The sea north of Dewford is tumultuous on a good day, but at current it's nothing short of a downpour. Heavy sheets of rain blow and bluster from a sky as black as night with clouds, fat droplets impacting the surface of the water below like gunshots. Here, a large ship has anchored in the water just north of the island, numerous humanoid shapes moving back and forth across the main deck, while smaller rowboats have been sent ashore to the town itself, not far up the coast from the Dewford Gym.

The water is at a high seen by none in recent years, the majority of the Gym's obstacles and the rocky crags of its arena swallowed almost entirely by the surf. Between shore and ship, a bevy of motley pokémon swim in precise patterns - Politoed, Lumineon, Gorebyss and more - contributing to a ceaseless Rain Dance that only coaxes more water from the skies above. Ashore, a flock of Pelipper circles overhead to accomplish the same, while black-garbed would-be pirates patrol the coast in loose clusters, the name 'Kyogre' filtering into the air between their otherwise repetitive mutterings.

A pair of the pirates snicker sinisterly to one another, Quagsire and Slowbro calling down rain nearby as their trainers boast to one another over the din of the weather. "When we bring the ocean up to cover Hoenn, Kyogre will return, and reward us for serving so well!" The taller of the pair exclaims. The shorter one scoffs, thumbing his nose dismissively. "Ha. If anyone's going to reclaim Avatar, it's me and not you. And hey, if we get t'do a little pillaging from the sheep in the mix, all the better, right?"

The two burst into laughter before a third shape looms behind them both - tall, broad, and menacing. "Y'know, you really need an eyepatch if you're gonna play like a pirate," the shape quips, before delivering a vicious right hook to the taller cultist, sending him top over tail into the sand, out cold with a swiftly-purpling eye that will, in fact, no doubt require an eyepatch. The shorter pirate yelps, but before he can issue a command to his pokémon, he's lifted bodily from the ground and tossed unceremoniously offshore into the water, where he sputters and flails.

Beau turns to address the Quagsire and Slowbro, but before he can advance, a cluster of thick green vines erupts from the sand underneath, entangling the water pokémon and rendering them unable to move. Dominic the Rillaboom approaches from behind his trainer, beating furiously on his drums as he commands the vines to tighten about the other pokémon.

This, naturally, makes him a target for another pirate further down the strip, and Beau puffs out his chest in a challenge, roaring, "GET OFF MY ISLAND, ASSHOLES!"
