Plans could change but they've had this in the works for months; if anything shifts, he imagines it'll be in small ways. Of course, this was Hoenn, so nothing was stopping some legendary Pokemon from blowing up Sootopolis and rendering the whole operation moot.

They couldn't account for that on the drawing board.

"We don't intend for it to be bloody but if the League gets involved... well, it could take a turn. You think you're ready for that? We've no intention of hurting the civilians."
