It is rare that he was allowed the Commissioner's ear. Most of his communications with dahlia goode were specifically through PENELOPE LIVY . Any concerns or suggestions, any feedback at all, he turned over to Penelope and moved on with his day. The Commissioner, after all, was very busy. Penny allowing him to become director of PROJECT SAPPHIRE lent some relevance to his name, sure. But he would take this opportunity to bring up things Penny couldn't. Or wouldn't. [break][break]

So he takes all his notes, carefully sectioned off, and gives himself one last good look in the office mirror. His hair, typically in loose waves is now tied tightly into a high ponytail, flyways gelled down. His business casual shirt and slacks traded out for a formal three piece suit. [break][break]

Penelope isn't in her office when he takes off to see the Commissioner, and so goes her last chance for a warning. He steps into the waiting area, declaring himself to the secretary before being given a quick nod to proceed. He steadied himself, back straight and and mind resolved. He knocked twice on Dahlia's door before entering when told to. "Good Morning Commissioner Goode." he said, automatically showing his hand to present her beloved Stoutland a dog biscuit as he settled into one of her chairs. [break][break]

"Thank you for accommodating me in your busy schedule. I will aim to go through my briefs quickly." he said. He didn't introduce the point, having sent up a document with a general overview of what his meeting would be about. "First, PROJECT SAPPHIRE's rework is progressing smoothly. I have been able to expedite the study of a few shard holders and avatars. Now I leave it up to Eva Morales and illeana reyes to synthesis their results for you." he said. "Recruitment is still at an upswing, I'm hoping to bring volunteer efforts to a sustainable number and avoid decline while we still have time." he takes a pause to let Dahlia ask her questions if she has any before he prepared to move to the next topic.

"Councilwoman freya morningstar has already sent in samples of her own and will be visiting shortly for full analysis." he said as the Commissioner brought up Kyogre. It stood to reason they may need to prepare for a Rayquaza incident to tie up the Weather Trio. One could only hope not, with careful attention on the current Avatar. [break][break]

He pause, inhaling in surprise before nodding at the woman. "That's good new Commissioner. I will strive to help provide further results for you and the Council." he said. It's not a budget increase, not that he thought they needed it. They'd stopped the dissolution of the program entirely and managed to redirect it to accomplish actual results. It could lose the perception of frivolity at least. [break][break]

"While we're on the subject of Rayquaza, I've made progress with the most of the League's Avatars. Unfortunately, there are a few of them Avatars, as well as shard holders, and legendary companions that have refused analysis." he said, frowning as he took how something from his notes. "While the primary concern is the legendary influence, similar to MATIAS SILPH , I also worry about the DRK Triad targeting them as well."

"Ever since the excursions back in May, they've become emboldened in their incursions to our world. I wouldn't be surprised if they were actively operating elsewhere in Hoenn, but I have no basis of fact to back that up." And as such, he moved on. He could speculate with Gunner Graves or PENELOPE LIVY . Dahlia's time was far more valuable. It deserved the facts alone. [break][break]

He began with his concerns. "Unfortunately, we've been unable to make progress on the RED CHAIN project. illeana reyes wanted to attempt rebuilding the Azelf's fractured gem, but after discussions with Hideo Kino , the Lake Trio is unwilling to appear for assistance. We're waiting to see if Hideo will come for an appointment, however, I fear Uxie is willing after my discussion with it. A viable way to sustain Necrozma must be found elsewhere." He ticks something off in his notes as he glances down before continuing. [break][break]

"On that note, Ms. Yuina Higashi as well, has declined appointment with Celebi indefinitely. In her words she wanted to 'understand more about it before considering SAPPHIRE again'. Finally, Councilwoman PENELOPE LIVY as well has declined initial counseling citing scheduling conflicts. And I worry about her mental state the most due to her bond with a Ruin Beast." he is unable to keep stoic expression from shifting into something more somber. [break][break]

"While I believe Councilwoman Livy and Hideo will be fine due to security measures put in place by the League, I worry Yuina's safety will be compromised as a civilian and recommend some vigilance for the developing Rocket and DRK Triad threat." Now to the more positive news. [break][break]

"MATIAS SILPH seems to be doing far better, mentally, after PRIMEVAL. He's cooperative in his checks. Likewise many of AQUA are cooperating with SAPPHIRE's studies as well. Former avatar Councilman FERNANDO SILPH is filling a necessary gap on the after effects of infinity energy on the body." He pulled a small folder out and handed it over to Dahlia which contained the next subject of discussion. [break][break]

"Councilwoman freya morningstar sent me samples of the scales that'd fallen off after her sync with Rayquaza. Thorough study with Matias’ samples show they hold a significantly higher amount of energy within. Mainly PRIMAL, and the signatures lasted far longer than regular Avatar blood samples." he frowned. "The synergy of her body with PRIMAL and INFINITY is unique, as well as her transformation. We've theorized it's due to latent draconid bloodlines as they were said to be the original wielders of MEGA EVOLUTION. Still, I’m unsure if something similar won’t happen with Matias or Kyogre’s own avatar, should they pick a new one."

