Walking around Team Rocket's Sootopolis City was a panic attack constantly. It felt like a remarkably easy way to get assassinated.

On top of that, keeping the city supplied and fed was also a massive undertaking. Working alongside city officials to provide for the occupied city was a massive headache, especially with Kyogre constantly sinking their ships. The more files that slid across Howard's desk, the more he wanted to scream.

In fact, he had been so busy that he had almost missed an invitation from Jayden Cross to meet here in Sootopolis. Howard had considered denying, but his colleague was a Rocket Admin, and his senior. Making Admin Cross... 'cross' was likely a terrible idea. Besides, it was best to know one's colleagues.

Maybe Admin Cross wouldn't be so bad?

Howard sat on a bench, waiting for him to arrive. It was a largely vacant plaza, and Howard had just sat down to wait. This was likely about his promotion, but why here? Maybe it was a secret? There were a dozen reasons for Admin Cross to want to meet out in Sootopolis, but many of them ended with 'leaving Admin Slayte dead in an alley'.

The absence of back to Kanto left a gaping hole in Rocket's ranks, one that had yet to be filled until the promotion of to Admin and to Beast respectfully. Jayden knew both men, though thanks to the ongoings of his own avatarship, had not yet been able to devote individual time with them.

[break][break] Or it would have been perfect if not the nightmares that had plagued him the night prior, stirring up old feelings of HATRED whenever he thought about the likes of .

[break][break] He spotted the other man in the clear vicinity of Sootopolis benches. His expression remained perfectly neutral, which might have been unsurprising except for the ice crystals that clawed relentlessly up his throat and collarbone.

"S-sir!" Howard noticed Jayden relatively quickly, and stood up like a soldier about to get verbally abused by his sergeant. "It's a pleasure to meet you, sir. I hope that we can work well together!"

had served with distinction at multiple battles and on many warfronts. He was a Gym Leader, and his battle record was a temple that much of Rocket respected. Howard and Shred, meanwhile, were grunts pulled from Rocket's rank and file. They were fresh, green, and had little experience. It was clear that, from how Howard acted, he still viewed himself as a grunt.

In Howard's opinion, he was. He didn't view himself as comparable to any of the other Rocket Admins. He was simply filling a seat that had been vacant for far too long. Hell, Howard didn't even feel like a member of Team Rocket. He felt like an intern who had simply fallen upwards.

"A-are you well, Admin Cross?" Howard frowned, worried. "We can postpone our meeting if you're feeling ill."

The Admin's voice felt ominous. Howard shuddered and took a step back. The part of his brain that was vaguely capable of critical thought was telling him to back off. Granted, it'd tell him to do that with most of Rocket's upper brass. Most were either insane, sociopaths, revenge-fueled, or were simply out of their minds.

"Um... I think I might... go, actually. We can... reschedule?" Howard instinctively took a step back.

[break][break] It reminded him of the way that he had felt when he'd been promoted to Beast. The way that he used to treat , that he sometimes felt like he should still treat him, despite the fact that it'd been many months since the other had been in Hoenn, let alone apart of Rocket's Upper Echelon.

[break][break] The thought was nearly enough to draw him out of his fog, to soften him and remind him of memories of a kinder past. The affection he held for knew no bounds, after all.

[break][break] And then Howard asked how he was doing.

[break][break] It was like being pulled taught by a string. His eyes which had shimmered violet returned to their pale hue, like Circhester's frozen winter.

[break][break] stepped back, and Jayden stepped forward.

[break][break] His stare never quite breaking.

[break][break] "No," he said, with a shake of his head. "This cannot wait."

[break][break] Through the recluses of his mind, Jayden grappled with the memory of what he'd been intending to do. Why he was here in the first place. It was hard to claw through all the hate and resentment and pain.

[break][break] But this was important. This was for Rocket.

[break][break] "Um... I think I might... go, actually. We can... reschedule?"

[break][break] His eyes narrowed, lips curled.

Why did everyone in Team Rocket's upper command have to be a complete fucking nutcase? Was this what awaited him? When one became Admin, did they get a need to devour people with their eyes, look deranged, and generally seem menacing? Was this what awaited Howard? Was he going to casually wave his hand an expect the ocean tides to stop waxing and waning?

This promotion seemed like a mistake.

"Sir. Admin Cross." Howard repeated, noting the change in Jayden's eye color. "What cannot wait? Why did you summon me here? Is this a test, or..."

No, not a test. Howard watched the man's eye color change again. Shit. Either Jayden was so good at picking out attire that it made his eye color change as he moved, or something was seriously, seriously wrong with Rocket Admin Jayden Cross. If the man was being controlled, what was Howard to do? Throw hands?

He'd have a better chance fighting a mountain.

had been at the meeting where Jayden had gotten his Avatarship, but he had failed to mention that Jayden was off his rocker.

