In the days following the battles of Petalburg and Sootopolis, Zev traveled frequently between the two cities to assess damages, recalculate Team Rocket's assets, and field reports from various operatives. THEO BECKETT was the first to find him in his office, sifting through the mountain of new information. [break][break]

Zev suppressed a frustrated sigh. Glancing up from his laptop, he said, "Petalburg is a mess. Regirock's appearance was not something we could have prepared for, and it tore up the city. Reconstruction efforts there will take a lot of time." [break][break]

He was fine with howard slayte seizing the titan on their organization's behalf, but the death of Elisabeth Fiorelli had been unnecessary. [break][break]

"The compromise over Sootopolis is better for us than the League. We can continue to poison the civilian population against the League through propaganda tactics, especially rebuilding efforts and the memory of Kyogre's rampage." [break][break]

There was nothing to say about Mossdeep. Though the crime syndicate had fought hard there, their effort meant nothing when they had no victory to show for it.

How rare for Theo to agree with Zev. The general took it as a good sign of the other man's pragmatism. During wartime, armies suffered significantly if their leaders pitted themselves against each other. [break][break]

"Slayte was out of line," Zev said when Theo brought up the admin. "Hierarchy exists for a reason. Slayte can have whatever opinion he likes, but if Fiorelli disobeyed a direct order like he claims, then punishment comes from the top, never from below." [break][break]

howard slayte had embarrassed himself enough in the past few months. He was useful, however, and two titans in his pocket meant Team Rocket was not going to let him go so easily. If anything, they would sink their claws into him more deeply. [break][break]

Zev glanced at Theo, curious if the underboss agreed. After all, if an admin could kill one underboss, what was stopping him from killing another? "What do you think?"

Zev suppressed a grimace. "Regirock and Regice are important weapons for the frontline, but that does not grant Slayte the liberty to helm an assault. We can put him in the vanguard, but the command still comes from us." [break][break]

If Zev's judgment of Theo was correct, then the underboss was a man who preferred a tight leash on his subordinates, even if the leash was not one they could perceive. Theo would not let a mere admin like Howard run so freely. [break][break]

"From Petalburg, Oldale and Rustboro are the most logical next steps for conquering the region," the general said, turning the topic to more important matters. [break][break]

Standing, he moved around his desk to the large machine in the center of his office. The press of a few buttons summoned a projected map of Hoenn, with Petalburg highlighted in purple as Team Rocket's newest territory. The nearest towns of Oldale and Petalburg, on the other hand, were colored green. [break][break]

"We should push up the routes to expand our territory until we're at each town's doorstep. But we need to move quickly to keep them from reinforcing their defenses."

Zev weighed the options of razing Oldale or keeping it intact. Though the small town produced a lot of crops that fed the region, the Silent Icelands had caused a significant dent in its production capacity. Now, with the Giant Chasm and Area Zero so close to Oldale, even fewer civilians traveled in that direction. [break][break]

"I agree. Raze it," Zev said. It was what Team Rocket used to do in Kanto. [break][break]

His thoughts turned to the best agents for such an operation. "We can send a fleet of Genesect; their performance at Petalburg proved we can use successfully for other, similar maneuvers. I can let oscar clayton and priam conrad know to prepare for an incursion." [break][break]

It did not occur to Zev that Theo might disagree with the proposal. The general tapped a few more buttons on the projector, adding a note above the depiction of Oldale. Several symbols of Genesect appeared above it.
