Wake up, go for a jog, shower, eat breakfast in a quaint café on her way to work. Such has been Erin's morning schedule for almost a week now. Rustboro isn't exactly a city overflowing with green areas and beautiful nature scenery, but she'd found a nice little park close to the hotel she was staying in (thanks, Siri) to take her meowth out for a walk. Arceus knows the lazy cat needed some exercise.

Everything was going well until she saw him.

It's only glimpses and hints of his presence at first. His characteristic red hoodie, one of his many four-legged beasts running ahead of the pack, one too many barks in the distance. Erin doesn't know him but she's seen enough of his dogs to know he is not someone she likes. If the hiss her meowth was directing at them is anything to go by, 24K doesn't like him either.

Avoiding a pack of six dogs that aren't even leashed sounds hard enough a feat already. In practice, it's even worse. She tries to ignore him, ignore the irritation rising in her veins like boiling water when they finally cross paths.

The path isn't wide enough. A cyclist flashes by, ringing their bell; another runner rushes ahead, trying to catch up to their scorbunny; and, in the middle of it all, there's Erin, the man, and their combined pokémon.

"Watch it, jackface!" The insult is not one Erin makes a habit of using, in fact until this moment she has no idea it's in her repertoire, but under the circumstances it feels fitting. "Has no one taught you to use a leash? It's a wonder the authorities haven't done anything with you yet."

After a certain point of having them around, Kyle has figured out the formula of having dogs. The more he gives them attention, the more they crave for it, motivating them to do things he does not want them to do. Barking wasn't something he could stop them from doing, unfortunately.

They have an irrational fear of being abandoned during a leisurely walk for some reason, which leaves Kyle to simply go on with their route without any care of what they do. They would complain if they felt like it, but they would still follow after him at the end of the day.

Earphones on and a phone screen at his face, Kyle wouldn't even notice the woman coming for him had it not for his Mightyena tugging the sleeve of his pants. He'd turn to her, freeing one of the ears from the music that played from his phone as soon as she had finished speaking. A genuinely confused look would tempt her.

"You need something?"

All the other dogs stopped and turned at her, eyes filled with curiosity, as their trainer engaged her in a conversation.

He leisurely removes one earbud after her entire discourse. Erin can't believe this. She can feel every drop of her metaphorical bile rise to her throat.

She doesn't look at the pack—doesn't want to know how many minions he's got on him, doesn't want to count. She doesn't have to, though. Their barks go silent when they turn their attention.

"Yes," she answers firmly, tone harsh and most importantly angry. At least she's not screaming anymore. "I need you and your pets to stop using the streets as your personal garden. If you have the money to feed an army of dogs, go rent yourself your own park."

he wasn't sure what the beef was supposed to be for since he wasn't doing anything to actively mess with others. when she speaks up though, kyle focuses on the wrong side of things instead of simply apologizing like what a normal person would.

"why rent when i can take them here for free?"

there was no contempt or sarcasm on his tone. he deemed her to be bored, wanting to start a fight just for the sake of starting one. it killed time, after all, and since kyle himself often enjoyed watching others fight, he kind of understood why it would be entertaining for individuals.

he supposed he'd be nice and give her what she wants.

"i pay taxes. i think i'm entitled to use public utilities when i want. your point?"

She's not sure if he's unaware of the legislation, or simply dumb. Maybe both. Erin points to a sign nearby that illustrates her point. The stick figure of a man taking his dog on a walk and the words

bolded on top are, in her humble opinion, more than clear.

Erin's meowth takes this chance to hide behind his trainer. Whether he's more scared of dogs or of Erin is usually a mystery to the young woman, but today the dogs seem to be winning that particular contest.

"break the law?"

his eyes follow the sign that the lady pointed. he swore they weren't there the last time he was here, or perhaps he simply wasn't attentive. nevertheless, he gives her a shrug, like the signage does not matter.

"they're not even a meter away from me, lady." the dogs were, indeed, bunched up around him. "they'd be around the same distance even if i had them leashed."

he scratches the back of his head as he tries to realize the problem, grumbling under his breath.

"listen, if you're scared of dogs, that's fine. i just wanna say that if they ever wanted to maul you, they would already have done so."

It's a curious thing to watch the man follow the direction her fingers point to with his eyes, mainly because he looks genuinely surprised at what they find. She's only been in the city for a few days and him being a constant outlier in her morning routine had made her assume him to be a local. Now, she's not so sure, though that piece of information changes little.

"Scared of your dogs?" she scoffs. What a preposterous idea. "Multiply that 'meter' radius by however many dogs you thought was a good idea to keep and their individual sizes. That's a lot of space. Laws aren't passed only for you, young man."

Nevermind that he's probably around her age and physically bigger, people with this kind of mindset are the very reason she's trying to take the government down. To rebuild it.

"'If I don't directly hurt anyone by breaking the law, it won't matter that I do.' Is that what you think? You're setting up an awful example not only to others, but for your dogs as well. I have no doubt Hobbes would have loved to meet you."

As for his thinly veiled threat, Erin doesn't answer it verbally, but she sure would like to see him try.
