Katherine only has a little to work with here. Penelope's response is less direct than she would've preferred, but she's familiar with making these calls all by herself, so this comes naturally to her.

Her expert opinion is that these Rockets gave all they had to offer. They're nobodies—she knows that. The chances of them having legendary Pokemon or Ultra Beasts in cages were slim to none.

Her own shadow Pokemon, Caliburn, comes to life with a snap of her digits. Much like others of its kind, its aggression is only barely kept in check. Suppressed by a fragile dam, her cue alone sends it into a frenzy.

Its STANCE CHANGE occurs without a request or a traditional move. It carries out its SHADOW SNEAK assault on the floor next, intent on throwing everyone except for PENELOPE LIVY and Katherine off balance.

"God, it took you a while, didn't it?" Katherine's mask is removed in a slow motion, revealing familiar features that still haunt Team Rocket. There's hesitation then; the men seem unsure of whether they can even put up a fight.

One of them is brave enough, though. The Rocket grunt gestures for his Pokemon to attack, sending out both a Purguly and an Arbok. The first of them lunges at Penny in an attempt to BODY SLAM her, and the Arbok seeks to sink its fangs into one of Katherine's legs.

"Defend her for me, Caliburn." A KING'S SHIELD manifests to life around both the ghost-type and the councilwoman, protecting both from the attack. Katherine herself welcomes the Arbok with a blank expression, merely watching as the serpent reacts to biting nothing.

Try as it might, it finds no skin. No flesh.

"So, do you guys really want to do this?" A capsule is found, retrieved, and promptly dropped before a Pheromosa emerges.
