Elisabeth had grown tired of fighting on the defensive.

Having been run ragged in her scuffle with Thomas Benoit and Andraste Breathnach, she didn't dare linger too long to rest, not again. Being caught unawares would prove more dangerous, she decided.

And what better defense was there than a powerful offense?

This time when her TOXAPEX released the familiar TOXIC SPIKES, they were scattered near the entrance into the town, aiming to actively attack passersby instead of circling around Elisabeth herself.

A trap placed this inconveniently was sure to hit someone, and given its location, the odds were high it would be someone in the League. After all, Rockets would be staying in the thick of the fray, hoping to distract as many Leaguers as possible from METENO.

But just in case they needed a little prompting...

Elisabeth released a second Pokeball, this time her GOODRA entering the field. The moment the silhouette of Elinor Anderson came into view, a POWER WHIP lashed out from the Dragon-type, seeking to drag the trainer's visible Pokemon into the pit of thorns that Elisabeth had built for them.

She crouched in the shadows, and waited.

With a heavy thud did the Hisuian Braviary land upon the battle-scarred ground. Breathe heaving for air after having flown about with its trainer upon its back. The group found some protection at the edge of the entrance out of view hopefully.

“Rest now.” Elinor gently whispered as she summoned her Gardevoir to help the bird. A gentle light-green shimmering energy bathed the Hisuian Braviary. Relieving it from the pain of Thunder-singed feathers and Dreepy-infested bite marks.

While the treatment was going on, the sound of continued battle nearby clawed at her ears. Death screams and people pleading for their life, like a discordant choir rang loud to her ears. Filling her with pain and misery. Her hand trembled, only for them to clutch into fists.

Why did have to be like this? Why do my people need to suffer for the folly of a few?

Anger welled up in her as she pondered the question. But she knew she would get no answer, only justified anger. And this anger needed someone to lash out on.

Luckily that would come soon enough.

Whips lashed out at the group. Having lowered their defenses for just a moment, neither was prepared for the assault. Gardevoir was caught and dragged along the ground. Elinor’s eyes went wide. Reacting before she could think, she flung herself at the whips trying with futile effort to stand fast against the powerful drag of the whips. Come hell, high water, or pain. She would not let them take Gardevoir.

Braviary had a more proactive reaction. With powerful flaps did it take to the sky and flew towards the Goodra. But just before it was about to attack, its KEEN EYES caught the sight of spikes between the Goodra, Elinor, and Gardevoir.

It wanted to attack but knew that in doing so it might just be putting its trainer in danger. With a loud screech did it announce its location hoping to perhaps draw some ire away from its friends. A blue swirling mist formed around its wings, and with a quick beat did it send the DEFOG against the spikes hopefully removing all of them from the field.

The Rocket admin scowled as her little trap was scattered about uselessly by the enemy Braviary's DEFOG. How irritating.

Although Elisabeth could be plenty irritating, too.

"It seems you're very attached to your Gardevoir," the masked woman said nonchalantly as she stepped out from the shadows. "By all means, then. Keep her."

A snap of her fingers, and her Goodra's POWER WHIP ceased, the inertia of the abrupt release of vines so strong it was likely to cause the Gardevoir and trainer both to stumble backwards and collapse upon the ground.

"POISON TAIL," Elisabeth commanded, and the Dragon-type's tail glimmered with violet slime, thrust towards the GARDEVOIR in a relentless barrage of toxic goo.

The shadow of the Braviary above her was what finally drew Elisabeth's attention to the Flying-type. Her eyes narrowed with displeasure, and she signaled to her TOXAPEX to act next.

"Bring it down," she ordered, and an ICY WIND howled through the air in answer, seeking to pierce the skyborne target.

Elinor and Gardevoir fought tooth and nail trying to oppose the Goodra’s strength. But alas they were powerless to do so. Had the battle continued they would’ve surely been dragged wherever the Goodra wanted.

But by miracle or devious choice, they had yet to know, the Goodra forfeited the tug-o-war letting them both fall backward as their inertia got the better of them. Gardevoir felt the harsh sensation of ground against its smooth skin. But Elinor felt the cushioned landing of a psychic pillow above the ground, saving her from an uncomfortable landing.

The opponent revealed themselves. A person clad in green and white, but otherwise unknown even if the voice sounded vaguely familiar. She couldn’t quite place it, but that was not surprising given the number of people she spoke to on a daily basis. Though she might not know the person, Elizabeth would be greeted with eyes starring daggers at her, and a face contorted in anger.

As Elinor got onto her feet alongside Gardevoir. Goodra charged at them, POISON TAIL its weapon of choice. Before Elinor could issue the command Gardevoir held its hands at chest height, palms pointing towards each other as an orb of pink energy formed in the middle. She charged it as quickly as she could, trying to halt the Goodra in its path by firing a MOONBLAST at it.

Meanwhile, Braviary had succeeded in catching their attention. An ICY WIND howled towards him and Braviary would reply in kind. Powerful flames spewed forth from the Hisuian Braviary to melt the ice with its MYSTICAL FIRE and if proving strong enough perhaps even rain down upon those behind the attack.

