cait had scheduled a meeting with councilman silph for the sole purpose of requesting additional funding needed to strengthen her city's defenses. while the money allotted to mauville as a whole was adequate in amount, she was firm in the belief that a larger budget would ensure that security could more effectively replace gear that she considered to be terribly-aged and worryingly ineffective.

"i wanted to request advanced training programs to be set in place, too," she said. "there are bi-monthly classes, but it usually consists of a slide show and several videos of what not to do. its so bare bones and the material is so ridiculously dry that i nearly fell asleep when overseeing a class."

the young woman addressed her superior as they approached the nearest available elevator, the pair in the midst of making their way to his office. cait was primly dressed for her scheduled meeting with the silph, her hair tied back into a neat ponytail and her business casual attire reflecting her obvious desire to maintain a professional look.

"i - "

cait fell abruptly silent, her expression a combination of surprise and delight as the doors of the elevator slid open to reveal none other than stormy.

"stormy!"

cait rushed into the confined space of the vertical transportation unit, tittering softly as she moved to embrace the young woman.

"i haven't seen you in weeks! how are you?"

the meeting with cait had been foregone to make room for his battle with stormy. he hadn't expected the match to last long and stormy's little panic attack cut it much shorter then expected. it is cila who reminds him to meet up with mauville's gym leader and fernando leaves stormy to her own sniveling devices.

catching up with the gym leader hadn't been too hard. he makes it minutes before their scheduled time and greets her with a welcoming smile. after the basic pleasantries, cait is quick to move on to the purpose of her meeting. fernando matches her with timely nods, agreeing with her sentiment regardless of his own personal opinion.

"i can add that to the budget but this isn't a decision i can approve of by myself. if they can't find the funding for it then i can have silph co. step in and foot some of the bill. anything for the greater good, miss alfric."

fernando follows along until the elevator opens. figures it would be none other then bronwen. he shows no distaste at her appearance, not too surprised by her presence considering they were both battling earlier. the fact they know each other only complicates things. fernando remains silent, observing.

She had to pull herself together. She had to wash out the blood that stained her clothes, to press the fear from her head, to stand up for gods sake, and stop being such a child.[break][break]

Stormy had made a fool of herself, as was to be expected. She had recklessly stuck her nose in where it didn't belong and had been put in her place, brutally, by Fernando's hands. [break][break]

His Charizard was not the same beast she had met in Slateport, not the same beast she had reached out to. He was a slave to Fernando's wishes, a war machine. [break][break]

Fernando had left her in the dirt to clean herself up, he hadn't cared any more than he had a broken toy. He might have mentioned he had other business to attend to, but she hadn't been listening.[break][break]

About an hour before Cait embraced her in the elevator, she had been angrily scrubbing Rapidash's blood from her clothes. It wouldn't come out, and all she was doing was rubbing it in deeper and soaking her clothes.[break][break]

Tears fell from her cheeks as she fought to take control of her hyperventilating, severe panic-attack state of mind. [break][break]

When Cait saw the door closing and had sprinted in, calling out her name, she had willed the door to close faster. It didn't. For that brief moment, Cait didn't seem to see the tears that stained her cheeks in rivers of dried salt. She didn't see how weak she was.[break][break]

But Stormy saw Fernando, ever the ominous shadow, and she had sucked in a breath of surprise and sadness. Cait was dealing directly with Fernando.[break][break]

"stormy?"

cait pulled away, gently grasping the woman's shoulders as her gaze swept across her form. stormy appeared bedraggled and pale, her clothing wrinkled and damp in sections where red splotches were present.

"are you - are you bleeding?"

the doors slipped shut behind them, though cait paid them no mind as she hastily examined the young woman before her. her touch was gentle as she moved to peel away the layer of fabric to expose the flesh beneath. it didn't take cait long to realize that the woman hadn't been wounded, the crimson appearing faded as opposed to bright.

"did something happen?"

cait stared long and hard at stormy, her brows furrowed and her features pinched with concern. she moved to tentatively caress the ranger's face, noting the heavy bags beneath her eyes and the barely there remnants of tears that had clung to the flesh of her cheeks. her friend appeared vulnerable when she usually was so fierce - something very likely having dampened that beautiful spirit of hers.

"stormy? talk to me, baby."

the term of endearment was crooned out, the newly appointed gym leader trying her best to coax a response out of the ranger.

fernando is not one to meddle into the affair of others. he's perfectly content with letting them hash out the situation and having cait comfort her in his stead. however, letting stormy dictate the story, especially considering her perception, can prove disastrous to his image.

"she was in a fierce battle, not much different from the one we had with your granbull."

he downplays the battle because neither should be familiar with the others battle. stormy has no idea to what level he had dispatched the granbull and vice versa with stormy's rapidash.

"if you're still feeling unwell you should visit the infirmary."

fernando maintains his sense of professionalism. his tone is authoritative and nonchalant. he doesn't show the same outward concern that cait does but none of the hostility that stormy is used to.

