Ever since her first face-off against the expressionless white mask, up until the gruesome blood bath, she'd just finished pushing through, her jitters never left. Even now, as she pushed up the mountain's incline with her sole Ampharos at her side, her legs were unable to remain still.

Hopefully, despite the ensuing chaos she'd witnessed, illeana reyes, Melody Miro, or annalise henderson had kept their hold around the primal point. Or, at the very least, it was free from Rocket's ongoing invasion.

There, the primal point awaits.[break][break]

His Shadow Dhelmise accompanies him, moving silent but for the gentle whisper of its blood-coloured seaweed coiling around a rusted anchor. He had recalled Lugia so as to be less obvious in his approach. How unfortunate for PENELOPE LIVY that she should stand between the underboss and his prize.[break][break]

A soft click of the tongue is the only warning before a Dhelmise materializes next to her Ampharos, striking out with PHANTOM FORCE.[break][break]

Nearby fog shifts purple-black as Gavin's MIASMA spreads. Within it, he is a mere silhouette, but surely Penny has heard tale of Rocket's Harbinger?

Before they could react, a Dhelmise materialized before them and locked sights on her precious Ampharos.

The lamb bleated out a cry as the PHANTOM FORCE raked his body, causing the councilwoman to jump in place.

No, no, no -- they weren't ready for this. Not now. Not again.

"Remy, get out of there," she called, directing him to return the specter's attack with one of his own. The pink ampharos placed his arms together in front of him and a yellow orb of electricity appeared between his hands, flying forward toward the anchor. Whatever/whenever the orb hit, its target would become surrounded by yellow electricity as a flash of bright light burst out from both them and the Lamb. Only after the light fades would anyone come to realize that an Alteria had taken the lamb's place. (VOLT SWITCH)

Penelope swallowed down, hard. When her gaze lifted, naturally searching for the person responsible for the attack, they didn't find another random stranger like her previous two battles. No, not this time.

Her heart thrummed against her rib cage as the grim reaper herself appeared before them. The sheer weight of her presence sent a wave of pressure onto the councilwoman and her Alteria, causing Penelope to grip her tightened chest.

"I just don't get it," Her wavering voice masked her fear behind a chuckle, "how are we still fighting? Even now? When there's a literal meteor hurling down at us, ready to end all of our lives."

Energy gathered in front of the Alteria's peak, forming into an orb of pink energy. Eventually, it fires, hurling a MOONBLAST at the legendary. At the same time, Penelope clicked another ball to life, sending forth her whimsicott into the fray.

MOONBLAST swells pink and bright, colliding with the shadowed Guardian of the Seas and scattering into motes of energy. They swirl and reform at the whim of Lugia's winds, Enamorus' blessing brought forth in a fierce SPRINGTIDE STORM that envelopes everything and everyone on the battlefield — including Penelope and even Gavin himself, who braces against it.[break][break]

What miasma scattered before the winds pulls back to Gavin, Lugia's blessing displayed through her vessel.

Now it was her time to scoff.

Fierce winds blew out from the shadowed Guardian, forcing Penelope to grit her teeth and dig her heels into the ground.

Whimiscott and Alteria did their best to combat the winds, using a dual set of HURRICANES to fend off the slices of tightened air blades. Given their opponent, with even both of their best efforts, all they could do was play on the defensive, but to be fair, that's all Penelope could expect.

At this point, if she lives to see another day, she would be happy.

The League may be loathe to accept it, but Hoenn was as much a home to Gavin and his fellow Rockets as it was to their own agents and citizens. He didn't want their world to end any more than Penelope did.[break][break]

To use a hurricane's winds against it's herald proves a great risk, for with a flap of her violet wings, Lugia turns that HURRICANE against her opponents. Miasma mingles with swirling winds, darkening the skies.

In her place, a GUTSY Tyranitar endures the PARALYSIS with a grunt of rage. Its appearance summons a DARK SANDSTREAM of crystal shards that sting exposed skin. If PENELOPE LIVY were familiar with Necrozma, perhaps she'd find something familiar about those shards...

Shards of crystal sliced their skin, carving up Penelope and her two pokemon. A soft murmur of pain could be heard coming from both, though, they did their best not to show it.

"Manipulation ca-- fuck."

A large shard tore open a laceration across her side, spilling a pool of crimson blood out til it stained her clothes and shoes. Whimscott, who immediately caught sight of the cut, reacted by creating a GRASSY TERRAIN around them. Spurts of grass sprouted up around them, lightly healing the small scabs and scratches that raked their body.

Alteria, on the other hand, took to the offensive to help push the massive tyrantitar away. A DRAGON PULSE pushed out, taking aim at the opposing pokemon's chest.
[Break][break]
With a grunt, Penelope tried to speak again, this time through short huffs and heavy breathing. "Don't get it confused. They haven't turned their backs on our cause, they've turned their backs on the system. And I understand why. But, one day they'll wake up. They'll realize that rocket doesn't give a shit about bettering hoenn -- all you care about is power, money, control. Even if it comes at the cost of the very people you've sworn to protect."

Her fingers dug into the wrinkles of her shirt. Small squirts of blood peaked out, coating her skin.

"The league isn't perfect, but at least we're honest with our intentions."

Rocket, Gavin reasons with himself, knew they were evil. The League were monsters masquerading as the government. One only had to look as far as FERNANDO SILPH, MATIAS SILPH, or Katherine Fairburne to know that. But so many were blind to their crimes.[break][break]

"I want power, yes." That was not something he'd ever kept secret. "I want a better Hoenn, too. Those things are not mutually exclusive."[break][break]

Dark crystal shards sting his exposed skin as much as Penelope's, though Gavin scarce reacts to the pain. He's gone through far worse in pursuit of his goals. Tyranitar grunts as the DRAGON PULSE slams into her chest, but the behemoth does not retreat. With an earth-shaking roar, she BRUTALLY SWINGS limbs and teeth and tail at anything within reach. In the throes of the DARK SANDSTREAM, the attack would prove more devastating than usual.[break][break]

"Sootopolis believes in us."[break][break]

And oh, how that must hurt.

The horrors of the tyranitar's BRUTALLY SWING sent both of her pokemon flying, knocking them into the rocks around them. GRASSY TERRAIN would continue to try licking their wounds, but alas, it could only do so much against the rocks that now stabbed their side. Whimiscott tried fighting back, using her MEGA DRAIN to regain some health, without Alteria sent another MOONBLAST, this one weaker than the first that came from them only seconds earlier.
