Frank drove his truck through the back streets of Slateport City's lower district, heading toward a shop specializing in traditional medicine. But while the front portrayed a proper storefront, the back rooms provided ample space for the shop's true purpose: as a dropoff point for Team Rocket's extensive smuggling operation. [break][break]

Neither was it his truck, in truth. The crime syndicate owned the vehicle. He was only borrowing it for the drive to deliver illicit goods. Afterward, he had instructions to drop it off at a specific storage unit in Mauville. [break][break]

Upon reaching the shop, Frank parked behind it and cut the engine. After stepping out and confirming that the alleyway was empty, he released his Bronzong from a Pokéball and knocked on the back door. [break][break]

"Same-day delivery for a special customer," he said in a low voice, speaking the passphrase to the person who was supposed to let him in.

Cillian leans against the wall of the back room, cigarette in one hand and phone in the other. He watches the blip belonging to the truck draw ever closer to the drop-point; they had a tracker on the vehicle, of course. Both to ensure any middle-men didn't make off with 'company assets' and to ensure a smooth, swift transaction.[break][break]

This wasn't Cil's usual job. Though the reports from their smuggling ops might sometimes cross his desk should they include pertinent information, it was more the department of Admin howard slayte. Even then, this was grunt work. He wasn't here because of the job.[break][break]

He was here for Frank Caffey.[break][break]

The knock sounds, and a familiar voice speaks the phrase Cillian has been told to expect. Frank would find the door opened to a gun pointed at his chest, lowered and holstered upon the reassurance that he'd come alone.[break][break]

"Thought you were staying clean." Cillian exhales, smoke and MIASMA mingling in his breath. The cigarette he'd dropped to pull his weapon is crushed beneath his boot. Then he smirks. "Couldn't resist?"[break][break]

It was worse than that, Cillian knew. Couldn't refuse. Not with his company going under.

Cillian Quinn's face was the last one Frank expected to see on the other side of that door. His heart jumped into his throat as soon as he saw the gun. For a split second, Frank was sure has going to die. [break][break]

Then the gun vanished into its holster and a knowing smirk graced Cillian's face. [break][break]

"An unfortunate series of events led me here," Frank said, not wishing to get into the very long story of his exact circumstances. "What are you doing here, Cillian?" [break][break]

Naturally, he knew of the other man's association with Team Rocket, but Cillian had never shown up for smuggling jobs before. Frank had always only worked directly with hazel albrecht or one of his close associates. [break][break]

Wasn't Cillian some terrorist bigshot?

Knowing enough about those unfortunate circumstances to have led him here, Cillian doesn't press Frank Caffey for further information. Perhaps that was an answer all on its own, though he replies with a cheeky, "Talking to you."[break][break]

It's not entirely in jest, however. That was why he'd come.[break][break]

The back office is stacked with merchandise yet to be redirected to Rocket's various hideouts, and Cillian takes a seat on a sealed crate.[break][break]

"You know we pay our contractors less than our," he smirks, "employees." There'd hardly be an incentive to join, otherwise, because it was common knowledge that you couldn't leave once you did.[break][break]

He lets Frank work out for himself where this is going.

So Frank's hunch had been right. Cillian was not there to assist with the operation at all, but to offer Frank a place among Team Rocket's ranks. [break][break]

Part of him had been dreading this moment, wondering when it would come. Along with it came the guilt of continuing down a path he knew DAMIEN RUSSO would disapprove of—though Frank had often done things that disappointed the younger man. [break][break]

Yet another part of Frank was thrilled at the promised risk of greater crimes. The adrenaline and the payoff. [break][break]

"I was wondering if that offer would ever come," he said to Cillian, leaning against the wall nearby. "It's true that I need the money, but I don't know if the risk of joining your group is really worth it. You know my history, Cillian." His time behind bars, he meant. [break][break]

While the men talked, Frank's Bronzong proceeded to unload the truck, using its psychic powers to carry the smuggled merchandise into the back room.

A glance is spared for his discarded cigarette before Cillian lights another, plumes of black smoke drifting from his lips.[break][break]

"I do," the underboss affirms. "And I know you."[break][break]

They'd become fast friends, bonding through their love of expensive habits and adrenaline high. It had started as nothing more than a job, for Cillian, but he'd come to genuinely enjoy Frank's company. Yet that wouldn't stop him from playing the anglerfish, luring his prey into the deep.[break][break]

"You don't want to be stuck scraping by with this small-time shit." Cillian gestures vaguely at the stacked crates. "You want to live."[break][break]

He's done his best to show Frank the life he might lead at the top; a dream few in Rocket would achieve, but a temptation nevertheless.[break][break]

"You're risking your freedom for pennies when you could be making pounds."

Cillian had a point. Frank had been miserable for months, unable to live at the level of luxury he wanted. Forced to budget and save whatever he earned through smuggling, he'd return to his origins among the middle class. And he hated it. [break][break]

Still, there was one place Frank could not return to. [break][break]

"And prison, Cillian?" he asked, a somberness entering his expression that was not usually there. "I can't go back. Not again."

