Laurence Anderson'S NON-RESPONSE TO THE DISCUSSION INVOLVING HIM, ARTICUNO, AND HIS LACK OF TRANSPARENCY HAS BEEN GRAVELY NOTED BY dahlia goode.

"we can afford more time for this operation's planning. utilizing our rangers, nautica's generous assistance, research and intel, we can ensure that this operation is a careful one."[break][break]

The multitude of ideas have already been typed. Like the city's crater, the various approaches and concerns surrounding Sootopolis begin to clarify the shape of the League's future operation. Evacuation routes can be revisited, redrawn by Rangers. Water routes can be surveyed and defended by Nautica. Politics and sciences can investigate deals and dynamax, while disaster is feigned and pulsed, depending on which of the two options Councilman FERNANDO SILPH has provided are chosen.[break][break]

"we can offer a negotiation, but with the understanding that it would likely be a symbolic gesture. we should not aim to raze sootopolis no. in the end, if we can strengthen the league's presence within sootopolis, i will be happy."[break][break]

Her gaze falls upon freya morningstar, Raziel Beckett, and Melody Miro: past residents of that beautiful seabound city silently weeping for its abandoned estate, home and gym.[break][break]

"we already have officers stationed there. regardless, an embassy or consulate will be needed for sootopolis citizens for visas, administrative duties... and emergency situations."[break][break]

Dahlia's fingers hover over to her laptop's trackpad and the cursor swipes off screen. As she looks for the next document, she speaks, still distracted by her searching on the screen:[break][break]

"there are a few other matters i need to discuss with you all, one involving the rad—"

THE MEETING COLLAPSES

SUDDENLY, the entire chamber quakes. There is no time to react. No time to prepare. TERASTAL CRYSTALS erupt from the ground and spike up the walls with violent speed. The bodyguards present within the room are lanced through by these sharp crystals, instantaneously killing them. Their limp bodies hang from glittering peaks.[break][break]

dahlia goode and her roundtable feel their platform tilt and crumble as crystals crawl up its structure like a surging explosion. If your characters are not tossed from the platform by the force of this Trastal eruption, they willingly take the jump off the crumbling platform to the depths of this chamber...[break][break]

Curiously, the fall continues past where the ground should be, much to Callan Young's surprise.[break][break]

MEANWHILE, THE TERASTAL CRYSTALS surge throughout the rest of the building. Outside the chamber, crystals narrowly impale Gunner Graves and paxton concordas; however, Navy is walled off from the two by the sudden Terastal formations. The floor gives way underneath him, forcing him into the same dive as the AQUA Initiative members.

NOTE: Navy may participate in the following rounds by fighting alongside the AQUA Initiative if their player would like to. Please select AT LEAST ONE POKEMON to participate with and include their information in AQUA ASSEMBLY PT 4 SIGN-UPS or in their post.[break][break]

paxton concordas and Gunner Graves are allowed to make a post in this round as a reaction.

IT TAKES AWHILE FOR EVERYONE TO LAND, but when they do, they are quick to realize that they are within a TERASTAL CAVERN: one of many that have fantastically appeared within Hoenn's earth. Bright crystals provide their own light, casting an eerie bluish glow on cave walls. There is some time to recuperate. Some time to gather their bearings.[break][break]

THE MEETING CREEPS ON

THE COMMISSIONER RESPONDS WHEN SHE IS ABLE, WHEN IT IS TIME. Attentiveness and patience must be exercised. When the region is at stake, the universe at risk, there is no time for breaks. No time for ignorance or lethargy. Whether or not the people seated around this able like who they sit beside, it is indisputable fact that every single one here has a hand in the fate of Hoenn's people. Differences are normal; tuning out, however, may spell dangerous consequences of bonds and misunderstanding.[break][break]

After all, such mortal actions are noted—not by just by dahlia goode, but by the multitude of powers unseen as they always have been.[break][break]

"we can certainly request gym leader Navy's assistance with increasing security in granite cave. further inspection of the area must be done regardless, because there's a possibility of the terastal caverns connecting with preexisting cave systems."[break][break]

ABOUT POWER SPOTS & THE PERILS OF DYNAMAXING, the Commissioner lends a sympathetic face. It is absolutely dangerous. A double-edged sword; however, as Head Ranger ollie morales muses, it may be possible that SOOTOPOLIS is already a POWER SPOT, for Rocket already has the relevant intelligence in their hands.[break][break]