Stormy is unfazed, appearing lost when Cait grasps her shoulders. She can't break eye contact with Fernando. She had left him in the arena while she dealt with her panic attack. He had been unforgiving.[break][break]

At the mention of her clothes, and when asked if she was bleeding, the woman looked down at herself as if to look. The words she wanted to say were lost on her tongue, and she sort of brushed Cait's hand away from her as she lifted her shirt to check for injury.[break][break]

"N-no. I'm not bleeding. It's.. not mine."[break][break]

The elevator immediately shunted a bit, dipping down as they proceeded to skyrocket up. She felt her balance slip, and she reached for the safety bar next to her for balance. She glanced up as the numbers steadily rose.[break][break]

She flinched a little when Cait's hand brushed her cheek. The affection was too much, an overload of senses. Stormy sighed, her breath coming out shaky just as Fernando interjected. Of course he would speak on her behalf. He thought her weak, and a child, likely to make up stories to put him in a bad light.[break][break]

"I was training with Apollo.. m-my Rapidash. His injuries are severe - I need to get to the infirmary."[break][break]

Her hands are trembling as she reaches out to press the 'H' button repeatedly on the elevator panel. There's a creak and moan, as if something is going horribly wrong with the elevator itself. Panic swells in her chest at the thought that all three of them may be stuck in here.[break][break]

"oh, damn it."

cait's focus snapped toward the flickering panel and the lights that had abruptly submerged them in darkness. she retrieved her phone from her pocket and flicked on the 'flashlight' feature, her features marred by a deep and worried frown.

"the panel's dead."

the elevator had stalled, which was unfortunate, seeing as stormy appeared to be in desperate need of medical services. while her companion was presently in stasis within the confines of his capsule, cait understood that the matter was still very much urgent.

'and something's definitely wrong.'

stormy's behavior proved worrisome and she couldn't help but glance in fernando's direction with a suspicious glimmer in her eye.

'i doubt i'd be able to help, though. and i don't think she wants to be bothered.'

being brushed away had caused a flicker of hurt to pass over the gym leader's features, but she turned her head away and schooled her features as she pressed the 'emergency' button. it'd indicate that something was wrong with the elevator to the local maintenance staff - which meant they'd eventually receive aid.

"i guess we'll just have to... wait."

an uncomfortable silence fell, with cait's gaze flitting between the two siblings. that urge to try to comfort stormy came again, but she resisted it, doubting the ranger would respond positively to her attempts.

the light dies and so does his hope of accomplishing anything in the foreseeable future. between the three of them, trying to brute force his way out of the elevator will prove too much a hassle - too destructive. silently, he curses his bad luck. fernando had brought his core team out to battle stormy and that meant turning away the ones he kept for utility purposes. the lack of TELEPORT gnaws at him. how regretful.

"they'll come soon."

fernando stands there, patient. their current predicament brings little worry to him. what's a few minutes.

"your rapidash should be fine. it doesn't need immediate treatment."

he states it to defuse her from panicking any further. the last thing he wants to hear is her worry escalate.

Crushing panic seems to weigh on her chest. Being stuck in close quarters wasn't a favorite past time of hers. She was much happier when she could see all around her, and of course, leave whenever she wanted.[break][break]

It appeared that that was completely out of the question as Cait brought out her cellphone. The woman's flashlight was bright and illuminated the worry that left creases in her friend's forehead. Her heart panged in guilt, realizing she was the reason behind those emotions.[break][break]

Cait pressed the emergency button, a red light coming on that blinked continuously. There was a faint blaring sound in the background that was likely the result of the elevator being broken.[break][break]

Her breathing was short and she was beginning to feel light-headed and faint. Everyone felt too close to her, their breath heavy in the air. She wanted out, she had to get out.[break][break]

"As if you know what my Pokemon need. Tch."[break][break]

She's snarky, but only because she's afraid, and stressed, and sweating profusely. This whole situation is uncomfortable. She just wanted to go.[break][break]

Stormy latches onto Cait's hand should she find it in the dark. She squeezes her hand apologetically, trying to make better her irritation from earlier. She often reacted badly when put under immense pressure.[break][break]

cait gently interlaced her fingers with stormy's, soothed by the physical contact. though she surmised that the female silph needed comfort far more than she did. it wasn't difficult to take notice to how the adopted siblings interacted with one another, fernando's matter-of-fact tone of voice doing little to ease stormy's worry. he had only managed to irritate her, her reaction to his choice of words reflecting this much.

"apollo," she interjected. "he was that handsome stallion i met the first time we did a mission together, right?"

she sought to change the subject, wanting to do her best to ease the tension and shift stormy's focus away from her brother. cait had no intention of taking sides within the confines of this dark elevator, after all. admittedly, she adored both, though stormy was thankfully ignorant of that fact.

