcias were able to settle in Verdanturf.

[break][break]At first, Ruby tried to go along with the "fresh new start" nonsense her parents were pushing and make a new life for herself. Her sister's service Pokémon gave Ruby the idea to learn to breed and train them herself, and she spent some time learning to do just that. But then the trouble began. In April 2019, Team Rocket invaded the town, leaving blood and destruction in their wake and proving that Hoenn wasn't as safe as it seemed. Sure, the League announced shortly after that Team Rocket had been disbanded after their leader's death in the invasion, but the Garcias knew better. Even if Team Rocket really was gone, there would always be something there to fill in that gap.

[break][break]Life grew quiet again for over a year, yet the family was still on edge, especially when Ultra Beasts continued to threaten the region. The Ultra Beast War proved that their fears had been more than founded. Ruby's father was killed in the attack, and Jade sustained a spinal injury that left her paralyzed from the waist down. This disaster irrevocably broke apart the family: Ruby's mother turned to drinking, an old vice, to cope with the trauma and completely shut herself away from the world. Ruby, barely an adult, was suddenly saddled with the responsibility of taking care of her 14-year-old disabled sister. With her family faith in this so-called better life shattered, she turned back to the familiarity of crime and fell in with the new Team Rocket.
