He gets the text from Annalise halfway through a meeting that'd run overtime. His department was scrambling, half looking for a way to smooth over the incident in Sootopolis and their losses, half trying to dig up the full effects of the battles on each city.

The council is still running at full steam, hands full with the vast array of new developments. His office has been busier than ever, and the appearance of many new avatars at Sootopolis had put SAPPHIRE into a frenzy. Its unprecedented. It's unwieldy. Everyone knows the extensive damage of war, but that's nothing compared to the weight and cost of the lives lost and the destruction that needed to get cleaned up.

He texts his agreement to Annalise, and calls the meeting to an end. Or at least, excuses himself and asks for the meeting notes for tomorrow. And then he moves to his desk, puts away his papers, pulls on his blazer, and heads out the door. Hopper TELEPORTs him closer to their meeting place. The shiny Porygon orbits around him, desiring a treat for its services. He hands it over without much fanfare before the normal type is put back in its ball.

By the time he sits Anna's already ordered them drinks. "Oh?" he said looking over the liquor poured over a large glass sphere. Smelled like whiskey. "Shouldn't I be treating you, Cap?" he teased lightly before teal eyes flickered over to the skin he could see. "Anything severe? I saw glimpses of what was happening to you." But he'd been occupied as well.

"me? no way."[break][break] she rejects the idea with a laugh. maybe if she manages to neutralize a legendary pokemon as he did, she would be more receptive to being the one being treated. a wave of vulnerability washes over her as he lowers his eyes, looking for something. self-consciously, she reaches up and brushes her fingers against the cut still healing on her cheek. she had been in to see illeana reyes, and the professor had told her that it shouldn't scar. [break][break]"just some cuts and bruises."[break][break]her hand drops, stirring her drink with her straw. ice cubes clink against glass, giving her something else to give her attention to. [break][break]"and maybe a respiratory infection — but it's getting better," she admits in a roundabout way, bringing the straw to her lips. "how about you? right back to work?"

"You got with MATIAS SILPH and illeana reyes right?" he asked before adding a little soon after. "Sorry I couldn't have been more help." But that's hadn't been the mission he needed to carry out. Much like the ship, his job had been to break Rocket from the inside out. And he'd managed. Somehow.

"Mmm, bruised bones, stiches. I avoided catching any infections in that dirty fuckin' ocean." Kyogre's septic tank, as he thought of it. "All things considered, I got pretty lucky. But, that's probably more because of the team I had with me." He'd been a little rusty, admittedly, running through the streets and fending off Rocket attacks and traps. But he'd made it. He'd stained his hands RUBY again and come out the other side with a few shallow stabs and a lot of bruises. "Thought I concussed for sure but I guess the helmet still worked." he added with a laugh as he took another sip of his drink.

"In any case, this is your...third?? raid right? How're you feeling?" Much like Genevieve Cromwell and Elise Calcifet , Anna was a ranger. They weren't exactly trained to focus on combat like that. But then again, anna had been prepping herself, ever since she came back form Rocket custody.

annalise feels a flush of panic throughout her body as paxton asks if she got with MATIAS SILPH. thankfully, the question continues onward into more innocent territory, sparing her from choking on her drink mid-sip. her heartrate settles again like disturbed silt, and she nods behind her straw. it drops from her lips at his apology. [break][break]"it's no problem; you were preoccupied. i had matias and professor reyes and mew with me anyways."[break][break]
her brows furrow sympathetically as paxton lists off his injuries. there are some silver linings, it sounds — no infections or concussions — but it seems more like consolation than luck. [break][break]"you better replace that helmet," she advises, voice light. the ice in her glass shifts, drawing her attention to how little liquid remains. "i hear they're only technically good for one accident."[break][break]she pins her straw against the lip of her glass with her finger. [break][break]"yeah, my third, i think," she agrees with the sapphire director's estimation, punctuated by the draining of her glass. she pushes it away from her, empty. "i feel like shit." [break][break]alcohol loosens her tongue. [break][break]"we went through all that for a fucking ceasefire? i'm not holding hands and playing nice with terrorists. they don't belong in sootopolis or petalburg or any-fucking-where!"

