Pelipper's path was erratic as he zigzagged through the crowd. Keiko followed the disruption in the crowd like a parted sea, but before she could cut off his path, the bird barreled into a slowking. "Easy, easy," she placated as she came in close, but the wild slowking had decided forgiveness was for chumps. It headbutt Pelipper, who jerked backwards a few feet, his stolen snack yoinked out of his mouth and into the air by gravity.

Keiko tossed a pokeball at the slowking's back just to get it out of the picture for a moment. She hurried to Pelipper's side to check on him, just in time to see a quick-moving Chikorita. Pelipper saw him too and started thrashing beneath her hands, scrambling to get back to the sky. "Wh- stop freaking out!"

[attr="class","rosepost"]Keiko has no idea what intel will look like. She also has no idea how long she has before the building finishes descending into the sea or until a swarm of wild pokemon assault the building out of distress. There's a lot of variables and little information.[break][break]
"I think I'm making my way into the center," she relays into her radio as she takes a few more turns through the labyrinthine building. All the hallways look identical, but most of them are helpfully free of random pokemon.[break][break]
She enters a room with a dozen screens. The power's off, so she isn't sure what was originally displayed on them, but this looks like some sort of nerve center or HQ or something from those action moves she never cared for. "I believe I'm in the heart of the building. Not sure... still... what to look for." She communicated between shuffles of papers and thumbing through folders. The dossiers seemed to be focused on pokemon behaviorism and ocean movements or something. She saw sonar data but didn't know how to parse it.[break][break]saskia volosenkova [break]

Pelipper continued to finish up soaking the forest. Meanwhile, Togekiss had floated forward to bump the Togepi warmly. Keiko wanted to get out of here before people saw the scorched, wet area and assumed she was incompetent in an emergency. "Do you normally see a natural disaster and run straight into it, like, for fun?" It was a Ranger's responsibility to do that. She wasn't quite sure what to make of this guy.[break][break]Althus Rex [break]

Her eyes were saucers as she took in the scene. "Um. Well, that's one problem solved." She blinked at him owlishly until a raindrop fell on her face. She looked up to see that there was a drizzle. Oh, that could only mean one thing.[break][break]
"Thank you, Almighty Sinnoh," she breathed out. Pelipper flew above, its presence summoning a gentle rain. "Make it rain!" The bird used hydro pump over all of the visible fires. Keiko turned to guy and his Togepi, curious. "Are you a Ranger?" This wasn't her usual scene as a mail investigator, but she knew she was supposed to let the Rangers lead the effort based on jursidiction.[break][break]Althus Rex [break]03. This was her assistance? The guy and his Togepi were underwhelming to say the least. Without Pelipper, she was out of moves for putting out the raging fires except...[break][break]
"Metronome!" She cried out. Togekiss used metronome, generating a rock tomb over the Blaziken. Which was fan and dandy, except for the conflagration. "We need to get the fire out." She looked at the newcomer, his Togepi, and back at him, feeling a little despair. She turned her head towards the shore and whistled, hoping Pelipper would return.[break][break]Althus Rex [break]31. Use a pokemon to suppress fires.

She dashed in without second thought and didn't realize she was without Pelipper until she was facing down a rogue Blaziken setting the forest ablaze.[break][break]
"Uh, nice Blaziken," she cooed with placating hands. Blaziken responded with a jet of fire that she had to dive out the way of, landing on hot dirt. She pulled her radio immediately: "Please send support to the Northwest forest area. A loose Blaziken is setting it on fire! There's no -" but the radio shut off in her hands, perhaps overheating from the growing inferno around her.[break][break]
She released Togekiss onto the field as she scrambled back to her feet.[break][break]Althus Rex [break]15. Coordinate with other teams or local authorities.

Keiko came up for air holding a pokeball. It wasn't the kind of treasure she had been seeking, but it was good to de-pollute the waters. Hoenn deserved pretty beaches just like her home in Sinnoh. She shrunk the capsule and pocketed it. Then, she fixed her goggles on her face and dived underneath again. This time, she wanted a Clamperl.

"I'm fine," she urged Pelipper. The pokemon was unhappy to see how she had failed the trick the first time. She hadn't fallen into the water, but it had been a near thing. Still, he was being a worry wart. "I know what I did wrong. I can get it this time." Pelipper's expression demonstrated anything but faith in her. She attempted anyways.

It was her fault, ultimately, for letting Pelipper loose on the beach while so many people were indulging in the festivities. He had flown off immediately, probably to eat some unsuspecting person's funnel cake or dango. His sweet tooth knew no bounds. She cupped her mouth and called out, "Peli! Where are you!" But her voice was mostly lost in the ruckus of the crowd. Keiko sighed softly, wondering how long he would indulge in the treats before returning to her.

There was a shack down the hill. Surely, that was the address she was looking for. She stepped down the steep hill carefully, though her footfalls were more like running by the time she reached the bottom. She straightened herself out to look presentable before approaching the mailbox which she could see had the desired numbers painted on the side. She slotted the envelope inside and flipped the signalling plastic to let them know they'd received mail.

She turned to see something giant.

"Heya," she greeted informally at the large rock pokemon. It leaned down and huffed at her, which she took as an opportunity to rub under its chin. The Rhyperior kicked its foot against the ground a couple of times, pleased as punch. "Yeah, big guy? More where that came from."

[attr="class","rosepost"]Keiko offered a two finger salute at the woman's orders. "You got it, boss!" She turned to Togekiss and mounted the fairy type, the duo fluttering atop. The upper deck had some collapsed support beams and miscellaneous debris. Immediately, Keiko noticed a teenager underneath a wall that had crumbled like a flaky pastry.

"You're alright," she soothed. She and Togekiss got to moving the chunks of wall off of the individual, helping the teenager get up to her feet. Visibly, she just seemed to have a few cuts. It would bruise tomorrow for sure.

Keiko pulled her radio. "One free from the Northeast side of the upper deck. Going inside to find more."[break][break]annalise henderson [break]02. Locate and free any trapped individuals.

Thankfully, Lutgarde's Primarina acted quickly, forcing the Arcanine to concede a few steps back. Still, its fires had spread to the trees and tall grass; some was extinguished, but other parts of the conflagration raged on. Pelipper arrived just in time. His large beak was filled with water which he dumped over the tree nearest Keiko to protect her from the rising heat.[break][break]
"We're doing great!" Keiko cheered, optimistic. The Arcanine shook off the bubble attack as best as it could, but it was clearly weakened. It charged at Primarina with a bite.[break][break]Lutgarde Dijkstra [break]31. Use a pokemon to suppress fires.

"No time to waste." She gestured to the part of the building that faced the sea. "I'll approach from that far end if you want to start at the entrance that's closest to the shore."[break][break]
She raised an arm, which Pelipper took as an invitation. He left the remaining Tentacool and picked her up, transporting her to the other side of the institution.[break][break]
She lifted her radio to confirm to Saskia that she had entered ok, but she froze with it by her lips, holding her breath. In front of her was a large Crabrawler. Keiko closed her eyes to avoid giving it a sensation of being watched and prayed that it would keep going and not pick a fight. The last thing she needed was to get held up in battle when she had such an important task at hand.[break][break]
Thankfully, the crabrawler continued on his way. [break][break]saskia volosenkova [break]18. Utilize stealth tactics to avoid detection by threats.
