There's a simple, albeit humbling understanding that comes with knowing that anything built by humanity is ultimately at the whims of the land beneath their feet.

Petalburg's bank had been an ornate structure, carved from a mixture of marble while imitating trees and leaves and other natural symbols engraved into the stone. Ivy had once coated the walls partially, though it had often curdled and died during colder months. Howard had never known that. He had never been rich enough to bank here.

Yet the building had disappeared under Regirock's Max Stonefall, leaving ruins behind.

While the building had been destroyed, the contents within had survived, such as a safe with enough PD to pay the Petalburg contingent of Rocket's salary. Such was a testament to the human desire to ensure the survival of their own possessions over the legacy of the things they had built.

"Here's the plan, Nina." Howard walked alongside the thief past ruined marble tiles and piles of granite. The sound of upturned earth was thick in the air. "There's a safe here that we can't crack with typical means, and we've had four grunts attempt to blow it off with dynamite."

An explosion racked the lower floor. Howard sighed again.

"Five times. Get it open, and you get a sizeable share. Sound good?""

nina had been on the island of dewford taking care of other business when it had all gone down. despite her training, she’d been grateful to not be a part of the war efforts.[break][break]

her mudkip scampered over rubble as she walked beside the admin. she silently regarded it all as a waste. also, it was weird to have been summoned there.[break][break]

quickly, she realized there might have been some misunderstanding.[break][break]

”me?” a pause, and she looked over at him. ”i think maybe there might be some errors in my file. i’m not an explosives tech. or a hacker. or anyone who does this kind of thing.”[break][break]

but, of course, it was always good to assure a superior that calling upon her was not a waste of time.[break][break]

”i can get the code, though,” she said with confidence. ”if you can get me a list of the staff that worked here.”[break][break][break]

The misunderstanding was irrelevant, but the admin silently kicked himself in the shins for calling in the wrong professional. It wasn't like there were enough skilled Rockets in the city as it were. Kanto had offered bruisers and pillagers, and much of Rocket's high command was in a submarine.

It left little to be desired. Sometimes Howard wished that he had stolen Elisabeth's bank card before smashing her into paste.

"That's on me. Fuck." He grumbled and ran a scarred hand through his hair. "Not to worry, we'll still put you to work."

Worst case scenario, he could give her a shovel and task her to start clearing rubble.

Howard led Nina into the bowels of the destroyed bank, where a room-sized safe had been cleared from the rubble around it. Black burn marks lined the safe, though there was no crack in its metal case.

"I'll warn you now. There's a chance a few of the people on that list are dead." The admin inclined his head. "I don't have a census for civilians, yet. We're still counting survivors."

”great.” veiled sarcasm. she didn’t want to be there, in that ugly wreckage of a city doing dirty work, but no protest came from her.[break][break]

she did notice the scar on his hand as he ran it through his hair. many of the higher ups had wild stories, most of which she’d only heard whispers of from others. she’d yet to hear his. her eyes lingered briefly, curiosity getting the better of her.[break][break]

in the background, her mudkip stopped to dig and pull a shimmering sapphire necklace from the rubble – perhaps something from a less sturdy safety deposit box. it then leapt after them, scrambling to catch up with its treasure sparkling in the sunlight.[break][break]

they arrived in front of the safe. at news about deaths, nina felt a remorseful nausea wash over her, though the familiarity of it all had begun to numb the sensation.[break][break]

”i can’t promise anything if they’re dead, but i guess i’ll be done quicker.” [break][break]

Death was common. The living were change on the dollar. Team Rocket cashed in the deceased in order to elevate those still breathing. As they step through rubble, the requiem of those who lay still beneath tons of rock are Howard's and Nina's dirge.

"Touché." He shrugged absentmindedly and let out a small bark of laughter. "Can't blame you if you can't get in. It's my error. If you can rectify my mistake, I'll owe you one big time."

His eye caught hers inspecting his hand. It was rude to stare, but the admin didn't particularly care. There were plenty of reasons to stare at him now, whether it was Team Rocket or survivors of Petalburg's massacre. Every glare was a reminder that he was hated, and that his body wasn't his own.

A humbling experience.

"Don't mess with Dynamax." He flexed the hand. "It messes you up. You don't have a Dynamax Band, I hope?""

what was a favor worth from admin fox? she looked at him, the question perhaps clear in her intrigued gaze. when he brought up his odd features, her magenta eyes fell away again.[break][break]

”no, i don’t.” yet, she thought to herself, finding it odd that he would advise against it. ”aren’t we, like, actively making power spots?”[break][break]

sapphires caught the light, and her attention. finally realizing the treasure her mudkip had found, she bent to take it and brush off some of the dust. ”wow. it’s gorgeous.” she held it out for admin fox. ”real too. probably from one of the safety boxes.”[break][break]

mudkip sat at their feet, big eyes shifting from one to the other, waiting for praise that did not come quickly enough.[break][break]

He grimaced. Caught red-handed.

"Guilty as charged. If we use it, the League uses it. If we don't use it, the League will still use it. There's no way to justify not using its power, even if it means indulging in destruction." After ripping tons of Dynite Ore from the ground, the admin had funded several Power Spots on his own. "Guess that makes me a hypocrite."

He spoke flippantly, even if it bothered him that his integrity had been compromised by Team Rocket's war. Howard's opinions didn't matter, and his values didn't matter.

He was just a cog.

"This is a good piece. Good cut. Looks like something my mom would've sold." He scratched Mudkip's damp head and tossed the gem to Nina. "Keep it. Call it your signing bonus."

His eye twitched when he looked at the gemstone.

"Saves me the hustle of converting it to cash. You'll be doing me a favor."

admin fox was a confusing man, she decided. however, for his warning, and the way he scratched kipkip’s head, he seemed less cold than some of the others of his rank.[break][break]

nina might have taken the necklace with no issue in most other circumstances. jewelry store robbery was on her resume – but she found the city’s bloodshed looking back at her in the wink of sapphire facets as admin fox held it out for her to take. [break][break]

she bit her lip briefly in consideration. there were people like bryan delarosa that would shame her for caring. however, deciding to go off the hunch that admin fox was different, she shook her head. “i don’t want it, actually. is that okay? will you keep it?” she pointed over her shoulder then. “or maybe you can turn around, and i can throw it over there, and we can pretend neither of us saw it.”[break][break]

she smiled, hoping he would find her amusing and not a problem.[break][break]
