It was the day Josh had dreamed of since shortly after arriving in Hoenn. The barrier isolating the tropical region from the rest of the world had faded. Meteno 99943 was no more. Josh could at last go home and visit his parents in Goldenrod City. He could visit his friends, Ace Sheeke, Aravan Escher, and Eron Iunis, at Ecruteak City. He could visit the Burned Tower for potential leads about Raikou. It was perhaps his greatest victory--no, Hoenn's greatest victory--since he had returned to the region a second time.
And yet, all was not well. Hoenn was far from peaceful. It would not be long before word got out about the tremendous power contained within even fragments of Tera Crystals. Terastal Pokémon would change Hoenn, and the world, forever. Given the immense Rocket operation on the surface of the former Meteno 99943, it was likely they had access to Terastal Pokémon of their own. This was sure to escalate the conflict between League and Rocket to impossibly high levels.
That was not the only thing the removal of the barrier let into Hoenn, though. For four and a half months, Hoenn had been shielded from severe weather by the barrier. And what a place for Mother Nature to target than the very base of the Meteno operation, Ever Grande City. A mere week after the success of the Meteno operation, a strong Category 4 hurricane crashed into south Ever Grande City, completely leveling the coastline and flooding the near-beach districts with deadly storm surge. Senior Ranger Devlin received an urgent email from Ranger HQ:

Hurricane Yellen made landfall over Ever Grande City as a very strong Category 4. While just a few km/h short of the Category 5 storm it was initially forecast to be, it still wreaked unfathomable devastation on the Pokémon League archipelago. The Pokémon League HQ and Elite Four headquarters were largely spared, but the coastline to the south suffered nearly total destruction. Reported fatalities are in the hundreds, and hospitals are overwhelmed with the wounded. While the vast majority of residents fled north, there are always stubborn residents that thought they could ride out the storm.
Your mission is to provide field support for a large team of Senior Rangers and Cadets, as well as engage in search-and-rescue operations yourself, as needed. Your objectives are as follows.
A) Ensure Rangers are deployed efficiently to cover as much ground as quickly as possible, minimizing further casualties in the wake of Hurricane Yellen. B) Ensure the efficient distribution of resources paramedics and other Rangers need to lift victims from under rubble, perform triage, and get victims to the nearest available medical facility. C) Ensure the safety of Rangers and other League personnel. While Yellen's eye has passed out to sea, her outer bands are still dangerous, with sustained winds around 60 km/h. This is more than enough to sweep small Pokémon off their feet. D) Aid in the rescue effort yourself when available.
Senior Ranger Devlin, you have proven over the fleeting months that you are an expert--no, a master--at small-scale search-and-rescues. This is why we are trusting you with such a pivotal position on relief for one of the worst natural disasters to befall Ever Grande City in recent history. This is expected to be a multi-day operation. Pace yourself, and stay safe out there. We don't need any more victims than we already have. Show your Ranger Captain continued exemplary performance in such a high stress situation, and there will not be a Ranger on the squad that doesn't think you deserve a blue uniform and the title of Elite Ranger.

Not only was Josh going to be on the relief team for one of the largest natural disasters in recent Hoennian history, but he was going to be a supervisor. Furthermore, most of his Pokémon good at rescue operations were Fire-types and Electric-types, neither of which would be useful in rescuing victims from floodwaters. As much as he wanted to use some of his newer Pokémon that would arguably be more helpful, he needed a team he could rely on. After selecting his Pokémon for the mission, he sent an urgent text to Laurence Anderson . "I'll be at Ever Grande shortly, at the previously agreed coordinates. I'll be on my Salamence. Reply when you see me."