"thank you, deputy paxton." so many names, so many influences beyond the pokemon pale. each anecdote is noted, dog-eared by a nod and quiet hum. "ensuring the vulnerable are protected is our utmost priority. rocket nor the drk triad must never get their hands on yuina or hideo."[break][break]

of the primal energies, of draconid blood, the commissioner is throttled with more questions. science takes time, but medicine stretches it. as the understanding of these new phenomena struggles to leave infancy, will discoveries arrive too late?[break][break]

"i still worry about avatarship as a whole." dahlia says. "everything we're experiencing in this era... has never been so interwoven or interlocked. these combinations of phenomena are brand new, like we're a primordial soup being boiled."

He nodded in acknowledgement. "Me and Agent Gunner Graves can develop a surveillance plan for Councilwoman PENELOPE LIVY to share with you by the end of the week." he assured her. She seems to, more or less, approve of tighter security around the pair. And with Commissioner approval it would be easier for the Councilwoman to activate HBIC's surveillance power. [break][break]

She moves on to the problem of the avatar and this is where Paxton doesn't have many answers quite yet. "AQUA is behind on their knowledge, but now SAPPHIRE has a baseline of almost all its agents, and we are tracking those exposed to Legendaries constantly as well for changes." Everyone studied now had a baseline. A level 0. And as the days, months, even years continue in this hellscape as something between human and god-like, the League would at least be able to detect something deteriorating or changing. [break][break]

He just hoped he wasn't right. Just because they hadn't seen anything, didn't mean it didn't exist. "Hoenn becoming a nexus of energy phenomena may be detrimental to the people most often exposed to it. It may not. Either way, we continue developing ways to help an Avatar handle those energy spikes." Much like how freya morningstar 's transformation had been used to gauge her new evolution, as well as methods to clean her of her excess infinity energy with Eva Morales 's guidance. [break][break]

"SAPPHIRE can’t prevent or kick start an avatarship, but it can help stabilize those who may crack under its weight.” That's why it was so heavily focused on recovery, mental wellness, and stability. If they ran their very best into the ground, then what? That went doubly so for every person that put their life on the line for Hoenn. “We have foundational data now, Commissioner. Reactive as we are still, it can be used to develop more proactive measures. Professor Eva Morales and Professor illeana reyes are already working towards that end.” While juggling all their other projects.

the commissioner takes in all of paxton's formal musings. his intel constructed and dictated by the utmost professionalism and rigidity of duty. however, it is his passion that excites her. his eagerness to help is an ever-giving second, third, fourth wind.[break][break]

by the end, dahlia can not help but feel inspired.[break][break]

"that is exactly why i wanted the aqua initiative in the first place." a lie in part. a truth in another. "to protect those who are suddenly bestowed the insurmountable weight of the unknown. people do not need to shoulder these burdensome blessings alone. no. and the people deserve to be safe from those who misuse them."[break][break]

He almost loses hisnplace on his update brief, straying a bit to reassure the Commissioner that they had somewhat of a way forward. Science was based on trial and error after all. But it's well worth it to maintain the woman's confidence AQUA. PENELOPE LIVY had trusted him with the project, and he'd make sure to refine it and perfect it. If everything, everywhere was chaos, maybe he could define this one variable. They relied so much on their avatars, even as known anomalies that may be pushing their world to ruin. Maybe there's a limit to it. “Speaking of safety-” [break][break]

Paxton is about to go over the Freya report next, when Dahlia touches him and he's immediately silenced. He blinked slowly, taking in the praise from the Commissioner of the region. His breath stopped for a moment before smiled, a little bashful. “Anything to best help you protect the region.” He said, half polite rebuff and half agreement. Paxton nodded to make himself clear before adding quickly after, “I'd love to help.” [break][break]

Because at the end of the day, what else was there for him? The occasional battle against Rocket fueled his grudge, his hatred, but when it was all over? He was fine reliving it, rewriting the sins of the past. But then he thought of people like annalise henderson , Elise Calcifet , and most of all Genevieve Cromwell . The toll the enemy took on Hoenn wasn't just bodies piling up. It's a slow poison that corrodes. And while he's ok with his own rusted pockmarks, he wished better for the people he mentored.