"I'm glad for the insurance. But your training panned out too, right?" he asked. She couldn't put all the blame on others. She'd been working herself hard too. And he would remind her of it. It was something to CELEBRATE. He smiles at the ranger. "Yeah, I'll order a new one. Turned in the old one and it nearly split open when I handed it over." he said with a soft laugh before taking another swig of his drink.

"Welcome to the club." He'd felt like shit since his family died. Then she speaks up again and he lets out a louder laugh, one that shows off how his teeth glint in the low light. Not the respectful snorts and whispers of chuckles he usually displayed. "Yeah, ain't that a bitch." he said, imitating his long ashen father.

"Just a bunch of sob stories to keep themselves form being slaughtered." he said with a shrug. Paxton never heard the words though. He sat in a sniper's nest after all. Most of the time his hosts ended the conversation quickly enough before someone even knew to start it. "But dahlia goode trusts the amnesty program , so I have to make sure we vet them right." Rigorously. Without restraint or remorse.

"Yup." he said with a nod. "And we just do what we can to keep out double agents." he didn't trust the traitors like ollie morales did. Most were just criminals who wanted to avoid the consequences of their own actions by crying like SIX Krokodile tears. He never bought it.

"We can't. A truce doesn't imply trust. A truce is just a ceasefire. We're not at peace." he said wit ha shrug. "Besides, no Rocket is stupid enough to go galivanting around with League personnel. The second they step over the line they could just get arrested. Rocket's will stay to themselves. Same with us until we figure out the Kyogre situation."

deep down, annalise knows that paxton understands these sorts of things better than she does, but she still sulks as he tries to reassure her. she leans her head into her palm, suppressing a sigh, and disturbs the ring of water left behind by her last glass with the index finger of her other hand. [break][break]"doesn't haaave to be galivanting." her gaze flicks upwards at the bartender as they return with her drink. "couldn't walsh just wake up one day and decide it's done? and have his rockets attack anyone who's in sootopolis?" [break][break]it'd be a piece of cake to oust the league from the city that way. "I don't know the specifics on the mutual ceasefire, I havent't talked to freya morningstar yet. Even then, I fear it may be above my pay grade." he said with a small shrug. "It absoltuely does, which is why we shouldn't be comfortable in Sootopolis." he said before adding. "I'm not goign there unless I need to. And even then, I'm keeping an escape route open." He wouldn't allow Rocket to pull another fast one on him again. Not like Kanto.

"SAPPHIRE is a research program. That's more on AQUA to handle." he said with a laugh. "I don't consult on battle plans. I just do admin work." That said all he needed to on the Kyogre situation. "I think, it's placated for now and that's all we can hope to do. I'll be heading out there to take some readings on the titan but, I'll not be staying long."

"Smart girl." he said with a snort before he knocked back the rest of his drink. He takes a few gulps, finishing before holding up his finger at the bartender. "Two shooters. Dealer's choice." he said before looking back at Annalise. "Sure. I'd appreciate the company." he said with a nod. It'd be more interesting than going by himself.

"Mmm, don't think you were that bad last time." he said with a shrug. Anna finished her glass as soon as the bartender dropped the tall glasses of dark liquor. He passes one to her. "Yes..?" he began before she brought up Mew. "Oh- no, that's right. Whatwasit...Mewkia, right?" he said remembering the looming figures of dual Palkias in the distance before his attention had shot back to Calyrex. "I'd love to get some readings on you and Mew together." he said with a nod before picking up his glass and gesturing to her without managing to spill a drop.

"Shots first." He throws it down the hatch and and slaps thick glass on polished, old bar countertop.

"well ... i'm just happy you remember it differently than i do."[break][break]she had been dour and taciturn on the boat, then unnecessarily risked herself to put the tracker on kyogre. it had been outside of the margins of paxton's plan, but maybe he doesn't mind spontaneity or maybe the alcohol in his blood is rewriting history in her favor. " she repeats, slow to understand the compound name. her face scrunches with concentration, then understanding relaxes her expression. she speaks, mostly to herself, piecing together the equation out loud: "ohhh, mew. palkia. mew-palkia. mewkia. ah. yeah, it was a totally never-been-done-before transformation, apparently."[break][break]she drains her glass in one somewhat-sickening tip of her head, then her eyes fall on the shot as she steels herself for it. [break][break]"shots first, then readings — i'm pretty sure mine isn't going to be very interesting, though." she holds up the shot glass.
