she remembers, briefly, the various reports she had poured herself into in the aftermath. what was supposed to be idle reading during a period of recovery had given more questions than answers.

a flicker of curiosity sparks before her eyes ignite.

"primal energy."

"actually, during the first aqua assembly, the primal crystal did seem to do something to some of the avatars in the room."

she raises a hand and waves it idly, pink mist pooling off in small wispy tendrils.

"it even restored a little bit of my old power. do... do you think it's possible to recreate that?"

the line of thinking continues as she's unwilling to relinquish her grasp on it just yet.

"if they were to be able to unlock more power for the avatars we already have, it could strengthen us... but would they risk primal intoxication?"

she is reminded of the primal crystal's first reveal. how it had refined or clarified powers. an imbuement of ancient energies... but that is not what she had been referring to.[break][break]

"maybe! i can't be too sure. i'd rather us find another route... primal intoxication is incurable. a horrible way to die." the commissioner frowns and wrings her hands out as if in prayer.[break][break]

"but what i was meaning to say is that sea hoenn has one known primal energy source." she says. "their primordial kyogre. if we can take that leviathan out... and expand the knowledge we have of our own, then we will be most assuredly prepared for whatever they throw at us."

"expand the knowledge of our own kyogre? or our own avatars?"

she seeks clarification to guide the freight train of thoughts in a more cohesive direction. too many options for interpretation leave a crossroads.

"if we take out their titan, it could sever the avatar link between their people and kyogre as well."

but is it possible? can they really take out a primordial beast with what they currently have at their disposal?

"i believe... we should consider creating a means to temporarily nullify their avatar abilities as well. eliminating their titan will take some time and their powers would run unchecked in the meantime. maybe utilizing infinity energy or a neurotoxin might cause a blackout for their powers?"

she thinks of skyler dross and angelo vestri. of nautica. carefully, she surmises, carefully she must get closer with firm step and line.[break][break]

"that could be something we explore, illeana." the commissioner says of avatar nullification. "however, i worry about how we can test such things without testing on our own."

she worries, briefly, that the captain would prefer not to divulge any secrets of her patron to the league. it's not an uncommon concept for the scientist. unless...

"actually, i have been in contact recently with angelo vestri regarding exploring the rifts. perhaps he could be of assistance with this as well."

as for the nullification... well, she has a few tricks up her sleeve.

her smile is small, confident in the way it curls into cheeks.

"i would not want to jeopardize our current avatars, which is why i would be the test subject for a temporary avatar nullification project."

zenji jabami had confirmed her biology is still similar, if not the same, to current avatars before he had left office. her cells would be of use to them. she would be of use.

Dahlia says of skyler dross's possible cooperation. Quietly and to herself, the Commissioner admits that she and the captain are quite similar. Stubborn in their own ways. Though, Dahlia had to develop hers, cultivate it over book, step, and time. Perhaps, Skyler was born with it.[break][break]

When Illeana offers herself, a frown grows on her lips.[break][break]

"Yourself? But that would put you at risk, Illeana. What if you are hurt?"

she leans forward in her seat a little, the framework creaking softly beneath shifting weight.

"have you considered any negotiation for skyler dross yet?"

knowing dahlia, she has analyzed each possibility since the captain's initial invitation into the aqua initiative. how many is the commissioner willing to entertain before solidifying a stance, though?

the frown is unsurprising, given not only recent actions she's taken but also the sheer idiocy of her suggestion. her, a test subject? a disaster waiting to happen, perhaps.

"if Eva Morales is able to help break down the compounds to only target avatar cells, it might not do any harm to my body... just my healing ability."

might is the key word here.

she lets out a little sigh, looking more torn by the minute.

"i was considering utilizing the crystablooms or some kind of genetically altered toxin, but it's a bit of a longshot."

nothing more than an idle dream, she thinks...

dahlia just nods. she does not betray her conjured plans or ideas should she have any. then again, as illeana has already thought, the A.Q.U.A. initiative may have been the ultimate offer after all.[break][break]

"perhaps. if avatar abilities manifest as detectable cells, that is."[break][break]

the commissioner exhales; she knows there's no stopping her. [break][break]

"go on and experiment, illeana. should you test on yourself, you'll need to sign a waiver that acknowledges the danger you'll be in. no responsibility of the league's." she says.[break][break]

"understood?"

[attr="class","illeana i"]it's a long shot, that much she knows. dahlia even concedes as such, speaking in terms of mights and possibilities neither of them could know for sure.

and she feels hesitation creep up into the bones, slow at first until it paralyzes.

"i understand."

a waiver is to be expected. she cannot keep doing whatever she wants without some sort of leash tethered to her actions. by signing the document, she is signing away blame placed on the league. it's been a long time coming, she realizes.

"i will give you updates on the research and what i find."

the meeting yawns its way into closure and she rises from her seat to dip slightly into a bow. it's respectful, something she has been lacking as of late.

"thank you again for your time, commissioner, i really appreciate it."
