The returning squeeze Penelope gave Gunner's hand reassured him enough to match her smile with his own. Relief washed over him at the sight of her rallying.[break][break]

Still, he withdrew his hand. He did not wish his touch to linger.[break][break]

"Have you tried speaking with Chi-Yu directly instead of waiting for it to appear on its own?" he asked. "Instead of pushing it away, maybe inviting it to build more of a connection would have better results."[break][break]

With Mila so close, the warmth of her body radiating against his, Gunner found himself distracted from his earlier anger. Her breathy voice stoked a fire inside him that had always been difficult to ignore, especially when it was her.[break][break]

"Just be, huh?"[break][break]

And despite the frustration and despair that being with Mila sometimes entailed, Gunner did not want to think about how bad they were for each other, either. Because following that train of thought meant admitting they were better off without each other, and his heart could not bear that kind of separation.[break][break]

Not again.[break][break]

Gunner gripped Mila's chin between his fingers, the movement rougher than usual. Lowering his face to hers until they were inches apart, he searched her eyes for any reason—any at all—to push her away.[break][break]

But the fear of what he might find gripped him, so he did the only thing he knew to vanquish that terrible hypothetical.[break][break]

He crushed his mouth against hers in a bruising kiss.

Their conversation had entered territory with which Gunner was completely unfamiliar. Avatars, Legendary Pokémon, and the nature of the bonds between them were beyond his understanding.[break][break]

He could only listen to Penelope and try encouraging her strength. She had not climbed to her seat on the council, to the directorship of the HBIC, without it. And he would not let a Ruinous Beast siphon it out of her.[break][break]

"Maybe it's not too late to change things," Gunner said, "and maybe it isn't supposed to change the way you originally thought. Sometimes we think we know things will go, only to be blindsided by reality."[break][break]

He knew what that felt like all too well.[break][break]

"That's okay, though. You're indomitable, Penny. I fully believe that."[break][break]

Brutal honesty and grim determination gathered in his eyes and lined his face. No matter what else Gunner Graves pretended to be, he was loyal, through and through.[break][break]

"I wouldn't still be here if I didn't believe in you."

At Penelope's quiet confession, Gunner moved.[break][break]

He crossed the distance between them to stand beside her at her desk, then placed a reassuring hand on her shoulder. His intent was to provide a grounding touch, something that could bring her out of her thoughts and into the present.[break][break]

"I don't know the first thing about what it means to be an Avatar," he started, choosing his words carefully. His voice was low, conspiratorial. "But all Pokémon have a mind of their own. Whatever Chi-Yu wants, it will use you to get it."[break][break]

Gunner's grip on her shoulder tightened a fraction, just enough to emphasize his next words.[break][break]

"But what if you could work with it? Appeal to it? Instead of keeping it at bay, come to some kind of agreement so that it can bolster your strength with its own. Don't let it control you. Control it instead."[break][break]

Because the last thing the League needed among their ranks was an Avatar who couldn't command her own powers. Penelope had brokered a deal with the Ruinous Beast, but she wasn't benefiting.[break][break]

If she could, then at least the sacrifices she'd made would matter.

Gunner's mouth pressed into a thin, grim line, and the furrow of his brow deepened. Lost control?[break][break]

During their secret training—which, admittedly, were few and far between—Penelope had been growing accustomed to her powers, able to manipulate them with greater care with every session.[break][break]

Had it all been for nothing? Had Chi-Yu lulled them into a sense of security, only to rip it away in a legitimately dire situation?[break][break]

No, Gunner decided. He did not dare believe that. She simply needed more time and practice.[break][break]

"It's okay, Penny. You're not hurt. No one got hurt." Or so he hoped. A part of him knew that likely was not the case. "Did it appear, too? Your… benefactor?"[break][break]

Chi-Yu, he meant.

