They call this victory. Regirock near destroyed this place, and Rocket will call itself lord of the rubble. Those that survive rebuild. Those that conquered reap the fruits of their conquest. Some parts of the city, those that have yet to have power restored, seem some vivid picture from a post-apocalypse rather than the modern world.[break]
A samurai walks among the rubble. Four pokeballs, a towering stone Arcaanine, and a sword are all the protection he has. They’re all the protection he needs. Kanto’s Rockets look at him and return to their dark business, their macabre celebration. Amber eyes fall upon them, tilt away in disgust, and move on across shattered stone.[break]
He moves into the ruins of a bar. One of Rocket’s oldest dogs is in town, a man that by all rights should be marked for death. As the wind whispers of interesting news from Declan Walsh, it falls upon this dog to help restore order alongside howard slayte. He slides to the other side of the bar, pouring himself a finger of whiskey while Kagutsuchi, his old Arcanine, stands guard.[break]
“Thanks fer meetin’ me here. Admin Fox thinks the world of ya.” No flattery, just fact. “How the hell’d you keep these animals in check?”

Chu-e sticks out in the broken down bar. Thin as if he might break, sickly pale skin that reflects neon lights, dark circles under sharp blue eyes.[break][break]

He does not know Hitoshi Inoue through more than files and images, reports that slid across his desk for censoring. There is no pokemon lingering in his presence, only a Linoone hassling the bartender for treats. The knowledge alone of who he is keeps those at bay, usually. Those too young or stupid to remember his role as one of Kanto's champions will soon learn.[break][break]

In his hands is gripped a bottle of juice. Chu-e can't have alcohol anymore.[break][break]

"I sleep with him, so I would hope so." Chu-e says of howard slayte, letting his tongue curl around the words. He takes a long sip from his drink.[break][break]

"I killed them."[break][break]

Simple words. Simple suggestions. Simplicity is the solution, so says Occam. A gentle hmm accompanies the words. Hitoshi notices that supplies remain behind the bar. Old amber sits on the juice, huffs in the scent and smells no alcohol.[break]
“I like that.” Materials are put on top of the bar. Drink mixing is a ritual, one that has stayed with mankind since their olden days. His hands gently rise and fall, swirling and mixing together sugar into a daquiri that will not get a man drunk.[break]
“Puts fear in ‘em, yeah? Keeps ‘em in line.” The families back in Johto worked the same way. His blade had cowed a few men when he was allowed to move from Yumi’s shadow and kill.[break]
“He’s got good taste.” Coming from someone else, the words might be flirtatious. Hitoshi follows them up with words that quell such notions. “He’s too soft. Good that he keeps someone close who ain’t.”

"No."[break][break]

It's a gentle correction. There was a stark difference between Kanto and Hoenn. It was like trying to compare a Lion and a Tiger. Both cats, both vicious, but so different in how they operated.[break][break]

"Kanto's Rocket is full of mangy, filthy, disgusting animals who wear human skin. You need to cull them if you want to keep them in line."[break][break]

The words are harsh but there is no vitriol there. Chu-e speaks as if he is telling a red truth.[break][break]

But there is a lingering silence, as if suddenly bashful, at the appraisal of whatever is going on between himself and the Admin.[break][break]

"He is too soft. He needs people who can protect his heart."

"Yep." As if every word Chu-E has said can be summed up within that world. All the world, all its truth, is in that word. Chu-E speaks a language this man, who was once a dog, knows and knows very well. His eyes regard Chu-E, pushing the drink towards he who was once an Underboss.[break]
"I saw ya drinkin' that juice. Here. It's a virgin. No alcohol." It's a thing of beauty, this drink. Amateurish, but an excellent effort. The liquid inside is a distinct sapphire blue, like a potion in some old tale of wizards and valor.[break]
"They're the kinda people who only respect strength." That too is the truth. "Not the kinda people Mr. Fox should have to deal with. Let him polish rocks."[break]
A pause, followed by another question.[break]
"Messy and public, or just outta sight enough fer 'em to get the message but not point fingers?"