"a power spot can be made portable," Dahlia says to skyler dross and angelo vestri. "but having a concentrated amount of dynamax energy on a single ship can be dangerous. it'd be like ferrying a nuclear bomb. setting up power spots to surround sootopolis for a mortar-like offense may prove to be be a plan, but i can see the advantages of keeping power spots away from the mainland." She adds: "it will be important to note that a pokemon can only remain dynamaxed within a certain radius of the power spot."[break][break]

THE COMMISSIONER TURNS TO HEAD RANGER Laurence Anderson. Briefly, she closes her eyes and shakes her head. She draws in a long breath before a hand lowers below the table to caress something—but finds that her STOUTLAND is not there.[break][break]

"head ranger lars, i understand why you may have wanted to keep the condition of your bond with articuno a secret. it can't be an easy ordeal, especially when many may view it as a sign of weakness or a slight to one's pride." Dahlia exhales, the breath sweeping low. "but when you hide such vulnerabilities, you risk the safety of the league and hoenn at large. remember, the aqua initiative was created in part to aid avatars with situations such as this. none of us proclaim full understanding over the true nature of this phenomena, but we can tackle such challenges together."[break][break]

Dahlia finally hardens her gaze at Laurence Anderson. "we are here to help you. we are not your enemies. however, if you deem those outside of the rangers as untrustworthy, you are actively impeding your own work as head ranger. do not forget that."[break][break]

IN REGARDS TO SOOTOPOLIS, The Commissioner speaks:[break][break]

"if we play this smart, then hopefully we won't need to risk using champion kyle lopez's sacred powers. hopefully, no one will be hurt. i am not comfortable using elite four matias as a scapegoat or singular distraction as elite four greyson warned, having a single point of failure is a massive risk."[break][break]

"as councilwoman PENELOPE LIVY stated, a full frontal offense is dangerous. but a tactical approach elite four callan delineated in the form of some announced disaster as councilman FERNANDO SILPH has suggested, may be the best action we take."[break][break]

"though doug is worried team rocket may not fall for the bait, i can bet that some of the populace will heed the warning. after all," She looks at Eva Morales, skyler dross, MATIAS SILPH. "we have the means to create a controlled 'disaster' of some kind. head ranger kingsman and councilwoman morningstar, your familiarity with sootopolis will prove pivotal in this operation."[break][break]

"team rocket already faces limitations to their resources." She recalls the delivery of supplies: resources checked and retrieved by Underboss Cillian Quinn and Isaac Merlo. "even if we do not seize back control of sootopolis, we can make a case that an embassy," She faces Councilwoman freya morningstar, "or some kind of mutually beneficial deal can be made for sootopolis' people. as head scientist reyes said, there may be information related to sea hoenn still present within the crater city."[break][break]

LASTLY, The Commissioner reflects on the artifact Head Ranger Laurence Anderson sets on the table and the artefact referenced by skyler dross. She frowns.[break][break]

"if artifacts of this nature have already been found, then what councilman silph had feared may already be true. that the dynamaxing phenomena already naturally occurs in our hoenn. that power spots may already exist."[break][break]

She looks to Head Scientist illeana reyes, for there is much science to be done. But everyone is oblivious to the works of ruin operating behind the scenes: what has been carried by bowl and blade.[break][break]

"it is settled then. we will begin development of an operation against team rocket's sootopolis. to reclaim it in some part."

THE COMMISSIONER TYPES QUICKLY. This time, she takes the notes. Her fingers cascade across the keys as they catalogue the myriad of issues drawn forth by her peers.

Dahlia's fingers still. Their conversation reveals their continual predicament: the impossibility of effective operativity when stretched so thin.[break][break]

"we are fighting an ideological war. inevitably, we will know people who are rocket sympathizers, whether we are aware or not. however, do not believe for one moment that treason will be dealt with lightly."[break][break]

There is more to add. Far too much and yet it would be a folly to dismiss them.[break][break]

"there are other matters to be aware of." The Commissioner states. "the disappearance of regidrago, the rumored 'ruination', and most recently, the sudden appearance of terastal caverns beneath hoenn. these cave systems did not exist before and yet here they are beneath our very feet."[break][break]

And from these caverns, abominations emerge. Paradoxical beings. Species that should not exist and yet, here they are, walking among us. and carrying the perfume of INTERDREAM MIST.[break][break]

"what we may need to do is find methods to handle more than one threat simultaneously."[break][break]

The Commissioner taps on her laptop to reveal an image of a GALARIAN POWER SPOT. Other images of DYNITE ORE and the work exercised in ULTRA DEEP SEA flank this central diagram.[break][break]

"that being said, we do have more tools at our disposal. thanks to the efforts of our work in ultra deep sea, we can possess the ability to create artificial power spots across hoenn. dynamaxing in our home region can now be a possibility... if we are warm to the idea."
