As Zev began talking, Reinier's gaze turned back to him. They silently listened as he provided them with their task. Relocate to Mossdeep and learn anything they can that would help on the tactical front. Now that they could do. It was also suggested they take on the gym as well.[break][break]

While they were a capable battler, as far as they were aware, Reinier very rarely engaged in any official battles. This meant they had yet to start or even participate in the gym challenge for Hoenn. It also meant they'd have to prepare. Something they could ponder later. For now tbey committed the photo of the gtm leader to memory.[break][break]

"No sir, no questions. Learn all I can about Mossdeep and take on their gym leader."

"Fitting title." Reinier agreed, eyes moving from the strange pokemon to the trainer. Nocturne at Reinier's side, stared back at the other pokemon, not greeting it. Outside of it's initial curiosity, the Absol wasn't sure what other reaction to even have. "Reinier. And I guess you could say I'm just a curious soul, a traveler looking to learn more about the region they've found themselves living in." They replied.[break][break]

Their demeanour, while not hostile, was certainly a stark contrast next to their impromptu companion. Though Reimier was often a stark contrast to many in general. Often seeming gloomy or detached, even among others of a similar nature.[break][break]

And as though in response to the silent comparison, a Meditite had found it's way into the conversation. Nocturne had made ready to engage, but Reinier gently nudged the Absol and gave a small shake of their head. "Let it be." They told their partner, who backed down.

Reinier studied the other for a moment, nodding. "Yes. I deal in information... and I suppose favours if it were required." They sat in a chair, offering for Sage to sit opposite them. "You're a thief. And while a different ballpark to information, the skills are transferrable. I'm not looking for anything specific, but I am interested in information in general. Anything that might be worth investigating."[break][break]

Reinier shifted in their seat, crossing their arms and one leg over the other leaning back. "Thought maybe you'd either already heard something or would be interested in finding something interesting."[break][break]

Short and curt, Reinier got right to the point. It would do no good wasting either of their time on small talk. While waiting for the other's response, Reinier pulled a lollipop from the depths of their coat, unwrapped it and popped it into their mouth. Sure they could go information hunting themselves, but they still needed a starting point, something that would grab their attention and even be worth investigating.[break][break]

Information doesn't come from thin air after all.

Reinier's gaze returned to the map. Out of the two options, despite it's distance, Dewford is the considerably safer choice. Although not entirely under their influence and useless as an immediate tool, Pacifidlog at least provided a halfway between them currently and the other sea town. Mossdeep would be taking a big risk. They'd be at the league's door. They'd be open to the league preparimg and attempting to reclaim the city. But it would provide resources, utilities and access to information they wouldn't really find anywhere else. "Concerns are warranted. Dewford seems too safe an option, despite it's distance, and progress doesn't come from playing it safe."[break][break]

"It'd be risky. We'd be on the League's doorstep, we'd be open to them attempting to take Mossdeep from us, should we prove successful, but I'm inclined to vote for Mossdeep. It seems the most useful as of right now. As close as it is to the League, we would be able to monitor them - though they could do the same to us. We'd have access to utilities and resources and information not readily found elsewhere."[break][break]

They considered the map a moment longer before nodding to themself and reaffirming their opinion, "I say Mossdeep. We'd of course have to aptly prepare to face the League once they realise we've come knocking on their door. And if successful, we'd have to then prepare ample defense but it's the better option in terms of what it can provide us."

Reinier remained silent, studying the map, they'd attempted Littleroot previously but attempts were thwarted. That likely meant that the league would be expecting a second attempt, even if it had been two years. If they were smart, they wouldn't let their guard down that easy. So to them, Littleroot is off the table entirely. At least until they had further reach.[break][break]

They tilted their head to one side. "I would probably continue to avoid Littleroot for now. If there's debate over it, and there's been one failed attempt, it's probably not worth it. At least not for now. It's been two years, but we don't know how concentrated League efforts are there and if they're expecting us to return... which if they were smart, they would." Reinier straightened their head. "If I were set on placing my efforts in that part of the region, I would go with Dewford. It's within reach of that sector, but still isolated. A bit like we are here. If we were planning a similar hold, that's what I'd do. Near but secluded."[break][break]

They took pause to study the other two.[break][break]

"Pacifidlog would place quite isolated although close to home. It could provide a stepping stong to taking Slateport and Dewford at a later date. Or a stepping stong to further our reach, then take Dewford and then move inwards, as we'll have the outer reaches of the region. But how much help will pacifidlog provide us in the meantime to prep for future expansion? Sure, it gives us the isolation from the rest of the region and the safety net of our base around the corner here, but from where I'm sitting, that's all it provides us. Unless there's a reason specific I'm not privy to?" They raised a brow slightly, there very could have been a reason for the waterlogged town to be mentioned, but they were simply going off of the information in front of them. Whether there was more to it or not, as curious as they were as intelligence, they moved on.[break][break]

"Mossdeep is close to us here, plus. It has the reasearch facility, plus. But the research facility could have league all over it, con. Usefulness? Probably the most out of the three. But again, isolated. And close to home. Expanding too close to home could result in a heavily concentrated rocket area that could get hard to defend. Especially since both Sootopolis and Mossdeep are islands." Reinier looked directly at Zev then. "It just depends on what direction you want to take. Is it going to be worth the risk of having a second territory across the way with the research center. Or would you rather expansion efforts start heading towards the mainland? In any case, my opinion, would be Mossdeep or Dewford." They said with a slight shrug.