Chu-e accepts the drink. It swirls around in the glass, is ran under his nose for a quick sniff before he takes a small sip. It is good, or at least acceptable, as Chu-e then takes another, longer drink.[break][break]

"They don't respect strength, they fear it. They're cowards. It doesn't matter how strong you are- if they think for even a moment that you're soft, they will try and defy you. Any weakness they can sniff out they will try and exploit in any way."[break][break]

Chu-e remembers the ruby red splashes of blood on the ground. He remembers taking his pounds of flesh, quite literally, from dissenters. He remembers leaving the pair of hands and cubes of fresh meat where unlucky people like Cillian Quinn could see them. That is how Kanto was. That is how they would try and force it to be here, too.[break][break]

"They're too stupid for covert. Slice their throats for all to see. If declan walsh bows his head to unleashed animals instead of defending his own, he is as much a coward and unworthy of following.. We can't allow them to set their precedent in Hoenn."

"We would have been crushed underfoot like we were in Johto. Kanto was a fluke. We had the element of surprise and a lifetime of setting up corrupt politicians and others in power covertly. Kanto would never work in Hoenn, which Silas proved when died."[break][break]

Chu-e doesn't like to outright deny Hitoshi Inoue of his own answers and conclusions. But when it came to the past in Kanto, there are few as well versed in what it meant than Chu-e. He has the unique perspective of being a child killer, of being a monster raised from a teat of blood and pain. People like jayden cross had lived his life, but they had not raised to the high ranks that Chu-e had. It had not been on their whims that cities burned.[break][break]

Kanto was much different from Hoenn, no matter how the Kanto branch like to whined that they were inferior.[break][break]

Sitting his half finished drink down, Chu-e turns to properly face Hitoshi. He leans in, too close, and lowers his voice for only the other to hear. This close, Hitoshi would be able to smell the thick medicinal scent hidden poorly under cherry and lemon.[break][break]

"Never let them cow you. If they see it even once, they will push and push until they break you. Kill. Them."[break][break]

Chu-e looks directly in Hitoshi's eyes as he says it, intense and vivid. A flame burns inside him, stoked once again by the efforts of a one-eyed Admin who had refused to put him out of his misery. He lets his gaze linger with meaning before sitting back in his seat again.[break][break]

"Is there anything else you would like to ask me, Inoue?"

He does not pull away when Chu-E draws close. There is no allure, no human attraction. This newfound human simply stares, listening. His own breath smells of whiskey, of iron, of earthy smells in this earthy city. Beneath it all is a scent of blood, and he listens. He listens very well.[break]
“Hard n’ fast. No fear. Don’t let ‘em think yer a bitch.” He boils the sentiments down into his own words, but he takes the meaning – scrawls them into the thin-paged book of his mind. The note taken, he backs away. A sharp whistle calls Kagutsuchi to his side. The old one looks down upon he who once sat in the highest echelons of Rocket. One father to another, he presses to Chu-E for a moment and lets him feel the homely warmth of an Arcanine’s fur.[break]
“Nothin’ now, but I’ll prolly have more questions. There’s plenty of shit I wanna ask. Plenty of stuff needs t’be asked. This city’s gonna-”[break]
A man screams. Another one laughs. One of Kanto’s best pushes the man against a wall. He is just as Chu-E Choi described – an animal pretending to be a man. A blood-seeking sword flies free, flies true, flies well.[break]
An animal who will never know humanity’s head flies across the street, pangs against a wall on the other side. His fellows look to him like a frightful thing.[break]
“Get outta here.” Says the samurai with a beast’s growl. They trip over themselves to listen. “Stick ‘round in the city in case I got more questions. Keep Fox’s bed warm.”[break]
So this city’s unorthodox champion departs, ready to go keep the peace in howard slayte’s name.
