HER REFUSAL DOES NOT IMPEDE HIM. neither does stopping mid-stride. his steps become smaller but they still carry him forward. he will not halt his own journey because someone does not believe him. he never has.

and he never will.

that is the duty of being the one who looks out for the world when no one else does. that is what it means to be a silph—a true silph.

Nomi frowned, then let out a small huff as he passed right by her. He wore his arrogance around his shoulders like a brightly colored cloak, but could she really blame him for it? The world had named him their savior, and his identity was dependent on whether or not he continued to accept that mantle.[break][break]
She almost let him go. It would be easy enough to end things here; Parker would certainly be happier for it.[break][break]
"Your priority is Hoenn's safety," she noted decisively, catching up to him in just a few footfalls. "That much is obvious."[break][break]
They passed a stand selling cotton candy, and Nomi's gaze drifted over a pair of freckled children begging their mother to let them buy a sugary treat.[break][break]
"Z-Crystals and Sygna Suits are rare and expensive. They are privileges of the elite," Nomi continued, tone matter-of-fact, undeterred by his harsh dismissal. "An ordinary citizen does not have access to such power. But if one were to infuse Infinity Energy into ordinary objects - common weapons, like knives, or police body armor, or even a pair of gloves...well. Wouldn't that give the regular people of Hoenn - " not people like you " - more of a fighting chance against these other universes and dimensional instabilities?"[break][break]
She paused, honing in on the core of his obsession.[break][break]

his shoulder seems impossibly broad from behind. as wide as the responsibilities hoenn has continued to put on him.

“but there is no substitute for a dimension splitting at the seams. sealing our borders from foreign invaders? the common citizen you speak of will never have an alternative. which is why we, the science, must do what they cannot.”

He rattled off Hoenn's various phenomena like they were items on a grocery list. Each one in its totality would baffle any ordinary person, but Nomi had to admit that his overall point had merit. If not for them - the brilliant minds that had already found countless ways of containing these dangerous energies, transforming them into more useful modalities - then who would protect Hoenn?[break][break]
But wasn't that also her point?[break][break]
"Terastallization is possible for the regular citizen due to Tera Orbs," she pressed. She'd worked on them herself, after all. "Mega Evolution requires a Mega Accessory. Even the Pokeball is a device that can bottle the power of any given Pokemon, so that even children can catch them."[break][break]

only now does he stop to turn to her. to look her in the eye.

“the bottleneck is the conversion rate,” he reveals. “these tools you think to bolster our arms in defense will cost lives to get anywhere meaningful. is your life worth two percent of your phone’s charge?”

his brows are narrowed now. as if stirred from a bad memory.

“as long as we have our pokemon and our spirit, then finding new weapons will always be a secondary, selfish endeavor. science should be agile. the most value in the shortest amount of time. to do what no one else can. where there are no alternatives.”

He bore down on her, and she shivered, the intensity of his singular gaze reminding her of a hungry Dusclops. She had not thought this man particularly intimidating until this moment.[break][break]
All the same, she did not back down. Instead, she faced him directly, considering his words with the weight they deserved.[break][break]
These tools you think to bolster our arms in defense will cost lives to get anywhere meaningful.[break][break]
There were always costs, surely he knew that. Nomi had experimented on human test subjects, and she did not regret it. The prisoners of Rocket had sacrificed their already doomed lives for science. The average deceased organ donor was doing the same thing, really. A society did not advance as rapidly as theirs did without loss of life. To think otherwise was a naive delusion.[break][break]
But Nomi was not a monster. She did not desire to watch the world burn for her own innovative satisfaction. Quite the contrary: she and Fernando Silph were aligned on that much, at least.[break][break]
"Nice speech," she remarked, throwing her towel into the ring with a small, conceding smile. "It's almost as if you came prepared to be challenged." She held out her hand to him. "It was a pleasure, Councilman. I am still interested in collaborating, if your lab would have me."
