Lilycove was just one of several port cities where Rocket's operations took place. They blackmailed, bribed or otherwise coerced incoming shipment vessels to transport their poached pokemon, captured illegaly, stolen or otherwise brought into the region against the better judgement of the League. But they couldn't unload the cargo in broad daylight or get it past customs.[break][break]

At night they sent runners in smaller, stealthier vessels that could navigate the waters faster. They would 'sneak' aboard the conveniently unguarded vessel, secure the cargo (usually in the form of crates of pokeballs, listed under the manifest as unused) and bring it to the ship before making quick their escape.[break][break]

They would even have the items written off as stolen, thus further depleting precious resources through their fraudulent schemes. Ordinarily, Adrian would want no part of this, but he was compelled to out of obligation. So long as he kept his hands clean of the petty theft, he could hold a clear conscience. Relatively.[break][break]

Overlooking the dock workers from an aerial vantage atop his Magnezone, he cannot help noticing how much worse the light pollution is in Lilycove, and how the highly anticipated inclement weather conditions have not yet struck the port. If any watchful eyes were resting on the dock that night, there would be little to keep their operation from going belly up. Without direct intervention, that is.[break][break]

Observing, he curses under his breath. Adrian's heart is not in the work.

She's no stranger to raiding suspected sites of black market trades, but she most certainly isn't used to having to work alone. Most times, she'd be investigating with some backup but her partner hadn't shown (strangely enough) - For all she knew, they'd chickened out or simply overslept. So she's stuck sending a backup request and prowling through the darkened streets of Lilycove harbour, sniffing for any signs of danger or illegal activity.

Lo and behold, she stumbles across some dock workers hastily shifting blanketed crates. And while the covers may muffle the yowls and growls, they certainly can't stop the angry claws tearing through.

She slows in her movement, carefully moving her fingers to signal the Absol hidden in the shadows. Everything would have been fine if she hadn't seen anything but now that she has. she's contractually obligated to do her job.

It doesn't take long for him to catch on to the present threat of exposure...[break][break]

Casting a scrying eye towards the docks, Adrian would become privy to the lone investigator approaching their men on the ground. It would appear they were moving live cargo, which was not part of their arrangement, and only added to the risk of discovery. He too could hear the clambering of tooth and claw as pokemon struggled against the confines of their cages. They were busted.[break][break]

...Which forced his hand, and necessitated his direct intervention.[break][break]

For now he wants to know whether they are approaching by their lonesome, analyzing the area more closely with a determined gaze; from his perch in the sky, auras are less distinctive. He does not immediately notice any nearby pokemon, only the silhouette of the human encroaching upon their operation. He decides to approach them, snuggly securing the mask over his features.[break][break]

"You there, stop what you're doing and leave at once." Heralded by the low hum of Magnezone's electromagnetics, he hoped to take them by surprise and scare them off. If they felt they were unable to succeed, perhaps they would back off, but the hero types rarely backed down without a little heavy-handed coaxing...[break][break]

If knowing they were spotted wasn't enough, he would raise the stakes. "Magnezone," he prompts the pokemon's cooperation verbally. Its systems begin booting up, locking on to the only body it could find. The eyes on its flanks project infrared beams which bounce off the stranger, then back up to its sensory systems, giving it accurate live feedback on their position. "Keep a beat on them."[break][break]

"I don't want to have to ask you again." He would give them no quarry. "Leave."

"I'd honestly love to, but it's my duty to check the contents of incoming cargo and related licenses or paperwork." Her fingers twitch in anticipation, her gaze barely strained to behold the stranger. "Would probably have gone better if you guys forged some believable papers... Would maybe have raised some red flags but you would have bought yourself time to finish shipment and skeddadle before the League could interfere."

The Lock-On does nothing to scare her away, especially not when Ollie has a rather reliable Future Sight brewing in the sidelines. All the Absol was doing now was waiting for a good chance to take advantage of the chaos to ensue.

Adrian wears an indignant scowl as they spew the expected rhetoric back at him, making a mockery of his magnanimous nature and misunderstanding his posturing. Despite knowing full well the obstinant nature of his League counterpart, it does not lessen the degree of disdain he experiences then.[break][break]

He feels the crease in his furrowed brow deepen, subject to the audacity of this Ranger. It was enough to make him forget his previous apprehensions, and allow his temperamental nature to show through. Who were they really, to a narcissist?[break][break]

They clearly thought more of themselves than he would bother stomaching. It is unlikely she would even be able to finish her thoughts in their entirety before he realized her defiance was a foregone conclusion, and abandoned all pretense...[break][break]

"You cannot seriously expect me to sit idly by and listen to you prattle—MAGNEZONE, ZAP CANNON."[break][break]

A massive arc of electricity trails with jagged streaks directly for the Ranger where she stands, while Adrian clutches at the antenna jutting out of Magnezone's fuselage, knowing battling would only escalate from thereon. But that would be entirely hingent upon whether she weathered the brunt of their assault.[break][break]

His eyes ardent lamps floating in the pitch canvas of his sclera, like the waxing moon illuminating a stage besieged in nighttide, pierce through the resultant flash and detritus in order to take measure of the aftermath. All the while in the background, the men, if momentarily stymied, are now emboldened to finish their work before the skirmishing can subside. In the distance, the throttled engine of a motorboat can be heard fast approaching as per their itinerary. Good...

