Gunner Graves

Gunner was created to embody the concept of a man who is so devoted to good that he will commit acts of evil to uphold it. The inspiration for him is a mix of JAMES BOND and JUDGE DREDD, with a nod to the subversion of the classic Paladin archetype.

In terms of Gunner's defining tropes, he is a mix of Good is Not Nice, Pragmatic Hero, and Pay Evil Unto Evil with smatterings of Blood Knight. He has a strong sense of justice (but not morals), a deep loyalty to the people and institutions he cares about, and an intimate familiarity with the law. And while he is not particularly cruel, he derives intense satisfaction from meting out punishment on those he believes deserves it. However, as a government agent, he is duty-bound to only act within the parameters of his orders — never outside of them.

Gunner is employed by the League government as a special agent (spy) for the Hoenn Bureau of Intelligence and Counterterrorism (HBIC). Though his public responsibilities involve gathering intel for the defense of the region, he is also deployed to eliminate threats.
