Zev fell silent as he considered his reply. Theo was right, of course, even if Zev had a hunch that what the Underboss had wanted out of Littleroot and what bryan delarosa had wanted out of Littleroot were two completely different things.[break][break]

There was really only one surefire way to make a bigger statement than what happened on the eve of the meteoroid's impact. "Barring a coup in Ever Grande City and the assassination of dahlia goode, we could raze a city to the ground."[break][break]

Both were Kanto War tactics that had allowed Team Rocket to successfully capture the region in a matter of days. Of course, the long war began after that, as Rocket imposed their new laws upon the populace and sent agents to hunt dissidents for extermination. Agents like Zev.[break][break]

"We would lose a resource for ourselves if we did it, but it would undoubtedly make a statement. So we would need to choose the right city, one that isn't terribly beneficial — no valuable farmland, for instance — but would still be a loss for the League." He paused again, weighing the options. "Fallarbor, maybe."[break][break]

As he spoke, a wild Duraludon lumbered toward the two men and their Pokémon. A quick BRICK BREAK from Zev's Gengar subdued it, allowing Zev to throw a Pokéball.

the issue with fallarbor is that it's located in such a precarious position behind a mountain range that it makes accessing it difficult. to enter from the north would be taxing, even with an aerial approach, so the next logical choice would be from the west, but that would mean having to cover a distance and run the risk of having their advance spotted.[break][break]

as complicated as strategy can be, he finds himself drawn to it.[break][break]

"but i agree. i was thinking pacifidlog or dewford, but fallarbor would have the same effect."[break][break]

his ampharos' DAZZLING GLEAM blinds a pupitar, making it miss its TACKLE. a pokeball finds it after.

Understanding dawned on Zev's face. "I was thinking of something on the main island, but you're right — Pacifidlog and Dewford are equally good choices. Dewford is probably the better of the two, considering the connections Underboss Merlino and his husband have to Pacifidlog."[break][break]

Zev did not know the details of that arrangement, but when the small island town was mentioned during the summit meeting in September, Tempest Quinn had rushed to its defense. He, and perhaps others, were in the camp of Team Rocket that believed diplomacy could spread the organization's influence better than outright warfare.[break][break]

Whether that was true was not the Beast's concern.[break][break]

"Is this all hypothetical?" Zev asked Theo as a wild Morgrem entered their proximity. The Devious Pokémon tried to FLATTER Smoke, but the Gengar struck him with a POISON JAB, allowing Zev to throw a Pokéball. "Or are there plans in motion?"[break][break]

Zev knew this, of course. Mossdeep City was a location of interest during the September summit, and it was unlikely the administration of Team Rocket would change their mind considering the city's advantages. Especially its Space Center.[break][break]

He thought of Neffatari Nzingha and how he'd have to get her to safety before any attacks began.[break][break]

"I'd be interested in hearing more about those plans," Zev said, injecting curiosity into his voice as he considered a wild Dreepy floating by. At a signal from him, his Gengar took her down with HEX, allowing him to throw a Pokéball.

Zev nodded, satisfied with Theo's answer and the topic of their conversation as a whole. He had agreed to meet with the Underboss without any idea what Theo had wanted. Despite his change in demeanor since the years in Kanto, however, other aspects of him had remained the same.[break][break]