"I..." He watched the man's lip curl. He took several more steps back towards an empty street. After staring at the Admin for a few seconds, Howard reached for his phone and began dialing a number. He put the phone to his ear.

Fuck. "I just realized, erm, Admin Cross. I left my office unlocked back at the submarine. I really need to go and lock it. Gotta make sure those grunts don't try to snatch classified documents. Y'know how it is..." Howard shrugged, as if you to say 'whaddya gonna do', before turning around. "GOTTAGOBYEEEEEEEEEEE!"

He started running.

All in all, it was innocent.

[break][break] It had started off that way. Jayden had been happy to hear another Rocket get promoted into a position of power, a reliable man like no less. He had been thrilled at the opportunity of getting to know him, even though his own responsibilities and general unstableness had kept him unable to do so at present.

[break][break] Most unfortunate for , it appeared that The Cursed's influence would also choose that opportunity to strike.

[break][break] The sight of Admin Slayte triggered something within the man. An immediate fight or flight response. As if he was brought back into the fires of Kanto, imagining the way that had run from him. Had sprinted across Kanto soil, in attempt to get away.

"Fuck!" Howard panted as he ran through Sootopolis's cobblestone streets. The entire city was a work of art, and he would've given anything for a better opportunity to study it and interview the locals. Unfortunately, he was getting his steps in.

Howard turned his head and saw Jayden rapidly approaching.

"FUCKFUCKFUCKFUCK!"

This was the right decision. Just keep running. If Howard kept running, Admin Cross would forget about him. Howard could go back to his office and pretend that this was all a bad dream. ■■■ visiting his apartment was just a bad dream. This could be one, as well. Just keep running.

Out of sight, out of mind.

Luckily, Howard was good at running. You didn't live long in the archaeology business without trekking across the wilderness and running away from boulder traps in ancient ruins. Admin Cross was fast, true, but he was not faster than a rolling boulder. Hopefully the clinical insanity didn't increase his speed.

"Guh!" As Howard turned into an alleyway, he began pushing over anything he could get his hands on. Boxes, signs, trash cans. Anything to slow down Jayden.

If asked later, Jayden would not be able to recall it — why he had gone after , or why he gave chase.

[break][break] It was simply instinct. Like predator and prey, the CHIEN PAO that was inside of him willed itself to life, snarling, as it chased after the newly-appointed admin in the cobblestone streets of Sootopolis.

[break][break] With each stride, Jayden's form was immaculate. Arms swinging like pendulums to his side, each large stride was made in perfect efficiency. Howard could only run for so long. After all, a deer could only hide from a wolf for so long before they found fangs sinking inevitably into soft, warm flesh.

[break][break] Trashcans and boxes were trampled by the admin who shot forward with streams of frost, glistening the cobblestone path with black ice. He propelled himself upwards onto white brick, sprinting across the elevated platform in an attempt to rise himself into the rooftops.

"Huff. Huff... I think I lost him..." Howard put his hands on his knees, breathing heavily. His hope turned into dread. "Oh, come on."

Jayden Cross arose over the rooftops like a man taking an elevator. That elevator had a name: Chien-pao.

Howard was going to throw a ball of yarn into Mt. Chimney. With any luck, the cat would follow. Between Wo-chien and Chien-pao's chosen, Howard Slayte wanted to throttle them both. Neither of the beasts had given Howard any reason to like them or their chosen. At least with , Howard could speak plainly to an extent.

With Jayden, that involved running across a rooftop. Jayden Cross. Elisabeth Fiorelli. He feared both. Jayden was just the more dominating threat right now.

"Admin Cross." Howard stood up and took several steps back. "You're unwell. Look in a mirror, man! You're a beast in a man's clothing."

The archaeologist laughed breathily.

"What can I do but run away? What do you want from me?"

[break][break] for a moment, that ferocious look in his face fades away to confusion. uncertainty, but the word beast makes it come whipping back. he leaps down from the rooftops so that he is on the same level as the other, ice pooling as his feet plant on the ground.

[break][break] he advances forward, slowly.

[break][break] "is this how you expect to treat the others? to run away if you feel fear? is that the kind of admin you want to be?"

[break][break] HATE flashes hot and fierce in his eyes.

[break][break] just on command, the air grows a chilling degree and the shadow of a snow leapoard drops onto the two admins. CHIEN PAO rounds the corner, appearing out of seemingly nowhere, large paws pressed against the pavement to corner the other man in.

"You've always been a Beast? I could've sworn that you were an Admin."

If he had time to quip, he had time to think. That's what he was good at. Yet how much could he do against a man who was slipping? He remembered the feeling that Wo-chien had placed in his soul. If Chien-pao did the same to Jayden, what was there to do? Jayden Cross was slipping.

Perhaps it was best to extend a hand.

Howard stared at Chien-pao, body chilling. Something was bubbling up in his body. It wasn't a grudge, no. It wasn't envy, no. What was that? He was being boxed in. He took several steps sideways, towards another building. His eye darted to it, but the new Admin did not jump.

