Oliver stands at 5'7" tall and weighs in at about 142 lbs. He's a lean young man with odd dual colored hair. He is the fourth of eight kids in a large family, though their parents died during a trip to Kanto. His older sister started an orphanage in Blackthorne City shortly afterwards, with some help from the government. There, they added on even more children whose parents/guardians were killed during Rocket's takeover. When they tried to take over Johto, Oliver had already joined the Rangers, and was a part of the force that repelled them, his Rufflet evolving into the Braviary he now has. His Dratini that he had nursed back to health when he was a child had already become a Dragonite. For the past four years, he'd been keeping up with patrols and search and rescue operations. Including small expeditions into Kanto to rescue captured rangers and others. After the capture of Sootopolis City in Hoenn, he was reassigned to Hoenn to assist with the Rangers there. An assignment he eagerly accepted.

Oliver is an ambitious young man. He has a goal to be at the top of the Ranger leadership. A good quality, though he is slightly on the rogue side, rarely disobeying orders, though has a tendency of creating good media coverage because of it. He has a way to get things done that we haven't seen in a while. He's generally well liked, doesn't deal with anyone's crap, but is willing to play the part of an obedient ranger. He has a way with kids, probably due to his background. Aside from his numerous ear piercings, he wears whatever is appropriate to the situation. He is also eager to prove himself, and seems like he would be a good choice for any undercover work.