Though you wouldn't know it to look at him now, Cillian knew the pain of living paycheck-to-paycheck. Only it hadn't been a paycheck, subject to legal limits and expectations, but meagre funding offered to him only when the criminals he worked for figured he'd earned it. Withholding pay had been an effective punishment to curb his anger and rebellion. He'd learned to cherish every penny.[break][break]

He'd hated every fucking second of it, too.[break][break]

He knows, in offering this forbidden fruit to Frank, that he's snaring his friend with the same noose that had once cinched tight about his neck. He knows, and he does it anyway, for the glory of Team Rocket.[break][break]

"And you think they won't toss you in prison if they catch you running our supplies?" He gestures to the Claydol levitating goods neatly into place. "Who's gonna bust you out if they do?"[break][break]

DAMIEN RUSSO comes to mind; his fondness for Frank was clear. Cillian imagines Russo will despise him for this.[break][break]

"Think I haven't had a few close calls?" He remembers sharing a cell with Tempest Quinn when they'd barely known each other, shaking in fear of what would happen to him when Rocket came calling. He doesn't share this memory, says only, "You've seen the news about me, I'm sure." It could come across as arrogant, but Cillian knows the level of infamy he's attained in the region. "Half the region wants me dead, never mind jail time."[break][break]

Yet here he was, pitching a prison masquerading as paradise.[break][break]

"Rocket's got my back. We would have yours, too."[break][break]

"Well, no, it's just—" Frank started, before abruptly stopping himself. [break][break]

Just what? Did he truly think he could get away with this half-baked crime because it wasn't fully committing to the terrorist organization DAMIEN RUSSO hated working for? Did he think he could avoid staining his hands in this way? [break][break]

Frank sighed, his body slumping with the reluctant release of tension. "You can't blame a man for being nervous, can you?" he said, cracking a lopsided grin. [break][break]

"I mean, you're Team Rocket. You're the real deal. If I join you, there's no turning back. If I remain solo, then I can bail if things get hairy." And he'd heard the rumors of what happened to people when they fled from Team Rocket. [break][break]

Frank put up his hands in surrender before Cillian could reiterate himself. "But you're right, you're right. What's that phrase? Something about being stronger together?" He dropped one hand while the other rubbed the back of his neck. "It'd be stupid to keep doing this without a safety net, huh?" [break][break]

He could feel himself at the brink of agreeing. A final nudge, a friendly reassurance that everything would be all right, was all he needed before he caved.

He offers a rare smile when Frank sags under the weight of such pressure.[break][break]

"I can't," he affirms. "I don't."[break][break]

He had to play this carefully. Offer enough sympathy and warmth to be reassuring, yet continue to preach Rocket as the only real option. He nods as Frank mulls over the trap he's walking into; denial of such things would only raise suspicion.[break][break]

"Exactly. We'll be that safety net. And if anyone in the League tries giving you a hard time, you've got my number."[break][break]

Frank was one of the few to have Cillian's personal cell phone.

Frank had heard that sentiment before, though not with those exact words. When he'd worked as a stockbroker, his old bosses had reassured him in a similar way after inviting him to participate in lucrative and illicit activities. [break][break]

Their confidence and camaraderie had lured him into their trap back then in the same way Cillian's did now. [break][break]

Frank let out a shaky breath. Anxiety clung to him with desperate fingers as the familiar, delicious rush of taking a huge risk swept through him. [break][break]

"Okay then," he said, his smile both nervous and exhilarated. "I'm in. What happens next?"

Cillian grins at Frank when he caves under the pressure, clapping him on the back as if they were celebrating their favourite gym challenger.[break][break]

"Well, I'm an underboss, so there's no need to move things up the chain for further approval." He says it casually, as if it were no big deal. "So, yeah, you're in. I figure you can work finance for us. Won't be too different from what you're used to. Cooking books, playing with numbers. Do good enough at your job, they won't risk you on the battlefields and all."[break][break]

They had the Beasts to fight for them, and people like Cillian who breathed and bled war.[break][break]

"You're free to stick your fingers in as many of Rocket's pies as you want, though. More work you do, more you get paid, y'know?"

Confirmation that he could avoid fights was all Frank needed to hear to feel relieved. Safe, even, as if such a thing existed within a crime syndicate. [break][break]

"Perfect. Yeah, I can do all that easily," he said, confidence swelling in him with every reassurance. [break][break]

The prospect of more pay if he worked in other fields at the same time prompted Frank to look around the back of the shop. Bronzong had finished emptying the truck of smuggled goods and hovered by the door, awaiting its trainer's next commands. [break][break]

"You know, this smuggling business isn't bad," Frank mused aloud to Cillian. "I like the people I work with, and even though there's always some downtime, there's always a little bit of thrill, too."

The sharp edges of a predator are concealed by the ease of Cillian's smile, softening the angles of his features.[break][break]

"Knew you could. That's why I'm asking you, and not one of our grunts. You pick the right man for the job if you want it done well, and all."[break][break]

Boost his ego, his confidence, his certainty in the decision. It's not set in stone yet. What they've set down is only in words. It's once Cillian's filed the paperwork that Frank Caffey's fate is sealed. But Cil doesn't tell him that, doesn't let him know that he can still change his mind. He has already soothed the lamb; now comes the time to lead it to slaughter.[break][break]

"Smuggling's good business for us, with Sootopolis being so remote. Need lots of supplies coming in. No risk of that cash cow drying up."

The right man for the job. That's right. Frank was absolutely the right man for anything related to finances. His company in Hoenn hadn't gone under because of his business acumen, but because of the fickle nature of a harsh, uncompromising field. [break][break]

"So if you have all the approval covered, what should I be doing?" he asked Cillian. "Besides continuing to smuggle stuff, I mean. Should I move to Sootopolis? Would that help?" [break][break]

Frank had a vague idea that not all members of Team Rocket did Rocket work full-time. DAMIEN RUSSO worked at a bar, for example. [break][break]

But what could Frank do? His business ventures had all been financial. He was highly skilled in that career, but not in much else.
