"In his current state." There was no state where he could compete. If Howard threw Regice at Theo Beckett in an attempt to crush him underfoot, he suspected that the underboss would still find a way to come out on top.

A humbling example of human authority, but hardly useful when waging wars on the divine. The upper echelon of Rocket simply consisted of those who excelled.

"It's a funny thing, history. When we were all killing each other with bows and spears and rocks and swords, heroes of great deeds shaped the world on the battlefield. Kings and warriors won great renown, dictating their purpose through slaughter. They changed the world."

He thought of Navy in his personal paradise of Galar. It was a world where he could wage war until he grew weary.

"When we modernized, quiet men in offices changed the world far more efficiently. The era of heroes disappeared. now, it's back." Howard turned away from Theo to look out the window, over the pristine utopia of Sootopolis. "History is a funny thing, Theo."

A weary sigh.

"I can offer nothing to the cause that Rocket does not already demand of me."

The term piqued the admin's interest. He smiled slightly, in spite of himself.

"History will repeat itself." A prayer echoed on the lips of every historian as they desperately tried to teach others of the failings of their forefathers. Few listened. It was a noble profession often ignored. "But that is calming."

It was hard to imagine Theo as anything other than calm.

"It means we will always win." It sounded absurd, but it was a wholehearted belief. "This is not the first crisis we have faced. We fought Necrozma in the past. We won. We fought Eternatus in the past. We won."

Stalemated.

"As long as we keep pushing forward, we will succeed. Someone will have to face modern heroes on the field. It does not need to be us. Sadly, we probably should. It is our obligation."

It is a long march, just as the war over this region extends far into infinity. For every inch they take, another is snatched from behind. For every villain they defeat, another takes their place. For every Chu-e Choi that is stripped of divinity, there's...

... him.

"Then we will step past mountains and rivers and plains to reach the meadow at the end of this long march." The admin eases back into bed, his eye fluttering at his meager strength. "We are entitled to arcadia, even if we are Rocket. That includes you."

The utterance of such words filled the admin's heart with wrath. Why had he said that?

"Good day, Underboss Beckett." The formality returns as the admin is left alone again. In the darkness of the room, a deep exhale broke the silence. "How strange."

Clicks and dials spoke back to him, the heartbeat of mechanisms that he knew little of. Devices continued to beep.

"I wonder if you had the conviction behind those words when you burned Celadon or Saffron?"

Nothing answered back.
