Tropius hovered two stories above the water, giving Clover the perfect opportunity to look down at the ocean and assess the fish frenzy going on underneath. It had been a few hours of antagonizing the water pokemon below with Tropius' leaf storm on any fish brave enough to pop out and with Oricorio's hurricane to stir up the surface. [break][break]

Two fishing boats had entered the peripheral only to be pushed away by her ministrations. It was clear to see that even sharpedo had come to the surface and begun some in-fighting with the swarm of alolomola. Clover hoped to summon the Sea Sister with the upset pokemon, but the scale would have to get larger for it to register on the radar of a deity, she was sure. But what else to do...?

Reports had come in of a disturbance out on one of the more common boating routes along the outer edges of the region, nothing quite to the scale that the ocean had been experiencing enmass because of the weather anomalies taking place, but something was definitely causing a ruckus.[break][break]
Across the water, Daikenki and Crowley moved through the waves towards the heart of the disturbance, where already the Pokémon had truly become unsettled and were escalating. The two would have their work cut out for them looking to break up any of the infighting and unnecessary quarrels, but not before Yuina might be able to stop what was causing it all.[break][break]
Moving through the air, sat astride Rasza's shoulders, lofting well above what she could make out to be a Tropius hovering along the stiff ocean breezes, Yuina couldn't say that she had necessarily expected the scene. The Tropius and an Oricorio were working together to create the tumultuous waters below... But what perplexed her more was what looked like a kid sat on the Tropius' back, instigating all of this.[break][break]

It took a moment for him to realize there was anyone around. He nearly jumped out of his skin at the sound of someone else's voice. "Uh-" they uttered instinctively, eyes glued to the oddly-colored Charizard. This person looked a little formidable and, unfortunately, someone at an advantage against their Tropius. They tugged on Tropius' side to get the pokemon to turn and face the newcomer. "I'm fishing?" Oh, that didn't sound very convincing. "You've got to get them to the surface before you start." Nope, that wasn't good either. Maybe she wouldn't know anything about fishing, though?

Below within the water's depths, Daikenki and Crowley both worked to get things back in order. First and foremost, splitting up all of the Pokémon that had began to attack each other in their confusion and rage. Daikenki settled on making a Whirlpool to start, and Crowley started to push away the more imposing of the bunch like the Sharpedo away with Waterfall. They'd have things back in order soon if they could help it.[break][break]
Above, Yuina eyed the kid that sat on the Tropius' back, and in the moment they had to think about their response, she could figure that they were up to no good. But for what? Were they just messing around?[break]
"Uh huh," Yuina offered, and Rasza huffed too, a plume of smoke billowing from her maw. Didn't seem like the dragon bought it much either.[break][break]
"You know, those fishing boats out there say you've been out here for a minute, and that you pushed them away," she spoke then, gesturing to the two fishing boats in particular that had been forcibly rerouted. They had radioed in the disturbance.[break]
"Want to tell me what that's about?"

Okay. This wasn't going according to plan. But honesty was going to sound insane: 'hey, yeah I'm trying to build up to a natural catastrophe to summon Nature's Giants and force the hand of Earth Mother to course-correct Hoenn and destabilize the government that's failed to protect the land.' [break][break]

The fishing boats had ratted him out, huh? It would have been easy to sink them, and they did believe their goals were worth a few broken eggs or whatever, but it also wasn't like he was so unhinged as to create unnecessary casualties to people just living their lives. Now, though, they're rethinking the small mercy of just letting them go elsewhere. [break][break]

They needed to commit or flee or fight; there were only so many moves to make here. "Well. I... was here first?" Clover visibly cringed as the excuse fell out of her mouth. How much could this Leaguer tolerate?

Lofting on open wings above the ocean below, making easy work of staying airborn with the constant sea breezes, Rasza kept a close eye on the human and the Pokemon. She herself was aware that she possessed an upperhand in the given situation, but she wasn't going to impose anything unless called for.[break]
Though even the dragon seemed to roll her eyes at the meager answer given to Yuina's question. Was this human for real?[break][break]
Yuina waited patiently, but where she was doing her best to give them the benefit of the doubt... It seemed that was ill received. They couldn't say she didn't give them a chance.[break]
"Right, okay. If you're going to double down on something, you should at least try to sound confident about it," Yuina returned. She should know, she had to sound confident about everything all the time in order to mask to the outside world.[break][break]
"Look, I don't know what you're really doing out here, and right now, that still doesn't matter. But you've got a choice," she offered.[break][break]
"You can stop harrassing the Pokemon in the water and leave the boats alone, and be on your way like you were never here," and she would give them that. Maybe it would be a fault of hers, but for as young as they looked, they were likely just messing around and didn't want to own up to being caught. But she wouldn't make anything out of them turning around and walking away.[break][break]
"Or, we take a trip down to the ranger station and you can try your story again."

Clover paled at the options. They weren't ready to develop a criminal record, but they felt sore about giving up so easily. It seemed obvious they weren't going to accomplish their goals today, but leaving with nothing made him feel like a quitter. He considered what else to add before coming out with something honest. "I'm trying to bring out Kyogre." He paused, thinking. "Or one of Nature's Giants." There was no Regirock-equivalent for the sea as far as he knew, but that didn't mean the Giants wouldn't respond to a natural disaster outside of their element. [break][break]

He held his tongue on why. Getting into it would make him look crazy. They didn't suspect a Ranger would understand the importance of divine intervention to save Hoenn's environment given that Rangers did a little bit of wildlife rescue and considered their job complete.

Of all of the assignment calls, of all of the days, of all of the encounters that Yuina could have fathomed undertaking... Their response was not on her bingo card.[break]
She blinked, and for the first time she was certain they were being honest... but goodness if that wasn't what she intended upon really trying to figure out what they were up to.[break][break]
She thought carefully for a moment, glancing between the kid and their Tropius... They really were serious, weren't they?[break]
"Right... okay," she started, what was she even supposed to do from here?[break][break]
"So... say you do that, hmm? Say you do in fact bring out Kyogre. What's your plan then? Did you get that far," she asked, if for nothing else than a morbid curiosity. What did this kid intend to do, what was their plan for if they were in fact successful in summoning the leviathan of the ocean?

No one had ever asked that. [break][break]

Clover was used to not being taken seriously. Even their Sachem had failed to think they knew anything at all about the world, and she had waved off Clover's concerns about the League's repeated damage to the environment and the region as a whole. "Um, well, as a matter of fact... The Protectors will put an end to the polluting caused by the League's industrialization and, uh, they'll institute a better order in the region since people have really, like, damaged it. I mean, those space distortions are unnatural, right?" [break][break]

They scrambled to justify their line of thinking. "Our government just makes a lot of bad decisions. They keep upsetting all of those legendary creatures, like Kyogre and Groudon." The acting pieces of Sea Sister and Earth Mother. "The Protectors can end the conflict. Their reign over the environment, like, it just makes it so people can't..." They didn't feel like their case was making a lot of sense, or that it was persuasive. But Clover had failed to believe in the League's ability to change. [break][break]

"Forget it. You can't understand it." Embarrassed, they clutched Tropius tight and whistled. Oricorio generated another hurricane to create drafts Tropius could utilize to fly away faster. "Just stay out of it!" Clover yelled over their shoulder as Tropius took off, abandoning the frenzied fish they'd upset below.
