Meetings conclude, and it's the start of a new dawn. A new jump forward. Brief in hand, the councilwoman exited her office, leading straight down the hallways of the HBIC headquarters. The sound of her heels alone was enough to silence the occasional murmurs shared between coworkers.

Ever since he'd come back from leave after the RESURFACED TREASURES incident, he'd been hard at work catching up with his work load. Every second of the day had been spent reading and annotating things in his inbox, skimming and redelegating reports he received for further investigation to others in the department, or doing his best to write good synopses of things ready for PENELOPE LIVY 's review. [break][break]

Safe to say, he'd spent a few long nights in the office, but it was worth it to catch up on the work load. Especially when he needed to delegate extra to the rest of their staff. And things only got more complicated if you included all the time he got sent out in the field to check on Kyogre's primal progress. That, and his meetings with the Council had been the most stressful of all. [break][break]

The sudden knocking gives him pause, and he sets aside a few files after setting down a couple of stickies to hold his place. This didn't sound like something he could turn away. "Come in." he said before straightening up as Penny walked in. [break][break]

"'Course not." he said already moving to the side of his borrowed off and pulling out a mug for her. "Tea or coffee?" he asked. Hopper materialized into the office, chirping excitedly at their guest and beginning to lift objects still on a chair off before gesturing around it for Penelope to sit.

"What about? New initiative proposal?" he asked, jokingly.

"Noted." he said as he opened a drawer and pulled out some coffee pods. He began to deposit one into his coffee machine, before gently setting Penny's mug underneath. "Anything else in it?" he asked softly, as he began to dump his own preferences into his own cup and setting a fresh pod next to it before turning to give Penelope his full attention. [break][break]

He moved back to his desk, glancing back at his boss before opening the folder and beginning to skin through it. "Oh...shit." he murmured as he saw the various names listed and the information shared. [break][break]

"What the fuck is a dual avatarship?" he asked, countering his boss immediately. "How is it even possible? And both freya morningstar and FERNANDO SILPH confirmed this?" he asked eyebrows scrunching together in concern as he tried to wrap his mind around it. The coffee poured and the steam curled up from the mug before letting out a small ping that it was done. He walked it to Penny before going back to setting up his own mug. [break][break]

"Project Sapphire is about to get cut, permanently." he reminded Penny. "Scope's too big, personnel aren't accounted for. Outreach lagging, budget is too big for lack of results." he gestured with his hands as he moved to a filing cabinet to check through the files before pulling out a fairly thin manila folder. [break][break]

"It won't be the same as when you proposed it, but maybe starting smaller may help. Or at least more specific." he said before pulling out a legal pad and a pen and sliding it towards her before pulling out a second one for himself.

She was sure there was more to it - whether it be shrouded by Silph's involvement or the deity itself, time will be the method of discovery.

Including her own. Though, the details of that aftermath were better left shrouded by the opaque report she'd submitted to the league. Questions would only create answers better left buried on those shores.

The comments about Sapphire earned themselves a proper nod. Manicured nails pluck the notepad, positioning it against her abdomen. The click of the pen initiated the start of many conversations.

"Know her angle yet? After all, wasn't the current story Tapu Fini died so it had to leave FERNANDO SILPH by default?" he began turning on his laptop, interrupting the floating bubbles screensaver to begin tracking the relevant reports. [break][break]

"So, there's no chance Tapu Fini may have just aligned itself to her, but not given her a contract or...?" He didn't want to believe it. He was hard pressed to figure out how a contract worked, much less how one managed to stabilize two of them together. Something's missing. Something big. [break][break]

"We're only as good as our understanding on these creatures, avatarships too. What's the science corps doing to figure out what's going on with avatarships and their hosts?" he asked, beginning to scribble. "Radar and video can only do so much. Is there anything else we can key into for these things? illeana reyes and Eva Morales would know." He's still focused on the whole Fiorelli Dual Avatarship thing. It makes him take a seat, only to get up moments later when his coffee is done brewing. [break][break]

"We can pull research on some myths form other regions, that's a few emails and some vague questions." he makes a quick note to touch on Galar's birds with Elise Calcifet and see if anything had come back form Galar. [break][break]

"This was meant to be a mentorship program, so let's start pushing that. Things are only getting more complex, we need more and more people on the field. The Gym circuit and the E4 challenge are a way to test that." he said before sighing through his nose. [break][break]

"I'd also want a stopper for personnel here. I've been having a lot of difficult conversations lately. People don't understand what they're getting into until it's too late." He couldn't stop everyone of making their own choices. But. "People should know what they're getting into. I'm getting tired of..." he trails off, sighing and taking a sip of coffee. "Push them through Hoenn's meat grinder of a gym circuit. At least they'll have some sense of stakes before they get out there." Not much. But anything is better than throwing some doe eyed rookie like Elise Calcifet or Genevieve Cromwell into a clash with Rocket and wishing them well.

