PROPOSAL

PROJECT SAPPHIRE, formerly known as AQUA: SAPPHIRE is a program under the AQUA initiative. It's explicit purpose is to monitor Legendary Pokémon and Avatars to prevent their acquisition by Team Rocket. [break][break]

In order to align with the program's original goals, PROJECT SAPPHIRE has been restructured by PROJECT DIRECTOR paxton concordas to more effectively achieve the objectives established by it's former director, COUNCILWOMAN PENELOPE LIVY . [break][break]

The program's new budget and restructuring aim to create more tangible results for analysis. The previous three-legged approach will be consolidated into two branches: RESEARCH and PUBLIC OUTREACH.

The purpose of this project is to understand better the effects of avatarship humans, and preventing negative effects such as PRIMAL POISONING in order to mitigate it. Prompts and lines of thought are listed, but not limited to this. Additionally, while Legendaries are a focus due to high outputs of infinity energy, threads should not be solely made to focus on chasing and capturing Legendary pokemon. This is meant to help those within the League who may want to push for more League focused plotlines as opposed to neutral.

RESEARCH HEADS : Eva Morales , illeana reyes

PURPOSE: This branch will absorb all subject matter experts bringing in previous archeologists, historians, and explorers under the Head Scientists. With direction from above, we aim to better organize and focus teams of volunteers under scientist direction to better gather information on legendary leads.[break][break]

Both Research Heads will work in tandem with the Director to create a plan of action and realistic goals for the program. Eva Morales and illeana reyes will add their expertise to guide the program forward as times become more and more dire in Hoenn. PROJECT SAPPHIRE will be a research driven program, using combat to study the limits of avatar contracts and the newly developed Sygna Suits.

• AQUA AVATARS and those in possession of SHARD LEGENDARIES will be the main focus of this branch. They will be analyzed through various means (biology, psychology, physiology, etc.) to protect and prevent the physical and mental deterioration of the League's strongest agents.

  Synergy between AQUA and PROJECT SAPPHIRE will allow avatars to better understand and train themselves. Each new milestone helps further PROJECT SAPPHIRE'S understanding of the patron and avatar relationship, which can then be later published for further study.
• Studying the ULTRA BURST Phenomenon and its similarities to AVATARSHIP and SYGNA SUIT technology.
  
• Using VS MISSIONS simulate combat with Legendaries and Avatars in order to collect data to compare to Avatars/perfect sygna suit technology. Intelligence provided from combat will be used to further improve training sims for League trainers/officers and AQUA.
  
  
• Trips/outreach to other regions for research missions

• VS LEGENDARY AQUA MISSIONS: Use these missions to collect different types of data of the legendaries League already has in custody
  
• SYGNA SIMILITUDE: ACT I and SYGNA SIMILITUDE: ACT II missions: Opportunity for trial by fire sygna suit operation as well as opportunity to observe inside distortions.

PURPOSE: The most needed and largest portion of PROJECT SAPPHIRE, the PUBLIC OUTREACH Branch is headed by multiple leads to better guide volunteers into and through the program. With many different goals, from Ranger exploration to combat training, different points of contact are meant to better assist in furthering PROJECT SAPPHIRE’S scientific goals.[break][break]

Trainers can volunteer to assist with PROJECT SAPPHIRE’s priority missions. Whether it’s rangers escorting small teams out to pursue leads, or providing blood samples for Avatar physiology, the project requires many willing volunteers to see through the vision of research heads. Volunteers will not be locked to either branch but instead are filling out manpower gaps based on the needs of the day. [break][break]

Ideally, trainers who hear about the project are vouched for by Gym Leaders, E4, current Champion, Councilmembers, Ranger Captains, Head Ranger, or even the Commissioner herself. Alternatively vetted when applying by the HBIC. This hopes to facilitate networking and even mentorship between senior leadership and trainers. The League will also provide monetary compensation for their efforts, as well as access to specialty missions for the project.

• Rangers may help escort/follow leads along with regular trainers to outlands/wilds
  
• Assist in recruiting promising trainers to pursue Ranger or Officer career paths to strengthen League morale. These recruits can also build strong bonds with their respective Leads, creating opportunities for valuable mentorship.
  
• Encourage trainers to better themselves and pursue the Gym Circuit/E4 Challenge. [break]NOTE: TRAINERS WHO PURSUE THE GYM CIRCUIT/E4 CHALLENGE WILL NOT BE CONSCRIPTED FOR THE DEFENSE OF THE REGION. THOSE INTERESTED ARE HIGHLY ADVISED TO BEGIN OFFICER RECRUITMENT INSTEAD.
  
  
• Help establish support networks for trainers who volunteer not just for PROJECT SAPPHIRE, but who may later go on to defend Hoenn through crisis. However, participation in combat will not be a requirement for these offered services ( counseling, therapy, work groups etc )
  
• Push for training data in the use of new phenomena such as DYNAMAX, and TERA

• THE GREAT CHASM OF HOENN mission: Known for its strange paradoxes as well as overflow of tera crystals, an excellent spot to observe both phenomena.
  
• THE LAWLESS SEA limited-time mission: Continue to gather data on Kyogre and its frenzy. The primal energy it’s putting out might be fatal.

PROJECT SAPPHIRE has exclusive missions aimed to bolster recruitment of volunteers for the program, as well as let volunteers experience some of the benefits it offers in exchange for their efforts. These missions will also serve as a way to make a character an official volunteer. [break][break]

An official PROJECT SAPPHIRE volunteer is a character that has completed ONE thread/exclusive mission with either a character that can vouch their entry into PROJECT SAPPHIRE or a current research head, public outreach lead, or volunteer. As long as the thread is PROJECT SAPPHIRE focused.