TLDR:
- Gardevoir saves Elinor from the harsh fall.
- Gardevoir tries to halt the POISON TAIL with a MOONBLAST
- Braviary tries to counter the ICY WIND with MYSTICAL FIRE

Using offense as defense was something Elisabeth's opponent was equally skilled in, and her next attack proved it.

The Braviary's MYSTICAL FIRE easily cut through her Toxapex's ICY WIND, melting the frozen projectiles before they could land on impact. The water likewise dissolved much of the flames into harmless steam, the two attacks effectively negating one another in a stalemate.

Meanwhile the Gardevoir's loyalty to her trainer had resulted in Elinor Anderson landing harmlessly on the ground, cushioned by psionic energy. Pivoting quickly, a MOONBLAST from the enemy Pokémon squarely met the POISON TAIL of Elisabeth's Goodra, succeeding at pushing back the Dragon-type and landing some residual damage.

"You're more clever than you look, councilwoman," Elisabeth said, the compliment clearly condescending despite its private sincerity. Her vocalizer had been slightly damaged in her fight with Andraste Breathnach and Thomas Benoit, fritzing in and out in a way that gave brief glimpses into her true voice. "It's a shame they've wasted you here in Littleroot. Surely this small town isn't worthy of your attention?"

Here, in the heat of battle, the compartmentalization that separated Elisabeth Fiorelli the florist and Elisabeth Fiorelli the Rocket admin was in full effect. Her natural sense of empathy and curiosity about others was boxed and tucked aside, replaced with the unfed fury of someone who had spent too much of her own life unfairly suffering at the cruel whims of others.

If that broken woman from ten years ago hadn't been spared her pain, then no one was too innocent to be spared their pain in kind.

Not even someone who had only ever shown her kindness, in another place and time.

The battle continued, her Goodra hurling an IRON TAIL with a metallic zing at the Gardevoir as the MOONBLAST finally faded.

This time, her Toxapex spewed forth water with LIQUIDATION -- something that no fire would be able to prevent, no matter how strong.

The battle raged on. MOONBLAST met POISON TAIL, a battle in which Gardevoir seemingly came out on top. This resulted in mockery from their assailant.

Elinor knew this was pointless aggravation…

Elinor knew she shouldn’t bite…

But then the Rocket Admin showed such blatant disregard for the people of Hoenn, and she could not simply let that slide. Huffing and puffing like an angry Taurus she spoke. “Isn’t worthy of my attention?” hands clutching into fists. “You couldn’t be further from the truth! It’s my duty to protect the innocent citizens of Hoenn from the likes of you and your friends.” Each word was spoken with an edge to it. For a moment she remembered jayden cross’s words.

At least he had pretended to care… The thought crossed her mind.

But this battle was not a debate. Goodra lunged at them again. This time an IRON TAIL. Gardevoir tried to dodge, well aware that neither Psychic nor Moonblast would halt the advances this time. And so she tried to physically move out of the way only to be graced with the tail. Pain seared down her arm as it glanced.

She grimaced in pain but quickly tried to CALM MIND herself before gathering another blast of MOONBLAST this time intent on doing as much damage to the Goodra as possible.

Meanwhile, fire met ice. The warmth won against the cold, and then some. But whatever damages it brought was not enough to end the match right then and there. LIQUIDATION shot towards him.

For a moment he considered meeting it with his strongest attack, but decided against instead. He tried to maneuver out of the way just in time. Or so he would’ve liked to think and yet he felt the gracing force of the water against his belly. Grimacing in pain he sent an AIR SLASH toward the Toxapex.

TLDR:
- Elinor takes the bait and replies.
- Gardevoir is graced by IRON TAIL and tries to COMBO with CALM MIND + MOONBLAST
- Hisuian Braviary is hit by LIQUIDATION and returns the favor with AIR SLASH.

An unseen smile stretched beneath her mask as the bait was taken willingly. "How terribly noble of you, to care about your civilians so tenderly. But you're a little misguided, I think."

The sentiment was an honest one, if one that Elisabeth expected the other woman to ignore. In fact, she was betting on it. The more she provoked the councilwoman, the less likely it would be that she'd heed Elisabeth's words for the truth that they were.

"Don't you find it odd that on the day a meteor is destined to strike Hoenn, an invasion is set for a town like this one? Given the greater priorities to the region... well, one might imagine you'd leave well enough alone, and focus your attentions elsewhere. Littleroot isn't worth much in the greater scheme of things, no?"

Obtaining Littleroot was a secondary priority for Rocket. It was a diversion, a means of breaking up the League's forces by attacking civilians and forcing a divide of their resources.

And right now, with Elinor Anderson, Elisabeth was revealing that simple fact, plainly and without pretense. Knowing it would do nothing to change the councilwoman's resolve.

Knowing it only would motivate her to stubbornly remain as she was.