Upon Seiya's response, Gunner unlocked his front door and stepped inside, turning on the lights as he went. "Come in, then. Shoes off, please."[break][break]

His home was a decently-sized one-bedroom apartment. The common area was a combination kitchen-dining-living room. A couch occupied the space opposite the TV, while a table that seated four people stood off to the side.[break][break]

Gunner set the takeaway bags down on the table and started to unpack them.[break][break]

"I'm a paralegal at a law firm in here in Slateport called Wesson and Sons." He handed Seiya a set of cheap, wooden chopsticks. "What about you? What do you do for work?"

Frowning, Gunner peered at the red rash on Riley's arm. "Nihilego toxin is extremely dangerous and you often need an antidote to counter it," the agent explained. "But it does look like this was very slight contact."[break][break]

He stepped away to give the other man some space. Turning, he regarded the ruin of the Megalopolan ship. A pair of Nihilego floated out from an unseen opening and drifted away, in the opposite direction.[break][break]

"I need to explore more of the ship, but you," Gunner glanced back at Riley, "need to get back to safety. So I'll escort you back to the rift, first."[break][break]

He sighed and started down the path back to the main rift, the one that always stayed open.[break][break]

"It's best that we don't stay here for too long, anyway, and Arceus only knows how long you were lost before I ran into you."[break][break]

Gunner frowned at Penelope's admission. She didn't know? What exactly did that mean? She had been in the meeting chamber with the other members of AQUA. And when the rescue squad had finally reached the tunnels beneath the building, she'd been awake, alert, and whole.[break][break]

"Did you hit your head while you were down there?" Gunner asked, unwilling to jump to any conclusions just yet. Occam's Razor suggested that the most straightforward explanation had to involve a head injury of some kind.[break][break]

"A concussion, maybe, or were you unconscious?"[break][break]

The agent did not want to think of the more complicated possibilities unless forced to.

The contributions of Nenet's Minior was enough to tip the scales of the battle in their favor. The two Team Rocket operatives abandoned their post and fled, their Pokémon covering their backs. Hector flew back to Gunner's side, his steel carapace barely scuffed.[break][break]

"Great work," the agent said to the Rangers. Then he paused as paxton concordas's voice piped up on the comms. After taking in the new information, Gunner turned to his new acquaintances.[break][break]

"This is where we part ways. If you two head northeast, you can reach the nearest aid station and heal up your Pokémon. Stay safe."[break][break]

After exchanging goodbyes, he started the trek north with his Scizor, to target the next Rocket outpost.

Voices crackled in the comms unit in Gunner's ear. He listened to the fresh feed of information as the Pyroar joined the assault on the lookout post. Between the lion and his Scizor, the Team Rocket operatives had their hands full. Their own Pokémon emerged from Pokéballs to fight back.[break][break]

Gunner watched closely, one hand on his belt just in case he needed to release a second Pokémon to join the fray.[break][break]

"We press on," he said to Neffatari. "The Council is keen on establishing new checkpoints further inland, both to make sure we reach the objective inside the mountain and to stop the Rocket advance."[break][break]

He turned and walked out from behind their hiding place, intending to approach the tower.[break][break]

"Let's go."

A request for backup further inland brought Gunner from his post guarding an aid station on the shore. Dressed in lightweight operative gear over a bulletproof vest, he followed the directions over comms until he spotted one of Team Rocket's lookout posts.[break][break]

A couple of League Rangers were positioned behind a nearby rock formation. He watched as one of their Pokémon, a female Pyroar, summoned a SUNNY DAY to confuse the Team Rocket agents.[break][break]

It was the perfect distraction. Gunner nodded at his Scizor, a silent go-ahead to strike.[break][break]

The bug leaped into the air, wings beating furiously. Before he even reached the lookout, he aimed his large claws at the structure and fired a FLASH CANNON. Shouts of alarm from the terrorists filled the air as one of the walls burst inward and the entire tower swayed on its legs.[break][break]

In the chaos, Gunner jogged over to the Rangers. "Agent Graves," he said by way of introduction, his expression as serious as stone. "You two are scouts, right? I'll help clear the path for you here."