And given their strained relationship with the other silph brother, Penelope was notably not too keen on accepting his words as fact. There were too many factors at play. Stakes higher than ever before. But Fernando wasn't his brother, his lies aren't sporadic and half baked. Every decision comes with a reason, a purpose to fulfill. To uncover the truth is to uncover that exact purpose.

He has little time to wonder what Tapu Fini's ultimate goal may be. All legendaries were pretty unknowable, and did as they liked. He had more important things to talk about. "As I see it, out explorer/historian branch can go. We should refocus any volunteers there to assist the science corps. I don't want to gut the program more than the Council may, but if we take into account our new goals, we don't need it." he said even being one of those volunteers. [break][break]

"Let the scientists try to understand avatars and their relationships with legendaries. The rest of the volunteers can do all the foot work of bringing them the data or pairing up with Rangers or higher ranking trainers. The experience can be a benefit we offer, considering they're not paid."

Penelope nodded, pensive, his words running through her mind like a gold coin fiddling between her fingers.

There was power to be gained by the knowledge to which they spoke of. Power that could influence the next stages of this conflict, turning disadvantages into critical points of conquest. Greedily, they could essentially reshape the grounds of this war, resetting the stage for their victory.[break][break]

"We can loop our scientists in on this. I'm sure they're looking for some fresh meat to bite into, especially with our little rift problem receiving little to no progress nowadays."

But her minds teetered onto a different topic - one pertaining more toward their roles within HBIC than sapphire.

"If there is something to be found, we need to readied to utilize" -- better yet, weaponize, -- "it. As you can see," she nodded back at the manilla folder, "The visionary, this ice avatar, fiorelli - they all pose a different threat. But worse than that, there are those within our own ranks we cannot trust."

The name went unmentioned, but it would be bolded all across the page for paxton concordas to openly digest.

"If we fail to have the strength to levy constraints on our own when needed, then there's little hope we'll be able to stand against a united front like Rocket."

He nodded, agreeing with Penelope. Certainly illeana reyes would be more than happy to bite into rifts being a distortion specialist. He liked to think she just obsessed over portals. Easier to grasp. [break][break]

"The Visionary concerns me the most as an unknown threat. Nobody understands what influence those pokemon can have on us when exposed enough to create a patronage. At least Fiorelli and Chien Pao, we understand their aims." Crazy to think a ton of those little eyeballs could do that. Again, he wondered what exactly was an avatar's bond. He looked to Penelope, wondering how she dealt with Chi-Yu, but he'd ask later. [break][break]

His expression hardened, disappointment evident at the mention of MATIAS SILPH in those sheets. But he understood the concern, and he did not disagree with the verdicts. They could bounce back from this before it was too late. Hopefully. He doesn't think further on the negative what ifs. [break][break]

"We have our internal reviews, and we have our punishments for avatars who step out of line, I really have no other suggestions to keep accountability. The only people who can keep them accountable are others on their level, and that would require delegating one avatar to handle another." It's unfortunate, but it would take multiple agents to handle someone who went berserk for whatever reason. [break][break]

"Aside from keeping them in line, what's more susceptible is the lower rank's belief in our own. A breakdown in morale would only be an advantage for Rocket. People whisper that the League is corrupt, that they give preferential treatment, and nepotism in the council." he waves his hand in a gesture. "How would you feel about publicizing certain investigation results every so often? Not everything that passes through our doors, but the occasional report of routing out a corrupt officer, revealing internal actions against other high profile members." It's touchy to do this. Too much and it would only worsen the League's reputation. [break][break]

"It would only be a fraction of our investigations, but it'd be good pr. Enough to maintain the public opinion in our favor." he said before adding, "Remember a major factor in losing Sootopolis was their heavy propaganda in and off the streets before they attacked."

There was a reason most documentation isn't leaked until a specific set of time has passed. Not only does it spell vulnerabilities for Rocket's own departments to devour, it also posed the question: how much do they redact? How much is too much?

"Unless heavily redacted, we have to carefully select what is and isn't accessible to the public. But its something worth considering at least."

Mentions of public perception did stir another thought she'd been pondering.

"Raising a government's public image is a near impossible. We're incredibly easy to distrust, easier to hate," she sighed, not shying from her own previous occupation in reveling in mud slinging, "Now, getting them to redirect their hate - that's a far lower bar."

Twisting back behind her, the councilwoman forced open one of the drawers of her filing cabinets. There, she grabbed the first file on sight, tossing it onto the desk where the original one laid splayed open. Further inspection would show that the file delved into Isaac Merlo.

"If we can remind them who we're fighting and why, there won't be any breakdown of morale for Rocket to exploit."