They'd circled the tower, still studying it when they were interrupted. Nocturne turned to watch the other and the Mismagius, just as the ghost witch watched them. "Something like that." Reinier nodded, turning to face the new arrival.[break][break]

"Anything you can tell me about the tower?" Reinier asked, moving to be within acceptable conversation distance of the other, Nocturne trotting at their side.[break][break]

"It's not that I'm... well, new here... but it's also not that I'm... not new here." Reinier frowned slightly, unsure if that even made sense, "I guess... Hoenn just seems to be a busy region, and I have yet to dive into it's wellspring of history."

While not immediately catching the information dealer's attention, it had certainly caught the Absol's. Notcurne picked up on their approaching scent and watched with a keen but almost curious gaze. As much as his trainer's attention was on the different sights, Nocturne's was on the different pokemon.[break][break]

It wasn't until the strange ride and trainer grew closer that Nocturne grabbed Reinier's attention by nudging the side of their leg.[break][break]

Reinier turned to greet the approaching individual, offering a nod in way of hello, their eyes scanning the pokemon that the other was sat astride. "Interesting choice of transport." They commented, a brow raised, mostly out of curiosity than anything.

Reinier stood, unmoving, under their senior's gaze, only taking a seat once one was offered. They nodded, confirming their file was correct and shifted in their chair, crossing one leg over the other, and leaning back, crossing thwir arms as they listened and studied the map on the whiteboard.[break][break]

So they were looking to expand? On one hand, it would be smarter to expand nearby gather more territory and amass more supporters from close to home, that way they'd have a sizeable compound and support as they branched further out- but on the same coin, having such a heavy concentrated area, it would be harder to defend.[break][break]

So it could also be smarter to take territory further away, have support on the other side of the region, it'd be easier to infiltrate places of interest nearby without the need to travel too far.[break][break]

That said though it depended on what the organization as a whole were thinking, "what options are on the table? Were there any particular places of interest? How close to home were we thinking of expanding?" As was their brand, they needed more information first, before offering their full opinion.

When it came to other people, Reinier preferred to work alone, but still saw others as a useful tool in information dealing. After all, how else was information gained if not from talking to others and trading information. But this also made almost every interaction transactional, and they found little time and had little patience for small talk.[break][break]

However their specialisation vrought to them the attention of none other than Sage.[break][break]

A fellow Rocket and a thief. While not typically what intel specialist would look for, they saw merit in their skillset as a thief. Information can also be stolen if not traded. Or found. While they had nothing in particular they were searching for, they were looking for something that could potentially lead them to something useful. And what better way than to utilise the tools and skills available?

Hoenn, much like Sinnoh- and other regions they supposed, had a lot of history and historical monuments. One they'd heard about that they'd yet to have visited being Sky Pillar. So what better place to visit to learn more about the region they were living in? And besides, anything they learn in general could be useful for dealing later.[break][break]

After all, no information is trivial, even if it's historical and public knowledge.[break][break]

Nocturne was by their side as they inspected the outside of the tower, sniffing around the base as they took in the outside appearance of the dilapidated and abandoned tower.

It didn't matter how long they'd been in the region, the sights always took Reinier's breath away. Mt. Pyre looming nearby, the sea running alongside them with crisp ocean air- it was enough cause to slow down and just take it in. For as long as they could remember, it had always been them and Nocturne.[break][break]

Always them and Nocturne. They looked down at the Absol with a deep fondness, something they rarely showed to anyone but the pokemon.[break][break]

Unlike most other trainers, Reinier didn't see it necessary to have more than one reliable partner. Being a duo made their job easier. That's not to say they didn't see merit in having more - if you were taking on the gym challenge for example. But their line of work called for a smaller team.[break][break]

Reinier pet the head of their partner as they looked around once more taking in the sights and smells again, Nocturne sniffing the air.

Reinier had a preference for working alone, only collaborating when necessary. And they prefered their work from the shadows, avoiding being on the front lines between Rocket and the League. These choices in preference also meant they were left largely to their own devices. Gathering and dealing information was what they were mostly known for.[break][break]

And so there was mild surprise when they had been summoned to a conference room to meet with Zev Harcourt .[break][break]

Their boots clipped the floors in the quiet hallways as they approached the room, and upon entering they were greeted. "Yes, sir." Reinier confirmed with a curt nod, closing the door behind them as requested.
