Zagan was born to a scientist couple that lived and worked in Area 28 of Unova, a secret research facility that looked into all kinds of things that the wider world knew little to nothing about. Even early on, he showed signs of being highly intelligent and was taking things apart and doing experiments as soon as he could walk.

It was surmised that Zagan was a born genius and had this verified by several experts in the field, it wasn't long till the boy had his own lab and doing his own work. After some sort of attack that he nor the higher ups knew the cause of, Zagan was separated from his parents and the rest of the folks he'd grown up with.

Despite his age, Zagan did just fine out in the world. Using his smarts, wit and skills to get along. Finding his way towards Hoenn after he heard the big news about Rocket taking the place over, grabbing what little inventions that he could as well as his pokemon. The young boy made his way over to the temperate region known as Hoenn, hoping to ply his trade with Team Rocket.

He had made sure to bring gifts and things that would prove the worth of employing him, knowing they might find it hard to believe a 5 year old could be gifted enough to work in their organization. He knew that even if he got into Rocket, Zagan would have to work his way up to getting a lab and trust within the Team. That wasn't an issue for him and he was more then happy to prove himself like he'd done back home, making sure to do what he could to make things go along smoothly.