"I run to live. There's a grander purpose for me, and I won't waste it by dying on a hill." Howard's eye flitted between Chien-pao and Admin Cross. "I have no taste for heroism. I'm not suited to it."

He spread his hands gracefully. His hat fluttered slightly in the Sootopolan wind.

"You wanted a talk? I'm talking. Your turn, Admin Cross."

"Ah, there you've made a mistake." Howard's scarred eye opened slightly, revealing the glint of a Key Stone. "I'm an academic. I always read my notes."

He had. His first action upon becoming Admin was to use his newfound access was to read up on any person he had to speak to within the organization. When meeting Fiorelli, Howard had spent hours doing research to ensure he didn't say anything that would set her off. After that, he had done several breathing exercises outside her office before finally entering.

Admin Cross was no different. He was just more capable of violence. He was truly a Rocket man, through and through. Wyndon Cross's man, through and through.

"Rocket won't allow my death?" How generous of them. Howard's missing eye twitched, the damaged nerves fraying in the cold. "I just want to do my job, and not end up like Admin Fox. You know him? The grunts loved him I heard. Wisdom and knowledge is all I can offer to Rocket."

Chien-pao was cold. A frozen beast brimming with hatred. Howard had only felt this cold once before, when he had helped war against Regice on behalf of Rocket. Regice had been a primordial chunk of the world, primal and unknowable. Chien-pao was a beast, brimming with emotion. Those swords in its maw were artifacts Howard had never seen before.

He coveted a closer look, yet doing so would likely end in maiming.

"Why're you helping me? I'm not the first Admin to be promoted during your long career." Howard held up a finger. "Did you offer this to the others, as well?"

"Then I suggest you read your notes more thoroughly," he says, teeth slightly bared. "You'd be surprised what you'd find."

[break][break] A man who had been born in Rocket. A man who had been tortured by it. A man who would be willing to give his life up for it, no matter the cost.

[break][break] His timeline was littered through Rocket's database, from the time he was a shy, submissive Grunt with reported abuse from his family and mentors, to his ascension to a loyal Grunt in Hoenn, to his promotion to Beast. To the cruelty he exhibited in killing traitors, and finally to the ascension to Admin when he'd inherited 's seat.

[break][break] The name of causes his eyes to flicker ice-blue once more.

[break][break] "The grunts didn't know him," he growled. "More loyal to his himself than to his people, is a traitor through and through."

[break][break] HATRED radiated off of Jayden in waves as cold mist echoed in the air, making it difficult to tell if the sudden crescendo of emotion was due to the appearance of his patron of Jayden himself. The feline did not move as the archeologist peered closer to him, eyes emotionless as gazing into an endless abyss.

[break][break] "Naturally," he said, the air cooling to a normal temperature at the pivot back to the conversation at hand. Rocket. The thing that kept him currently tethered to this earth. "I am Rocket's sword, and for Rocket I shall serve."

[break][break] "Did you think I functioned as Rocket's training and offense mantle for no reason, Admin Slayte?"

[break][break] A pause, then glancing at 's body, as if staring at it for the first time.

"I'm... out of shape?" He choked back rage as Admin Cross said the words aloud. It was almost more appalling then being chased by a Treasure of Ruin. If he wasn't scared shitless, he probably would've considered leaping into Chien-pao's maw. That was preferable to being called out of shape.

It was hard to imagine that he could be considered 'out of shape'. Howard had traveled the world, hiking, digging, exploring. That plus a tight budget meant he had lived a fairly active lifestyle. Yet he was bad in a fight, and worse in a Pokémon battle. Jayden was right. Howard was... average. For a Rocket Admin, definitely out of shape. Every single Admin, Beast, and Underboss was either an incredible fighter, fit, or Bryan Delarosa.

He looked at Chien-pao.

"Do you think I'm out of shape?" He asked the cat, slightly self-conscious.

The chill vanished. Howard breathed a sigh of relief. The cold reminded him far too much of the Regice Ruins. It was far too similar to the void that was Jayden's gaze. Sometimes, there was nothing in those eyes but rage. They saw, and they hated.

"If you hated Remiel, you'll love me, Cross." Despite everything prior, he took a step forward. Hatred made for a fine vessel from which courage could be supped, and Howard supped from that vessel like a man dying of thirst. Whatever hatred Howard had for Jayden, for Chien-pao, for Rocket. It was nothing compared to the utter contempt he felt for Remiel Calcifet.

"I will break him." Howard whispered over the wind. "When the joy turns to ash in his mouth, when I break his ideals and reveal him for the fraud he is, only then will the debt he owes be repaid."

Another step.

"I'm not good in a fight. I am weak. But still, I will tear him down." He took a step forward, until he in Jayden were face to face. His eye flickered to fear as he regarded Chien-pao, but its gaze returned to Jayden.

"If you offer me that chance, I will take it. Every time."
