The THEO BECKETT Zev stood in front of that day was indeed very different from the one Zev remembered from years ago. The two men had only been in contact as client and contractor back in Kanto; once Theo had left the region, they had no need to keep in touch. Yet circumstances had brought them face-to-face again.[break][break]

"Beckett," Zev said in greeting, his own voice and expression maintaining the iciness of his reputation. "I was wondering when we'd finally catch up."[break][break]

Not that Zev cared for 'catching up'. And he had no need to wear a mask in front of the man who'd paid him to kill for the glory of Rocket in the past. In fact, if it weren't for the fact that Zev was now a Rocket Beast, he'd have found the sudden invitation to meet odd. Yes, Theo was an Underboss and could arrange a meeting with any Rocket grunt he wished. Yet neither man had been concerned with meeting in the past three years.[break][break]

Zev chalked it up to his recent promotion. He understood the importance of meeting with everyone in the upper brass now that he was among their number.[break][break]

"Busy is an understatement," he replied. "Running a bar is no easy feat, especially in Slateport."

Zev shrugged. The transition from a contract killer to a fully fledged member of Team Rocket had taken place over the last three years, ever since he'd begun working in earnest with Cillian Quinn. Despite being afforded the same access to the syndicate's resources since then, Zev had not truly considered himself among its ranks until the operations at Mt. Pyre, Littleroot, and the meteoroid.[break][break]

The transition from grunt to Beast, on the other hand, had been sudden. Nearly overnight, many more responsibilities had been thrust onto his shoulders — namely, the training of recruits and grunts. Though he didn't have his own office, he spent more time at headquarters than ever before, and more time writing reports, too. It was an adjustment, to say the least.[break][break]

"It's been fine," he replied evenly, watching as an Overqwil floated by. His Gengar detached from his shadow and floated upward to intercept the Dark-type. A quick BRICK BREAK brought the wild Pokémon low, giving Zev a window of opportunity to throw a Pokéball.[break][break]

Turning back to Theo, the hitman continued, "Just more paperwork than I expected. I can only imagine how little sleep the Admins and Underbosses get each night."

which is something a lot fail to realize on their climb up the ladder. zev's climb had been different than usual, however, as he had jumped from grunt to beast nearly overnight. it was impressive, to say the least, and not all that surprising when factoring in his history.[break][break]

team rocket needs more beasts like that. brutal and efficient. cold and callous.[break][break]

"is that a path you see yourself going down? admin or underboss?"[break][break]

ampharos' THUNDER WAVE makes the battle with the mightyena extremely short. its muscles seize up, causing it to fall to the ground where a pokeball finds it.

Theo's question seemed like a trap, like the Underboss was trying to gauge whether Zev was a threat to his position or not. It was true that the Hoenn branch of Team Rocket had fewer ranks of the upper brass than Kanto's did, but the crime syndicate in Kanto was the equivalent of that region's government. It needed competent people to fill its administrative positions.[break][break]

Here in Hoenn, however, Team Rocket's foothold on the region was much smaller. Unless the organization's membership and territory expanded considerably, the need for more Admins and Underbosses seemed low.[break][break]

Zev himself wasn't interested in running large-scale operations in Hoenn. He always imagined he would return to Kanto someday, where he had no reason to hide his identity behind a mask. But he needed to achieve certain goals first. Whatever power and authority Rocket could give him would undeniably help.[break][break]

"If that's what it takes, then sure," was Zev's reply. His tone lacked any eagerness; it was simply a stated fact. "Though I prefer how it is in Kanto. Things are simpler there."[break][break]

In the distance, a Marshtomp lumbered by, unaware of the two men's presence and too far away to be a nuisance to them.

"I'm not surprised that's the case," Zev replied, expression impassive as he watched the Goodra disappear in a flash of light into Theo's Pokéball.[break][break]

Many of the grunts he'd met would not survive more than a few days in Kanto under Team Rocket's regime. They were too used to having certain freedoms. In Hoenn, most members of the crime syndicate could entertain the notion that they had normal lives; in Kanto, that could never be the case.[break][break]

"In Kanto, we don't have to pretend we're not who we are. I never needed to run a bar as a cover."[break][break]

Of all the things Zev found irritating about Hoenn, it was the near-constant need to wear a mask. Interacting with the world as a 'normal' person exhausted him regularly. He found himself grateful for time spent with other members of Team Rocket just for the brief reprieve.[break][break]

A Graveller rolled by. Zev considered the Pokémon for a moment before ultimately ignoring it.[break][break]

"Do you disagree?" the hitman asked Theo.

Theo's admission this time — that he had never bothered to conceal his identity — did come as a surprise to Zev, prompting the hitman to raise an eyebrow at the Underboss. Zev had assumed that the arrival of any high-ranking official of Rocket's dictatorship would immediately put the Hoennian government on the defensive, but it seemed Theo was right.[break][break]

No respect. Perhaps it was simply that the League did not register Team Rocket as a threat.[break][break]

"Is that why you called for conquest at the September meeting?" Zev asked. "To instill both that fear and respect into the Hoennians?"[break][break]

Theo's words rang clearly in Zev's memory.[break][break]

"I suggest we stop playing the martyr and embrace what we truly are."

Nearby, Smoke engaged a Greninja, hitting the Water-type with a DAZZLING GLEAM that left it staggering. Zev tossed a Pokéball to capture the wild Pokémon.