Ah yes, pride. The ever cursed trait that will allow neither to back down. She barely blinks as the Zap Cannon approaches, a Protective barrier faintly shimmering as it stops before her eyes. And with that, the stranger has just earned himself a 'Go to Jail' card.

A flare lights up the sky, bloody and signalling the worst to come. Not too far off, a Corviknight takes flight, Steel Wings cutting through the edges of night and aiming straight for the aggressing Magnezone.

Of course, she wouldn't be so kind as to ignore those who are still carrying on with their work unhindered. Down by the harbour, her Toxapex and Lurantis are hard at work. The floral mantis quickly goes after the grunts with relentless Leaf Blades whereas the cruel starfish readily sets down Toxic Spikes right by the pier.

Would it have gone better if she had a partner right about now? Maybe, but it wasn't exactly the best time to be thinking about such things. She could start thinking about a formal complaint when she got out of this alive.

[attr=class,bulk]It doesn't come as a surprise when the attack fails to make its mark, though his disappointment is revealed by the slight frown he wears, realizing there are more pokemon than he has yet noticed. Their sudden burst of activity makes them easy targets, but first he reaches for a pokeball, only to feel himself lurching sideways as the Magnezone is upended by an incoming STEEL WING. They spin out as Magnezone sustains the glancing blow, its MAGNET PULL keeping the Corviknight from retreating too far once it comes close. It will pay dearly, but first...[break][break]

Adrian sees the pokemon going for the crates and their handlers. "Magnezone—"[break][break]

As his chaperone rights itself it swerves for the meddling pokemon below, its body generating a sudden flux of arc energy in anticipation of another attack.[break][break]

"DISCHARGE, now."

From its body blares a thunderous uproar before thunder-following-lightning rolls out from its body in a tempest, the coming storm then forking to the ground and arcing along its surface, racing for the targets that surround; a potent blast of electricity that deals a sudden, stunning blow to those caught in its path. Creating an opening...[break][break]

A tarnished pokeball fills his hand before a streak of red unveils his next companion. Furor's lumbering form snakes around the dock, its flowing body draped over the sides of the dock as it gains a footing. It bellows disdainfully in its gutteral tongue...[break][break]

If they were not deterred before, he hoped now they would begin to see reason. From his wrist a resplendent glow overtakes him and surges within the Gyarados, causing its already rippling figure to swell with muscle and those scales to harden, leaving it predisposed towards violence and with a nasty temperament to match.[break][break]

"Take them out, now."

[break]

Its massive tail sweeps low with a single, decimating flourish that means to swipe away all approximate combatants, in effect impeding their efforts, but Adrian does not account for the handlers and cages below. They too would be caught in the attack, their steel cages cracking under duress and being sent tumbling over with the sound of steel gouging concrete and bouncing rails drowning out their panicked squeals.

While she's no super spy, she does have a sense for danger, Detecting the incoming Discharge just as well as her Absol. As such, they both bounce back just enough to clear the edges of the electrical field. Hellabore, on the other hand, is pulled strongly into the Magnezone magnetic field and unable to dodge, a piercing screech filling the air as he's thrown to the ground. And as he lands heavy, his Claws scrape against the ground, Honed for his next attack.

Edith and Aconite meet the Gyarados with startled cries, the Liligant releasing clouds of Sleep Powder whilst the Toxapex tries to defend himself with a Baneful Bunker. That doesn't stop them from being swept away, but perhaps it would be enough to slow the Gyarados.

"Woah there... Is friendly fire a thing in your ranks?" She hums, then shrugs and whistles a strange rhythm. At the signal, the Toxapex dives right into the water and disappears from sight. "Might wanna reign in that lass of yours unless those men are dispensable."

Nothing he did cancelled out efforts that weren't already jeopardized, when they'd neglected to capture the pokemon in the pokeballs instead of moving them live. Besides, left to her devices she'd ruin everything and get a few of their men put behind bars, no doubt. If that was allowed to happen, it'd be a complete loss for Rocket. But with his approach, perhaps the collateral would cost the city more than it was worth to try and fight crime head on in the future. Or not.[break][break]

His Gyarados does not exhibit a symptomatic response to the powders, though it may simply be a matter of time. Rather than concern himself with that, he immediately executes his exit strategy, making a point to remember Zahra's aura.[break][break]

While Gyarados prepares the attack, slinking into the ocean front surrounding the pier before resurfacing in a torrent of liquid revenge, Adrian begins to flee with his Magnezone using MAGNET RISE, leaving the grunts to deal with their shortcomings.[break][break]

When it finally emerges, breaking the water's surface, Gyarados comes thrashing into the man-made structure in an attempt to break it down, the surging waters carrying anything off the dock and pulling it into its riptide. Nothing was certain, except that it would cover his escape. After the attack, Gyarados would retreat to sea for a time.[break][break]

After separating himself from the situation, Adrian would later give a mission report to Cillian Quinn, detailing the mission's failure and lack of preparedness by the men on the ground. Somewhere in his office the Underboss undoubtedly grunts with disapproval before ending the call, forced to reconsider Adrian's placement as a Rocket Beast in the wake of such overwhelming FAILURE.
