once annalise had licked her wounds after the battle at mt. pyre, she sets out to scope out the place that the public has started to call the silent icelands. it's a fitting name, she realizes, as her altaria touches down and lets her dismount. the snow gives way beneath her boots, but the crunch is swallowed up into the oppressive silence of the area.
[break][break]"weird," she says, voice uncomfortably loud in her ears, just so she can listen to anything else besides the nothingness. [break][break]it doesn't take her long to start finding the pokemon that had been trapped here. some of the ones she comes across are frozen mid-escape, the panic in their faces immortalized in ice. [break][break]a chill travels down her spine, but not from cold. [break][break]

the sound of fernando’s dismay is lost among the sculptures. no matter how many he comes across, none show any signs of wear. he doesn’t dare tamper with them, wary from luka chêne’s warning, but his concern is less than altruistic. for the pokemon caught by this tragedy mean little to him. being able to prevent this in the future is his main priority.

when he circles around his own frozen mimikyu, his eyes linger on the only thing not drenched in soul-crushing white.

“and this was just a fraction of the beast’s power,” is his way of announcing his presence.

FERNANDO SILPH 's voice breaks the stifling silence. annalise, preoccupied with inspecting one of the frozen pokemon, stirs to attention with a jolt of her shoulders. she turns to look at him, but her usual cheeriness is absent. instead, she just looks tense, brows furrowed with concern. [break][break]
"i can't even imagine."

the words cloud from her lips as they meet cold air. she'd read some of the reports as they'd come in, each one as surreal-sounding as the last. even now, looking beyond the stretch of ice, it's hard for her to wrap her head around how big the kyurem he saw really is. she looks back at him, hesitates, then speaks:

the question, intended to be rhetorical, settles against the grains of ice and snow. just like all life found here, the lack of heat brings it to an unnatural slow. dying as it succumbs to stillborne desolation.

“no,” fernando surmises. but his answer does rely on hope or well wishes. it sits on a throne of historical pessimism.

“someone will bring it back. intentional or not.”

the question is answer enough. she can feel that familiar sinking feeling in her chest that precipitates bad news. someone will bring it back to hoenn, he thinks, and she can't find fault in that theory. [break][break]

annalise can't imagine a threat larger than kyurem, but she couldn't imagine a threat larger than the meteor a couple weeks ago, either.

which, despite how natural it should be, bodes well. for not all will blindly rise to the occasion. some will fear. others will falter. to say that she must is an ambition that will often fall short. but it is determination that builds success. for his own hyperbolic reputation grows from his success and casts overbearing shadows over his repeated failures.

“but you do not have to do much. just a little each day and do better the next.”

his encouragement looks to mold the one ranger unblemished by outstanding infamy. this one is a blank state, from what he’s read. primed to become something more. the next Razz Kingsman if he’s lucky.

“the title of HEAD RANGER is a high one. believe in your rangers where anderson and game did not. and should they lose your trust, steer them in the right direction.”

his eye meets hers.

“for the rangers do not need a scientist. they need a leader. one that stands behind them and will bring them up.”

annalise is still new to leadership, promoted to captain in august and then thrust into her head ranger position in september, so earning the approval of someone far more experienced than her feels nice, even if her answer wasn't a bid for it.[break][break]
she takes in FERNANDO SILPH 's advice like a sponge and tries not to feel disappointed when he tempers her eagerness to deal with the rifts with a pragmatic shift toward her actual, tangible head ranger duties. it's only at the mention of the other head rangers that a look that says what do you mean? flashes in her eyes, as fleeting as the slight furrow of her brow. [break][break]
"you're right," she agrees once his words finally settle against the ice. "and i'm going to do my absolute best to be that person for them. there's so many amazing, passionate rangers on hoenn and i think they could, like, do so much good for the region with a little guidance."

her answer makes it seem like she's set his earlier comment aside, brushed it off like it never struck a chord with her in the first place. but it needles in the back of her mind, ever present even as she speaks. eventually, she feels compelled to ask: [break][break]
"also, um, if you don't mind me asking — what did you mean earlier?"

a beat. she clarifies.

he steps forward to bask in her promise. practice his balance against the undeniable landscape that threatens to give in to his weight. the mantle of hoenn’s upper echelon is a lofty burden. not many can resist. those who say otherwise always crumble with time. it’s only a measure of how long one lasts.

when she asks for him to compound on his earlier remark, he does not look back to meet her. instead, he steps forward once more, dead set on hoenn’s horizon.

“before operation METENO, many of us met to plan how to best tackle the operation. during that discussion, ranger game did not believe the rangers were capable of performing without the assistance of legendary pokemon. likewise, anderson echoed these sentiments.”

fernando clicks his tongue in disgust.

“granted, this has not been the first time anderson has expressed his doubts in his rangers despite what he may say. perhaps, his method of negotiating and looking out for you is to put down your capabilities and instill doubt?”

FERNANDO SILPH stares off across the icy wasteland as he answers her question. for better or for worse, she listens, internalizes, reexamines her prior interactions with Laurence Anderson beneath this new lens. she already knew that her fellow head ranger doesn't seem to like dahlia goode very much, but this is all new to her.

it disappoints her, but she's not going to disparage either of them in front of their councilman. they're all rangers, all working towards a common goal — doubts or no.

but if that doesn't work — she isn't sure what she'd do to remedy the situation. stomach his pessimism at aqua meetings so long as he's capable and keeps it out of earshot of the other rangers? maintaining the status quo doesn't sit well with her. [break][break]

no matter how long the winter expanse reaches, the sun still shines through. it looms in the horizon. out of reach, unable to do little more than tickle them in its warmth. but that too is enough against the frigid nips of cold and ice.

“and the burden i now place on your shoulders.”

when he turns to face her, a good portion of his expression is masked by the vapor of his breath. the slim haze makes it hard to read his features. the only thing that pierces through is the one eye he has left.

the one who saw the potential in Razz Kingsman.

the one that looks at her now.

“i expect great things from you head ranger henderson. i look forward to your accomplishments.”
