The RANGER AMNESTY PROGRAM, overseen by the League Head Ranger(s), is a government-funded and League-sponsored initiative designed to facilitate the reintegration of Rocket defectors into society as responsible citizens. Participants engage in community service through Ranger work, demonstrating their dedication to progress and reconciliation. [break][break]

Throughout its history, this program has stood as one of the most active and enduring options for defectors seeking redemption within League society. However, as tensions rise between League and Rocket in Hoenn, the program remains a subject of controversy. Some argue that such initiatives undermine the safety and harmony of Hoenn's citizens and therefore should not exist. [break][break]

Nevertheless, the program offers a structured pathway for former Rockets to demonstrate their worth and seek acceptance. Many participants eventually transition to full-time roles within the Ranger service, bolstering the ranks of Rangers known for their exceptional dedication to safeguarding wild Pokémon and the environment. Under official oversight by the League government, individuals can clear their names by taking responsibility for their past actions. Following the screening by the HBIC, they receive part-time approval to engage in Ranger activities, participate in local events, and contribute to the communities they once harmed. [break][break]

By assisting in the transformation of former Rockets into everyday society, this program highlights the Ranger's commitment to rehabilitation, conservation and positive change.

BREAKDOWN

I. Initial Assessment and Screening: Conducted by HBIC. [break][break]

II. Review: Approval and Oversight provided by HBIC Director PENELOPE LIVY. [break][break]

III. Initial Onboarding and Connections: Led by Amnesty Program Director freya morningstar, offering resources and assistance for ex-Rockets to establish themselves. [break][break]

IV. Official Processing and Enrollment: Managed by ollie morales, transitioning recruits into the Amnesty Ranger Program. Recruits serve as temporary part-time Rangers to fulfill their reparations. Additionally, ollie morales facilitates the Buddy System, pairing new participants with trusted existing Rangers, also called "Mentors". [break][break]

V. Community Service Quota: Amnesty Rangers fulfill yearly service hours through League-sanctioned projects like POKEMON HOME or PROJECT SAPPHIRE. Quarterly check-ins are overseen by freya morningstar, while HBIC administers punishments or sanctions for misconduct. [break][break]

VI. Upon completing their quota and service, Amnesty Rangers are freed from their commitment to Ranger supervision. Nevertheless, many choose to continue full-time with the Rangers, drawn by the connections they've formed during their tenure.

BUDDY PROGRAM

Established in response into the increased tensions within the Ranger division regarding the safety of Amnesty individuals, in response to the kidnapping of members such as annalise henderson and Elinor Anderson, the BUDDY PROGRAM seeks to promote safety, collaborations and mentorship for those who are seeking an additional foothold within the community.

[break][break] This sector is managed and overseen by Caleb Harcourt and Remiel Calcifet, as graduates and mentors of the Amnesty Program. Paperwork and official oversight is also processed through the Head Ranger.

[break][break] New defectors are paired with a trusted and experienced Ranger, also called their "Buddy", as deemed fit by the Head Ranger. They will be paired up for future missions together, community service hours, and more. Due to the hours put into this mentorship, "Buddies" often receive an increased pay as well.

[break][break] Buddies are responsible for reporting any developments in the defector's progress, whether positive or negative. If there are concerns about suspicious behavior, such as defectors maintaining contact with Rocket contacts, buddies should immediately inform their superior. Additionally, favorable reports from buddies may enhance the likelihood of a defector receiving a reduction in their program sentence.
