I. INTRODUCTION

It is hereby proclaimed that the LEAGUE will enforce the following protocols in regards to LEGENDARY POKEMON and AVATARS as set forth:

1. LEGENDARY POKEMON and their AVATARS must register with the LEAGUE. They must document their patron Pokemon, abilities, and demonstrate the ability to contain aforementioned Pokemon within the guidelines provisioned in POKEMON HANDLING.
   
2. LEGENDARY POKEMON and their AVATARS will be conscripted to aid the LEAGUE in subjugating LEGENDARY POKEMON and AVATARS that present a current or future threat to the LEAGUE.
3. LEGENDARY POKEMON that do not claim an avatar or trainer will be captured under the legal ownership of the LEAGUE. They will be contained, maintained, and utilized by the LEAGUE to serve its interest.

benoit is one of the few humans to pose a greater threat than pokemon. his proficiency in physical combat is second to none. his avatar abilities greatly amplify his potential. on paper his threat level is highest among all avatars across over the past few regressions.

weaknesses include personality; for all his power, benoit prides himself on honor. he is a good man with an honest heart and therefore exploitable.

mild administration of tapu fini's mist prove effective in causing temporary, uncontrollable outbursts. secretly exposing benoit to this mist will increase the severity of his reactions. having him diagnosed as a schizophrenic will erode his psyche and instill the notion that he is a danger to himself and others.

a proper dosage will cause him to go over the edge. if drawn out enough, benoit would rather cease to exist than become a menace.

dross is a loyal lapdog that will do almost anything for the league. despite her allegiance, she is a woman of principle. in past regressions, she has turned against me and forced alfric to reset a nexus event.

once kyogre awakens, dross will happily accept the role of subjugating the titan. however, without the blue orb, she will succumb to the titan's influence. it will take over her body and reduce her to a puppet.

update: dross' body has started to decay. kyogre is still using what is left of dross as a vessel. a majority of her body has been replaced with water. we assume this to be the effects of primal intoxication.

THE NIGHT HAS TESTED my patience. i can no longer wait for fairburne to be isolated. i must act now.