This time when the MOONBLAST struck her Goodra, a hastily thrown together PROTECT sought to defend it. The brief delay however only managed to deflect some of the attack; the Dragon-type reeled unhappily, crooning in dismay. With a grimace of irritation, Elisabeth RECALLED the Goodra to its Pokeball before greater damage could occur, replacing it with a TSAREENA.

As if greeting the Gardevoir in Kalosian fashion, she immediately responded with a DRAINING KISS.

The AIR SLASH cut through and struck the Toxapex harshly, resulting in the Poison-type to huddle up with a RECOVER to regain health.

This left of course the Braviary wide-open to attack Elisabeth's Pokémon unhindered from the skies... where she had no Pokémon of her own stationed overhead.

Elisabeth’s words while clearly, a provocation meant for Elinor to bite at, carried truths even she could see. But that’s where they differed. She could be here because she had faith in her colleagues be they on Meteno or Mt. Pyre.

“Perhaps to you, it isn’t worth much. But to me, it’s worth as much as any other place. It is my sworn duty to protect Hoenn, ALL of Hoenn.” Besides, why would Team Rocket invade the place if it wasn’t worth much? Mossdeep, Petalburg, hell even Dewford would be worth more. Though she didn’t say the last bit, she definitely thought it.

Yep, Elinor was definitely biting this hook more than she ought to. Even she was aware of this. But why then did she do so? A nagging sensation in the back of her neck, a memory of her own failure to do anything the last time Hoenn was in danger. She would do SOMETHING this time, however misguided it was.

The Goodra was recalled and Tsareena took its place. Gardevoir had not been prepared for the speed at which Tsareena approached. The Sensation of a DRAINING KISS quickly took hold. Energy leaving the Gardevoir’s body.

By now Elinor realized that Gardevoir was not about to win a battle like this, nor should it be a priority as she was a healer. Quickly she recalled the Gardevoir from the Tsareena’s kiss. To take its place a giant serpent of Steel and Ground towered above Elinor. Its tail protectively curled between its trainer and opponent as it manifested.

“Fire Fang.”

Flames ignited in its jaws as the Steelix charged toward the Tsareena intent on consuming the tiny salad dancer.

Returning to the battle of Toxapex VS h!Braviary.

The latter Realized now that it had the upper hand in the air. Braviary grew confident in its ability to finish this match victoriously. Though perhaps that was wrongfully assumed. But it did not care to ponder it further.

Its wings began to glow an eerie pinkish color before it swung the ESPER WINGs in the direction of the recovering Pokémon. Hoping to finish it off with the sharp psychic-type blades that emerged from the attack.

TLDR:
- Elinor be THIS close to Monologuing Well, done Elisabeth.
- Gardevoir is hit.
- Elinor Recalls Gardevoir and switches into Steelix
- Steelix charges at Tsareena with FIRE FANG (Warming that salad)
- Braviary grows confident and uses ESPER WING.

Merde. This shift in Elinor Anderson's tactics was a surprise, and not a welcome one.

The Steelix's FIRE FANG sank into the Tsareena with terrifying vigor, her lithe form catching fire as a BURN sapped at what little health she yet possessed.

If she didn't do something soon...

Elisabeth's mind raced quickly for solutions, turning to see her Toxapex was already under fire of a different sort as it fielded ESPER WINGS with BANEFUL BUNKER.

"Tsareena," she said suddenly, her eyes sliding to a new target. "HIGH JUMP KICK."

But this target was not a Pokemon.

Blazing with fire, the nearly-expired Tsareena threw herself at a nearby building, allowing the fire that consumed her to spread into the wooden walls of the house. In mere moments, the flames engulfed the exterior of the home, panicked voices inside revealing that some frightened civilians had hidden themselves inside.

"Time for you to turn your words into actions, councilwoman," Elisabeth said as she recalled her Tsareena, who teetered on the brink of fainting. "Your people need you, just like you said."

In a way, Elisabeth was just giving her opponent what she seemed to want: an opportunity to play the hero to her citizens.

If anything, she thought darkly to herself as she ran, Elinor should be grateful for the good publicity for the upcoming voting cycle.

For a moment sweet victory had been within her reach. For a moment she almost tasted justice. And then this foul member of Team Rocket threw their burning Pokémon at the walls of a civilian house. Eyes shot wide as she heard the screams. For a moment she considered sacrificing the few to end Elisabeth's reign of terror. But she knew she would be no better than Team Rocket if she did.

Elinor and her Pokémon charged to the house. Fires licking hungrily as she summoned her Inteleon who was quick to start spraying. Without regard for her own safety, heedless of what she might have been taught as a ranger did she storm into the fires followed by Inteleon.

They found the civilians hunkered in the cellar that had been blocked by rubble before they had noticed it. But she removed it and offered them a saving heroic hand as flames soot and smoke all worked together to try and end their collective lives.

By the time she got out Elisabeth and her Pokemon were long gone. But the grudge Elinor now had for the woman, certainly wasn't.

TLDR:
- Elinor does her best All Might impression to save five
- Elisabeth gets away and Elinor now has a grudge
