Zev expected Theo to depart from his office then, but the underboss lingered. Ignoring him, Zev stepped away from the device in the center of the room and walked over to his desk. His laptop sat open, next to a stack of reports and a stainless steel thermos. [break][break]

"With victories for our organization," he said with confidence and finality. Taking the seat behind his desk, he started typing on his laptop. [break][break]

"Petalburg should be easy. From what I've gathered, the League isn't expecting an attack from the west. We'll take them by surprise with overwhelming numbers." [break][break]

Zev's hands stilled on the laptop keyboard. Loss was inevitable in war, and he'd run the numbers. But simulations could not account for variances that occurred in real life. Mistakes made by lesser men could skew the real numbers higher than desired. [break][break]

"Approximately two percent of our troops, including the supplemental soldiers from Kanto," he replied, looking over at Theo. "We can also expect that another two percent will suffer injuries that prevent them from participating in subsequent battles." [break][break]

Zev ignored the comment about optimism. He'd run his calculations over a dozen times, accounting for different variations in the strategy, landscape, and conditions of both armies. Two percent was the realistic answer. [break][break]

He stopped typing again at the question about Avatars. [break][break]

"I didn't. When I consulted with Beast Frost about the data he'd collected on Avatars, both ours and the League's, the results from our calculations went off the charts. A single Avatar can theoretically decimate an army," Zev explained with matter-of-fact neutrality. [break][break]

"It's not possible to glean any meaningful data when applying them to normal war tactics. What we have to do is deploy our Avatars strategically, to deal that level of damage where possible and to minimize the same potential damage inflicted by the League's." [break][break]

Zev's gaze slid to the glowing map projected into the center of the room. When it came to the logical pursuit of war, Avatars were such wild cards; it was not easy, even for Zev, to predict their influence on otherwise flawless strategy. All he could do was make plans to limit the League's movements as much as possible. [break][break]

It was the only way to ensure victory.