"when he's better, i'd like to see him again," she said. "i was afraid to pet him the first time we met, so i'd love to give it another try. i hope that's alri - ?"

the elevator shifted, the movement abrupt and nearly causing the young woman to fall. there were voices - faint - but audible enough to be heard on the other side of their door now.

"i - i think they're gonna have us out of here pretty soon," she said, recovering from the scare as she blinked at stormy. "are you going to be alright going to the infirmary on your own? do you want me to come with you, stormy?"

perhaps offering her company was unprofessional, especially if it meant canceling her appointment with fernando. but she felt as though waiting another week or two for a chance to meet the man wouldn't hurt. and perhaps she could even rework her proposal to help increase the chances of the council voting in her favor.

fernando makes no further comment. he will not quibble with a child. saying anything further will only antagonize her - a scene he does not want to recreate in front of cait. so, he leaves them to their own devices. unbothered, he stands in the elevator with his hands clasped behind his back.

the elevator shifts and fernando brings his foot back down to steady himself in place. the mention of cait accompanying stormy to the infirmary is heard but not contested. he's fine with that. stopping her now will only drag his image, and her concern is understandable. they can always rearrange. there will be other chances.

Stormy releases a shaky breath as Cait's fingers entwine with her own. It's reassuring, like a safety net. She is thankful for the touch and the calmness it starts to bring.[break][break]

"Yes.. yes. I recently named him, he deserved a name."[break][break]

With her free hand she wipes at the dried tears on her face. She's no longer paying any mind to Fernando, because whenever she does she feels a squeeze of unease in her chest. He makes her sick.[break][break]

"That sounds fine, Cait. He'd love to see you again I'm sure."[break][break]

Whether or not Cait sees her smile in the dark is irrelevant, but she is.[break][break]

Stormy looks toward the door as the weight shifts. There are murmurs from behind the closed door. It seems that someone has arrived to help let them out. It's probably to be expected due to it being the League headquarters. They were diligent, they had to be.[break][break]

Cait's request to join her in the infirmary does not go unnoticed. Stormy gives the woman's hand a gentle squeeze before shaking her head.[break][break]

"No, no that's okay. I'm sure your meeting with Fernando is more important. You shouldn't keep him waiting."[break][break]

Stormy avoids making eye contact with the man, and instead tries to focus her energy on Cait.[break][break]

"alright. but if you need anything don't be afraid to call or text me. you already know i don't mind."

electricity began to return to the elevator and cait promptly switched off the light of her phone before pocketing it.

"tell me how apollo's doing, too," she reminded, and reluctantly released her hand.

the door conveniently opened to reveal a maintenance crew. they were all instructed to take leave of the elevator and were recommended to use the stairs instead.

"i guess we'll head this way, sir," cait said, turning her head to peer down the lengthy stretch of hallway that awaited them.

but before accompanying the man to the stair way, she'd offer one last affectionate smile to stormy as she bid her farewell.

"i'll see you soon."

once they had taken leave of the young woman's presence, cait decided against badgering the man about his relationship with his adopted sibling. it was terribly rude to pry, especially when it related to family matters.

"are you sure you have enough time left in the day to look over my spending bill, sir? it's a bit late in the afternoon and this may take a while."

she glanced at her smart watch and frowned at the time on display.

fernando follows their instructions because that's what they're meant to excel at. the irony that stormy does as well yet defies him is undoubtedly lost upon her. he ponders her lack of cognition for a moment before dropping it. there's no point wasting his time.

"whenever." he puts no pressure on cait to follow him. there's no rush. if she want to console the child for a bit longer then he'll allow it. cait is her own person and he cares little for keeping a strict time table.

they depart and fernando shows no change. he's indifferent as if it never happened. it's not hostility or hate, just a lack of any care. league head quarters is his place of work and he keeps to it.

"i won't turn down your request if that's what you're asking miss alfric. if you want to depart to look after your friend, i understand. you can be straight with me."

Fernando's attitude really is incredible. His tone has changed the condescending irritation he normally addresses her with, but even still there's a tone of disinterest. He's almost disrespectful in the way that he addresses Cait - or perhaps she is sensitive.[break][break]

Regardless, Stormy nods at Cait, smiling at her as the doors open and they are escorted out. The maintenance workers all huddle around the elevator after encouraging them to use the stairs.[break][break]

"I'll let you know how he's doing in a bit. Thank you."[break][break]

Stormy waves as they part ways, her gaze lingering on the back of Fernando's head with scrutiny and mild dislike. The infirmary is a couple flights below, so she begins to sprint for them, taking them a couple at a time to speed up her descent.[break][break]

"We'll show him who's weak, Apollo. We just need a little more time."[break][break]

She makes a vow as she enters the infirmary to hand over Apollo's pokeball. It's sad that the nurses and technicians aren't surprised to see the state he's in, as if this sort of incident happens frequently. The Pokemon league really did seem to be holding a fight club rather than a professional training arena.[break][break]
