As a Ranger, he'd read the files on the likes of Cillian Quinn, Elisabeth Fiorelli, Naomi Sato, and jayden cross, to name a few. Theo's opinion would be far more useful than the League government's reports, however. He's on the inside, after all.[break][break]
"What we really need is some sort of power that can negate Zev's. Turn it off or something. Then he'd be just like the rest of us."[break][break]

Caleb is aware of the former champion kyle lopez's Solgaleo and what it could accomplish; it's in League custody, but he doesn't necessarily want to bring it up to a Rocket Underboss. In any case, he's curious what Theo himself might suggest[break][break]

Caleb pauses, mulling over whether to elaborate. For all he knows, Theo might already have intel on all of the legendaries in League custody. Rocket has spies everywhere these days.[break][break]
"But...kyle lopez's Solgaleo could be useful," he offers, finally. "I don't really have the authority to access it, but maybe some of my connections could."[break][break]
The waitress returns, arching her eyebrow at them. Caleb slides his mug towards her, in hopes of a refill. Once she retreats, he turns back to Theo.[break][break]
"Beyond that, I don't know - maybe there's a material somewhere that could shatter Zev's crystal armor. I doubt Tera Crystals are strong enough but...there could be something else. Maybe in one of the rifts?"[break][break]
And idea begins to coalesce on the fringes of his subconscious. Memories of black crystals strewn across a bloody battlefield...

Even if he had the security clearance and the authorization to work with Solgaleo, he would never hand over such a valuable - and dangerous - resource to Rocket. Bringing it up meant the League should be able to use it against Zev. That's all.[break][break]
He takes another sip of coffee. His head has started aching from the overdose of caffeine.[break][break]
An idea occurs to him, Theo's words resonating - but in a different direction.[break][break]
"Maybe what you need is a bargaining chip," Caleb offers. "Zev doesn't care for things, but there are reasons he stays in Hoenn rather than venture off to some other region - or planet, or whatever." Necrozma is, theoretically, capable of traveling through Ultra Space, he remembers. "Is there something you could take from him? A resource? Something he finds useful?"[break][break]
Nothing is truly impenetrable. There are always weaknesses. Cracks to be exposed. Some are just harder to find than others.[break][break]
Or so he must hope, lest he fall into a pit of despair he won't be able to claw his way out of.

"You were never going to succeed here," he retorts, voice soft. "You're simply too late."[break][break]
Zev had cared about Caleb, once. Cared about him more than anyone else in the world. It seems a lifetime ago now: Zev's desperation, his insistence that the League had brainwashed Caleb into abandoning him. How the tides had turned...[break][break]
"I think we're done here," Caleb decides, standing abruptly. He stares down at Theo, thinking, what a pathetic man. All of a sudden, it doesn't feel like a Rocket underboss before him, making threatening demands. It feels like a beggar trying to scrape the very last scraps out of a long-empty bowl.[break][break]
"If Solgaleo can help the League against Zev, then it's up to me to convince them to use it," he adds. "Thank you for the advice."[break][break]
Then he turns, and walks out of the diner without looking back.
