”Yeah that would be the council wouldn’t it?” Samuel shrugged. The man couldn’t blame the guy for trying to shirk on his elite four responsibilities.

Having to fight challengers all day sounded like it’d get boring after a while especially if they weren’t really all that good at battling.

”So outside of fighting challengers are the elite four kind of like the council’s attack dogs? The idea of having to take orders from some of the people that sit on that council makes me wanna throw up.” He’d then look over to Kyle with a look that conveyed his pity.

”If you do I do not envy your position my friend.” A ducklett wandered by and again his Salamence went and attack without so much as a second thought, hitting the bird with a Dragon Breathe and only stopping once their master whistled.

He wasn’t sure what to do with the bird so decided to try and catch it anyway.

as soon as the words leave his mouth, he feels a chill on his spine as if he starts to feel regret, not from ditching work, but from telling it to a stranger he just met.

"don't tell anyone that though. that's our secret."

his superiors probably already know his strat and just keep him around since he has credentials. kyle is made awfully aware of it all the time that he sometimes feels compelled to abuse it.
